The Early Head Start Child Care Partnership (CCP) Liaison/Family Advocate supports the mission of Warren County Community Services and the Early Learning Centers (ELC) by ensuring that Child Care Partnership sites are aligned with Head Start Performance Standards and best practices. This role provides direct support to CCP teaching staff through mentoring, professional development, and regular classroom observations. The Liaison also maintains communication with CCP site directors, supports data\-driven decision making, and participates in strategic program planning.

“80” Duties/Responsibilities:

*Coaching \& Professional Development*

  • Conduct regular on\-site visits to all CCP sites to build supportive, collaborative relationships with directors and teaching staff.
  • Observe classrooms weekly and mentor CCP teachers to support high\-quality teaching practices.
  • Use relationship\-based strategies and observation tools to assess teacher development needs.
  • Utilize Creative Curriculum Fidelity reports and Training Needs Assessments to guide professional goals.
  • Develop written professional development goals with each CCP teacher and share with the Professional Development Specialist and Site Administrator.
  • Provide resources and follow\-up support after training to encourage implementation.
  • Offer constructive feedback to improve confidence and teaching effectiveness.
  • *Program Compliance \& Monitoring*

  • Review Active Supervision reporting conducted by ELC management; report findings to ELC Director.
  • Review monthly Health \& Safety Monitoring Checklists in ChildPlus conducted by the Health Service team.
  • Assist with ensuring developmental screenings are completed and results submitted to the ChildPlus administrator.
  • Schedule and completed child registration and document collection for assigned CCP location.
  • *Communication \& Relationship Management*

  • Participate in CCP meetings (bi\-monthly) with Site Administrators.
  • Promote open communication about resources, training, updates, and site needs.
  • Deliver monthly literacy books and education materials to sites.
  • *Program Support \& Collaboration*

  • Attend all required training, conferences, and professional development related to child development.
  • Collaborate with Education Team to plan and deliver annual training for CCP teachers on health and safety procedures.
  • Plan and implement bi\-monthly trainings for all CCP teachers and administrators.
  • Participate in leadership meetings as needed, to support program operations and decision making.
  • Work closely with the Supervisor to review and revise the program Work Plan annually.
  • Requires flexible schedule for outreach, recruitment, and community activities.
  • *Data Collection \& Reporting*

  • Promote the effective use of data by creating reports and sharing them with stakeholders.
  • Collect and report data required for the annual PIR report; provide quarterly updates to the Leadership Team.
  • Assist with program planning, community assessments, and the self\-assessment process.
  • Provide monitoring reports to the ELC Director as required per the internal monitoring report.
  • “20”Duties/Responsibilities: (Family Advocate)

    *Family Engagement \& Support*

  • Complete Family Profiles and Family Partnership Agreements with parents within 30 days of registration.
  • *Enrollment \& Attendance Management*

  • Ensure completeness of enrollment documentation (immunizations, health histories, emergency contacts, permissions) and follow up on missing or incomplete materials.
  • Perform duties related to but not limited to registration, outreach, recruitment, and parent education.
  • *Recording Keeping, Documentation \& Data Systems*

  • Document all family contacts, home visits, and referrals.
  • Track and report on services, referrals, and Family Partnership progress using ChildPlus.
  • Collect required documentation from partnership sites weekly (e.g. in\-kind forms, attendance, screening results, IEP update.)
  • Submit timely monthly reports to Supervisor.
  • Perform other duties as needed or assigned by the Director in fulfillment of the goals and mission of the Early Learning Centers.
  • Required Skills/Abilities:

  • Strong written and verbal communication skills.
  • Excellent coaching, mentoring, and interpersonal skills.
  • Ability to assess and support professional development in early childhood settings.
  • Strong conflict resolution and problem\-solving skills.
  • Strong organizational and time management skills.
  • Skilled in data entry, word processing, and spreadsheet software (e.g., Microsoft Office, ChildPlus).
  • Ability to make sound decisions with minimal supervision.
  • Ability to work professionally with a variety of early childhood and community stakeholders.
  • Ability to relate with warmth and professionalism to children, families, and staff.
  • Ability to maintain confidentiality and act with integrity and professionalism
  • Must complete trainings/certifications in CPR, First Aid, Communicable Diseases, and Child Abuse.
  • Ability to pass a criminal background check and drug test.
  • Reliable transportation, valid driver’s license, and auto insurance with acceptable driving record required.
  • Education and Experience:

  • Bachelor’s degree in Early Childhood Education or a baccalaureate or advanced degree and equivalent coursework in early childhood education with early education teaching experience.
  • Must obtain Family Advocate certification with 18 months of hire.
  • Five years of classroom experience with children from birth to age five preferred.
  • Supervisory experience and community childcare experience preferred.
  • Physical Requirements:

  • Must be able to travel regularly between CCP sites.
  • Must be able to lift up to 25 pounds occasionally.
  • Ability to work in childcare environments that may involve bending, sitting on the floor, and moving between classrooms.
