Job Overview
The Coalition seeks an experienced Technical Advisor to join the Homelessness Solutions and Strategies team. Reporting to the Homelessness Strategy Director, the role is central to the Coalition’s work to prevent and end homelessness in Florida. The Technical Advisor will serve as a subject matter expert, consultant, trainer, and thought leader, working directly with Continuums of Care (CoCs), nonprofits, government agencies, and community partners statewide.
This position focuses exclusively on solutions to prevent and end homelessness and requires a seasoned professional with deep knowledge of the housing crisis response system, federal and state funding regulations, and evidence\-based practices.
Responsibilities
Consulting \& Technical Assistance
Provide expert consulting to nonprofits, government agencies, CoCs, service providers, and community partners on topics including:
· Housing Crisis Response Systems (street outreach, emergency shelter, diversion, prevention, rapid rehousing, transitional and permanent supportive housing, rental assistance, and voucher programs)
· Coordinated Entry System evaluation, design, and implementation
· Housing\-Focused Case Management training, support, and coaching
· Strategic planning and Continuum of Care operations
· Federal homeless assistance and CPD grants (ESG, CoC, YHDP, HOME, HOME\-ARP, CDBG, Challenge, TANF)
· System design, analysis, and performance improvement
· Innovative and effective practices in homelessness prevention and resolution
Training \& Capacity Building
· Develop and deliver high\-quality virtual and in\-person training on best practices in preventing and ending homelessness
· Create content for CoCs and partners within Elevate, the Coalition's learning management system
· Provide federal technical assistance on Emergency Solutions Grant and Continuum of Care funding regulations
Policy, Data \& Strategy
· Draft policy summaries and recommendations focused on ending homelessness
· Conduct data analysis to support Gaps and Needs Assessments and System Performance Improvement recommendations
· Advance responsive housing solutions throughout housing and homelessness systems in all Coalition work
Partnership \& Coalition Support
· Serve as an internal subject matter expert on homelessness across Coalition teams
· Maintain and develop cross\-sector partnerships with statewide and national organizations
· Support the Coalition's broader mission of promoting permanent affordable housing as the primary solution to homelessness
Core Competencies, Education, and Experience
· Demonstrated knowledge of local, state, and federal homelessness prevention programs, policies, funding sources, and housing assistance systems
· Experience with system design and assessment, coordinated entry, and data analysis
· Excellent written and verbal communication skills, with the ability to translate complex policy and data into accessible training and recommendations
· Strong interpersonal, presentation, and facilitation skills
· Proven ability to manage multiple projects simultaneously and meet deadlines
· Self\-motivated and collaborative, with the ability to work independently in a remote environment
· The candidate should possess a bachelor’s degree in Social Work, Public Administration, Policy, or a related field; or an equivalent combination of professional and lived experience.
· Minimum of five years of direct, progressively responsible experience in the homeless response system or a closely related field.
