- Years 1 – 5: an employee will accrue 5\.85 hours of leave, per pay period.

THIS IS A DEPARTMENTAL PROMOTIONAL OPPORTUNITY. ONLY CURRENT EMPLOYEES OF THE HAMILTON COUNTY HEALTH DEPARTMENT WILL BE CONSIDERED FOR THIS POSITION. The Hamilton County Health \& Social Services Division has a responsibility to respond quickly and efficiently when public health emergencies occur. All Hamilton County Health \& Social Services Division employees are responsible for ensuring their contact information is current and they are accessible should a public health emergency arise. The Hamilton County Health \& Social Services Division maintains a call down system to store contact information and mobilize staff in the event of an emergency. During a public health emergency, all staff are required to respond should a call to mobilize be made. During a public health emergency, work hours for any and all Hamilton County Health \& Social Services Division employees are subject to modification to meet the needs of the community.
Under general supervision, oversees the day\-to\-day operations of the accounting function including maintenance of general ledger, various governmental funds, budgets, and provides for the management and supervision of accounting staff within the Health Department. ESSENTIAL FUNCTIONS: (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, physical requirements, knowledge, skills, abilities, and other characteristics. Tasks
Manages and supervises accounting associates, account clerks, and accountants. Sets priorities, reviewing staff work for accuracy, completeness, and detail, and assessing performance; sets schedules and provides related administrative approvals, such as leave requests and time sheets; provides professional guidance.
Manages and provides technical assistance with accounting activities associated with the maintenance and analysis of account records, payables, receivables and payroll for numerous grants, general ledger, department, and fund budgets; oversees and reviews preparation of account statements and state and federal billing reports to ensure accuracy and completeness.
Assists in the preparation of the annual budget; coordinates and prepares for both internal and external audits.
Oversees the preparation of and prepares monthly, quarterly, and year\-end financial statements such as consolidated financial reports, statements of revenues and expenditures, and department, fund, or grant budgets; maintains financial information system data; records and approves expenditures and prepares billings and collections; makes journal entries and prepares trial balance.
Analyzes, reconciles, and audits accounts, budgets, revenue and expenditure statements and contracts; ensures compliance of transactions with relevant federal, state and county rules, regulations, and procedures; prepares and completes special projects upon request; may review procurements for compliance with purchasing policies and procedures.
Serves as a technical information source for management and staff; researches accounting related issues and performs special projects as requested; reviews and approves a variety of financial data including all purchases, journal entries, work papers, and completed projects, coordinates and assists the implementation of financial system updates and new releases.
Establishes financial processes during emergency situations in anticipation of State and/or Federal reimbursement(s) in compliance with all rules and regulations.
Performs other related duties as assigned.
Oversees Grant or Cooperative Agreement funded projects throughout their life\-cycle to ensure compliance with funding agency requirements; to include administrative oversight for the county’s account in the federal System for Awards Management (SAM). Coordinates actions with Federal, State and Subcontracted Program Managers regarding programmatic and budgetary changes, conducts monitoring visits and develops corrective action plans. Prepares commission resolutions, memorandums of understanding, and contracts as required.
Knowledge, Skills, Abilities, and Other Characteristics
Knowledge of Tennessee Code Annotated (TCA), and administrative guidelines.
Knowledge of Government Accounting Standards Board (GASB) and Financial Accounting Standards Board (FASB) pronouncements.
Knowledge of Government Finance Officers Association (GFOA) standards, recommended practices, and policies.
Knowledge of Hamilton County policies and procedures.
Knowledge of Hamilton County Audited Financial Statements, Comprehensive Annual Financial Report, budget and accounting and budgeting systems.
Knowledge of the fundamental principles of supervision and management.
Skill in reading, interpreting, understanding, and applying Tennessee Code Annotated, accounting standards and procedures, applicable Federal rules and regulations, Hamilton County Policies and Procedures.
Skill in the application of accounting principles standards.
Skill in the implementation and updating of financial and accounting information systems.
Skill in working under pressure of deadlines, establishing, and maintaining cooperative working relationships with department staff and other County departments.
Skill in planning, organizing and supervising accounting staff to the performance of professional accounting work.
Skill effectively communicating orally and in the development of written documents, reports, and financial information.
Minimum Qualifications
A Bachelor’s Degree in Accounting from an accredited institution and five (5\) years of experience in the field of governmental accounting, two (2\) of which must be in a supervisory capacity. A valid driver’s license is required. OR
An Associate’s Degree in Accounting from an accredited institution and seven (7\) years of experience in the field of governmental accounting, two (2\) of which must be in a supervisory capacity. OR
Nine (9\) years of experience in the field of governmental accounting, two (2\) of which must be in a supervisory capacity. ADDITIONAL REQUIREMENTS:
Prior to operating a County\-owned vehicle, all employees are required to complete the HC Defensive Driving course and/or an Emergency Vehicle Operations Course (EVOC) provided at the department level.
This position is deemed essential during inclement weather situations and must report to or remain at work, even when administrative closings are announced, as determined by the Department Head. PHYSICAL REQUIREMENTS:

Pension – Legacy Plan (hired prior to 10/1/2015\), in which the employer contributes 14\.70%.
