Minimum Qualifications

  • Bachelor’s degree in Business, Real Estate, or related field and five (5\) years progressively responsible experience appraising all classes of real estate, including two (2\) years in an administrative capacity, or an equivalent combination of training and experience. Residential Evaluator Specialist (RES) or Certified Assessment Evaluator (CAE) or Assessment Administration Specialist (AAS) and/or State of Virginia Real Estate Certification is preferred.

    Knowledge of Job:

    Has thorough knowledge of state and local laws and policies applicable to appraisal and assessment of real property assessment for tax purposes. Has a thorough understanding of policies, practices and procedures used in assessing commercial, residential, and industrial property for tax purposes. Has thorough knowledge of laws, rules and regulations covering real property appraisal and assessment, the Uniform Standards for Professional Appraisal Practice (USPAP) and the Assessment Standards of the International Association of Assessing Officers (IAAO). Has general knowledge of the principles of supervision, organization, and administration. Has comprehensive knowledge of appraisal methods and techniques: of legal aspects of real estate; of the theory and practices of real estate assessments. Ability to compile technical information from a variety of sources and prepare clear and concise reports. Ability to exercise considerable initiative and independent judgment in analyzing and applying standards to a variety of situations. Ability to establish and maintain effective working relationships as necessitated by work assignments.

    Current valid driver’s license and good driving record required. Based on the Virginia DMV point system, record must not reflect six or more demerit points within the twenty\-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty\-six months. Out of state driving records must be obtained by applicant and presented at time of interview. Records must reflect at least three years of history and be dated within thirty days of interview date. Pre\-employment drug test, FBI criminal background check investigation and education/degree verification required.

    Duties

    The Assistant Director of Real Estate Assessments will perform under administrative direction from the Department Director for work that is considerably difficult, perform administrative and supervisory work while assisting in the planning, operation and management of the department and will perform other required work as assigned by the Director.

    ESSENTIAL JOB FUNCTIONS:

    Provides leadership and strategic direction for developing, administering and communicating real estate assessment and appraisal programs, policies and procedures to meet overall departmental needs and objectives; to meet legal requirements, to promote cost effectiveness, to be responsive to both management and employees, and to attract, retain, and develop a highly qualified, motivated and effective workforce.

    Assists with directing staff involved in the assessment and appraisal of residential, commercial and industrial property within the county; ensures that staff are fully trained in their responsibilities; assists in the determination of the fair market value and equalization of assessable real estate taxable and non\-taxable; assists in the administration of programs related to real property taxation; and keeps abreast of laws, rules and regulations regarding real estate appraisal and assessment and assists with appeals both office review, Board of Equalization cases and court actions.

    Reviews the appraisals conducted by staff; assist with the administration of the land use program; reviews use permit proposals completed by staff; may approve billing requests; assist with maintaining payroll records and approves payroll; and schedules and arranges staff training.

    Assists with the overall management of the department; including budget research, development, preparation and budget monitoring to ensure cost effectiveness; ensures that purchasing and financial transactions are properly conducted in accordance with county administrative policies and procedures.

    As directed, develops proposals and reports as requested by the Department Director for the County Administrators and County Supervisors; assists with the preparation of items for placement on County Supervisors Agendas and Work Sessions; and ensures reports, studies, and plans are appropriately processed in accordance with federal, state, and county ordinances.

    Provides information to the general public; keeps abreast of current and future issues and trends, State regulations, design, and construction standards.

    Assists with establishing systems for ensuring county and departmental personnel policies and procedures are appropriately administered; assists with departmental human resources functions, to include employee relations and staff development programs and develops departmental strategic plans, research and evaluations.

    Performs other related work as required. Individual assignments will be determined by the Director based on current workload and department needs.

    Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interacts within department and division, and with co\-workers and the public. Maintains effective and efficient output of all duties and responsibilities as described under "Essential Job Functions."

Completes assigned work on or before deadlines in accordance with directives, county policy, standards, and prescribed procedures.     Accepts supervisory instruction and direction and strives to meet the goals and objectives of same. Questions such instruction and direction when clarification of results or consequences are justified, i.e., poor communications, variance with county policy or procedures, etc. Offers suggestions and recommendations to encourage and improve cooperation between all staff persons within the department.

    Shares knowledge with managers and staff for mutual and departmental benefit. Contributes to maintaining high morale among all department employees. Develops and maintains cooperative and courteous relationships with department employees, staffers and managers in other departments, representatives from organizations, and the public to maintain good will toward the department and project a good departmental image. Tactfully and effectively handles requests, suggestions and complaints from other departments and persons to maintain good will within the county. Interacts effectively with fellow employees, Director, professionals, and the public.

    Coordination of Work:

    Plans and organizes daily work routine. Establishes priorities for the completion of work in accordance with sound time\-management methodology. Avoids duplication of effort. Estimates expected time of completion of elements of work and establish a personal schedule accordingly. Attends meetings and discussions on time. Implements work activity in accordance with priorities and estimated schedules. Maintains a calendar for meetings, deadlines, and events.

    Planning:

    Plans, directs, and uses information effectively to enhance activities and production of the department. Knows and understands the expectations of the county regarding the activities of the department and works to see that these expectations are met. Designs and formulates ways, means and timing to achieve the goals and objectives of the department. Within the constraints of county policy, formulates the appropriate strategy and tactics for achieving division and departmental objectives. Organizes, arranges, and allocates manpower, financial and other designated resources in an efficient and effective way to achieve the goals and objectives of the division and department.

    Organizing:

    Organizes work and that of subordinate staff as well. Ensures that staff members know what results are expected of them and that they are regularly and appropriately informed of all county and department matters affecting them and/or of concern to them.

    Staffing:

    Works with other department officials and management to select and recommend employment of personnel for the department who are qualified both technically and philosophically to meet the needs of the department. Personally, directs the development and training of division personnel to ensure that they are properly inducted, oriented, and trained.

    Leading:

    Provides a work environment, which encourages clear and open communications. Has a clear and comprehensive understanding of the principles of effective leadership and how such principles are to be applied. Provides adequate feedback to staff so that they know whether their performance levels are satisfactory. Commends and rewards employees for outstanding performance yet does not hesitate to take disciplinary action when necessary. Exercises enthusiasm in influencing and guiding others toward the achievement of department goals and objectives.

    Controlling:

    Provides a work environment, which is orderly and controlled. Coordinates, audits and controls manpower and financial resources efficiently and effectively. Coordinates, audits, and controls the utilization of materials and equipment efficiently and effectively. Has a clear and comprehensive understanding of county standards, methods, and procedures.

    Delegating:

    Assigns additional duties to staff as necessary and/or appropriate to meet department goals, enhance staff abilities, build confidence on the job, and assist staff members in personal growth. Has confidence in staff to meet new or additional expectations.

    Decision Making:

    Uses discretion and judgment in developing and implementing courses of action affecting the department. When a particular policy, procedure or strategy does not appear to be achieving the desired result, moves decisively and definitively to develop and implement alternatives.

    Creativity:

    Regularly seeks new and improved methodologies, policies, and procedures for enhancing the effectiveness of the division and the department. Employs imagination and creativity in the application of duties and responsibilities. Is not averse to change.

    Human Relations:

    Strives to develop and maintain good rapport with all staff members. Listens to and considers suggestions and complaints and responds appropriately. Maintains the respect and loyalty of staff.

    Policy Implementation:

    Will have a clear and comprehensive understanding of county policies regarding the department, and as a county function. Adheres to those policies in the discharge of duties and responsibilities and ensures the same from subordinate staff.

    Policy Formulation:

    Keeps abreast of changes in operating philosophies and policies of the county and continually reviews departmental policies to ensure that any changes in county philosophy or practice are appropriately incorporated. Also understands the relationship between operating policies and practices and department morale and performance.
