JOB DETAILS AND QUALIFICATIONS ---------------------------------- Please note: This recruitment is being used to fill two Coordinated Housing Access Assistant positions. One position requires fluency in both English and Spanish. Clackamas County’s Housing \& Community Development Division (HCDD) is seeking two Coordinated Housing Access Assistants. These positions are classified as Human Services Assistants, and one requires fluency in both English and Spanish. In this role, you will help people experiencing homelessness or a housing crisis connect with the resources and services they need to achieve housing stability. The Coordinated Housing Access (CHA) program serves as a single point of access for individuals and families seeking housing assistance, rental assistance, referrals, and other resources throughout Clackamas County. In this role, you will be one of the first people individuals seeking help will talk to. Through kind, individualized conversations, you will assess each person's needs, identify obstacles, connect them with available resources, and clarify the next steps in the process. You will work directly with people by phone or in person, helping them understand and navigate a complex system while ensuring they are treated with dignity, respect, and cultural appropriateness. Competitive candidates will bring experience using a Homeless Management Information System (HMIS), Unitus Us, or other human services databases, including accurate data entry, client record management, data integrity, and compliance with applicable reporting requirements. They will also demonstrate a commitment to diversity, equity, and inclusion, along with an understanding of systemic inequities and their impact on marginalized communities. Knowledge of the local social safety net, healthcare, financial assistance, housing, and community resources will further help you stand out. We are especially interested in people who can work effectively across different cultures and viewpoints, recognize how structural barriers, oppression, racism, and individual biases can influence access to services and available outcomes, and approach every interaction with empathy, curiosity, and respect. Most importantly, you must be able to listen, build trust, navigate complex situations, and help individuals take the next step toward housing stability. Required Minimum Qualifications/Transferable Skills:\ A minimum of two (2\) years of related experience working with vulnerable populations, particularly individuals experiencing homelessness or housing instability, that would provide the required knowledge and skills to perform the responsibilities of this position A minimum of six (6\) months of experience providing direct services, outreach, support, or assistance to individuals experiencing poverty, homelessness, housing instability, or other significant barriers to accessing services For the bilingual position: Fluency in Spanish/English (bilingual skills to be validated/tested at time of interview and/or selection) Experience conducting person\-centered interviews, assessments, or intake conversations, including the ability to identify needs, barriers, and appropriate next steps Experience applying trauma\-informed practices when working with individuals experiencing challenging or crisis situations Experience with Microsoft Office Suite applications and virtual platforms such as Zoom and Microsoft Teams Experience maintaining client and/or program records, including confidential and personal information Ability to communicate clearly and respectfully with individuals from diverse backgrounds, including the ability to explain complex processes, requirements, and next steps in an understandable manner Preferred Qualifications/Transferable Skills:\ Experience providing housing navigation, homelessness services, coordinated entry, coordinated access, rental assistance, or other housing\-related services Experience using HMIS or another client information/database system to complete assessments, maintain client records, document services, and ensure accurate data entry Experience providing culturally responsive services to individuals from diverse cultural, linguistic, and socioeconomic backgrounds, with an understanding of how structural barriers and bias can affect access to services and outcomes Experience with service coordination, including case conferencing, referrals, resource navigation, matching, placement, or collaboration with multiple service providers and community partners Knowledge of housing and community resources, including rental assistance, homeless services, social safety\-net programs, health care resources, financial assistance, and community\-based organizations Pre\-Employment Requirements: Must pass a pre\-employment drug test Must pass a criminal history check, which may include a national or state fingerprint records check For Veterans qualified for Veteran’s Preference: If you believe you have skills that would transfer well to this position and/or special qualifications that relate to this position, please list those skills and/or qualifications in the open\-ended question at the end of the application and explain how those skills and/or qualifications relate to this position. TYPICAL TASKS ----------------- Coordinated Housing Assistants use telephone and in\-person interviews with people who are experiencing literal homelessness or are in a housing crisis, using the Homeless Management Information System (HMIS) to carry out thorough assessments and to record the services provided. They must listen carefully to each person's situation, determine both their immediate and longer\-term needs, and offer help with accessing resources in order to overcome the obstacles to achieving housing stability. Duties may include but are not limited to the following: Carry out person\-centered assessments and make it clear to people what services are available, what referrals can be made, what is expected of them, and what the next steps are. Connect individuals with housing, rental assistance, social services, health care, financial assistance, and other community resources. Provide culturally responsive services and work with translators when services are required in languages other than English or Spanish. Conduct outreach that is designed to connect vulnerable community members with CHA services. Assist community members in preparing for their housing intake appointments, which includes giving them advice on collecting the required documentation. Support the matching and placement activities involved in coordinated entry, including taking part in case conferencing and working with referral coordinators and service providers. Participate in daily and monthly team meetings and quarterly provider meetings in person and virtually. Maintain accurate, concise, and timely records and data. Support new CHA team members by providing technical training on essential systems, data management, compliance, and trauma\-informed, culturally responsive practices. Contribute to the department and the division in their work to promote racial equity and to improve the way services are delivered and the outcomes for underserved communities. View the full classification specification. WORK SCHEDULE ----------------- Both positions are included in the County’s alternate workweek program and work 40 hours per week. Preferred work schedules are as follows: Bilingual Spanish position: Tuesday through Friday (Mondays off) Non\-bilingual position: Monday through Thursday (Fridays off) Specific work hours will be discussed with the selected candidates when offers of employment are extended. This position is eligible for hybrid on\-site/telework and based on the Department’s business needs. Telework locations cannot be located outside of Oregon or Washington. All positions must perform 50% of their time on\-site at Clackamas County.
