Overview: Hiring Range: $84,115\.20 \- $107,369\.60Starting salary may be adjusted depending on experience. Qualifications: Master’s degree or higher in Accounting, Finance, Business Administration, Public Administration or a related field from an accredited college or university AND five (5\) years or more of relevant professional full\-time experience in finance OR Bachelor’s degree or higher in Accounting, Finance, Business Administration, Public Administration or a related field from an accredited college or university AND seven (7\) years or more of relevant professional full\-time experience in finance; Two (2\) or more years of managerial experience in finance; Proficiency using Microsoft Office to include Word, Excel and Outlook; Excellent oral and written communication skills and organization skills; Possession of a valid driver’s license and the ability to obtain/maintain a City of Hoover Driver’s Permit. PREFERRED QUALIFICATIONS Experience working for a local government entity. Responsibilities: Manages, plans, coordinates, and monitors budget related activities, including formulating, presenting, implementing, monitoring, and reviewing the budget and other processes; Manages the formulation, implementation, and revision of the long\-term capital plan, in conjunction with the Assistant Finance Director; Directs the budget monitoring function, notifying departments of significant budget variances and causes thereof; Manages the City’s purchasing and procurement activities to ensure compliance with applicable laws and policies; Assists the Assistant Finance Director and staff in the approval of purchase orders; Classifies and summarizes financial transactions and events in accordance with generally accepted accounting principles; Develops training materials and presents training to City staff and appropriate others on Finance Department policies and procedures; presents training to City staff in the use of financial management software; Monitors accounting files on City projects and various grants that the City receives; Monitors financial system reports and records for errors/omissions and ensures that all necessary corrections are made; Recommends accounting system improvements in monitoring and reporting on financial activities; Keeps the Assistant Finance Director and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new and improved ways of addressing such problems; Develops, integrates, and tracks performance measurements and best government practices into the budgeting process; Prepares annual budget packets for departments; Reviews budget requests for accuracy and compliance with applicable policies; Organizes and conducts budget interview with department heads; Coordinates the design, development, and preparation of the Annual Operating Budget; Verifies that appropriate expenditures, budget amendments, reallocations, and transfers of funds are made to appropriate accounts; Reviews and researches assignments relative to any aspect of the budgeting process; Performs specialized financial and operational analyses; Conducts management research and studies, evaluates data, drafts recommendations, and presents reports supported by graphic and narrative data; Formulates recommendations to improve inefficiencies and control weaknesses; Applies known and established economic and public administration theory, principles, conceptual models, professional standards and precedents to problems; Attends meetings, conferences, workshops, training sessions and reviews publications and audio\-visual materials to become and remain current on principles, practices, and new developments in assigned work areas; Performs other directly related duties consistent with the role and function of the classification. Supplemental Information: NATURE OF WORK: This is professional, administrative, advanced and highly specialized fiscal management work, assisting the Assistant Finance Director and Chief Financial Officer in administering the fiscal management activities of the Finance Department. There are four substantive financial managers: Budget Manager, Revenue Manager, Payroll Manager, and Accounting Manager. Work is performed with considerable professional independence according to professional standards, City ordinances, and state and federal laws. Work is supervised and evaluated by the Chief Financial Officer. This is not a remote position.
