The Position

  • The Modesto Fire Department is a professional, community service\-driven organization that provides all risk Emergency Services to meet the needs of the communities we serve. As a regional leader in innovation, regionalization, and training, the Modesto Fire Department serves the City Oakdale, City of Ceres, and the Oakdale Fire Protection District under contract for service agreements. The department is responsible for nearly 400 square miles of urban, suburban, and rural territory out of 18 staffed fire companies. As an all\-risk department, we offer a full suppression force, technical rescue team, hazmat team, water rescue team, and advanced life support engines.

    The Modesto Fire Department is currently seeking three Deputy Fire Chiefs. Deputy Fire Chiefs are responsible to manage, direct and coordinate the activities of a major division including Support Services, Operations, and the Fire Prevention Bureau, and Assistant Fire Chief; to coordinate division activities with other divisions and departments; and to provide highly complex staff assistance to the Fire Chief.     Essential and Marginal Function Statements

  • Essential and other important responsibilities may include, but are not limited to, the following:

    Essential Functions:

    Assist in the development, planning, and implementation of division goals, objectives, policies, and procedures.

    Direct, oversee, and participate in the development of the assigned divisional work plan; assign work activities, projects, and programs; monitor workflow; review and evaluate work products, methods, and procedures.

    Prepare assigned division budget; assist in budget implementation; participate in the forecast of additional funds needed for staffing, equipment, materials, and supplies; administer the approved budget.

    Participate in recommending the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees to correct deficiencies; implement discipline procedures; maintain discipline and high standards necessary for the efficient and professional operation of the Department.

    Direct the development, implementation, and coordination of training programs and standards of assigned personnel to learn and maintain technical competency.

    Respond to emergencies as required.

    Represent the division to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.

    Research, prepare, and present technical and administrative reports; prepare written correspondence.

    Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.

    Build and maintain positive working relationships with co\-workers, other City employees, and the public using principles of good customer service.

    Observe and maintain a safe working environment in compliance with established safety programs and procedures. When assigned to Support Services:

    Manage, direct, and organize Support Services Division activities, including community emergency preparedness, equipment repair, supply and maintenance, purchasing and budget control, fire station maintenance, mapping and run cards, public information, and other programs as assigned. When assigned to the Fire Prevention Bureau:

    Manage, direct, and organize fire prevention activities, including community emergency preparedness, inspection of residential, commercial, industrial, institutional, public assembly, and public lodging facilities to obtain compliance with all applicable federal, state, and local laws and ordinances, investigation of all fires to determine cause, origin, and damages, investigation of all suspected arson fires to pursue to conclusion, maintenance of records of fire losses, inspections, investigations, fire deaths, and injuries, plan check of building fire suppression and detection systems, inspection and control of hazardous materials, review of annexations and subdivisions, and other programs as assigned. When assigned to Fire Suppression:

    Manage, direct, and organize Fire Suppression Division activities, including, suppression of all fires, abatement of hazardous material incidents, delivery of first responder emergency medical services, department training programs, company fire prevention programs, communications, personnel coordination, fire hydrant maintenance, and other programs as assigned.

    Marginal Functions:

    Perform related duties as assigned.

    Minimum Qualifications

  • Knowledge of:

    Modern principles of Fire Department administration, including fire suppression and prevention.

    Pertinent federal, state, and local laws, codes, rules, and regulations, including fire safety standards.

    Principles and practices of budget development, implementation, and monitoring.

    Principles and practices of supervision, training, and performance evaluation.

    Principles and practices of policy development and implementation.

    Use and maintenance of fire fighting equipment and apparatus.

    Building, electrical, mechanical, and fire codes.

    Principles and practices of safety management.

    Effective methods of preparation and presentation of information for and to the public, the City Council, and other community groups.

    Technical report writing practices and procedures for writing proposals and contracts.

    Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.

    Ability to:

    Organize, implement, and direct a variety of division programs.

    Work with and control sensitive, confidential information.

    Develop and monitor assigned program budgets.

    Supervise, train, and evaluate staff.

    Develop requests for proposals and contracts.

    Effectively represent the department before City Council, Council committees, boards, commissions, public agencies, and private groups.

    Make sound decisions in a manner consistent with job duties and departmental or City policies.

    Interpret, explain, and apply federal, state, local, and department policies, procedures, laws, rules, and regulations.

    Communicate clearly and concisely, both orally and in writing.

    Establish and maintain effective working relationships with those contacted in the course of work.

    Operate office equipment including computers and supporting word processing, spreadsheet, and database applications.

    Experience and Training Guidelines:

    Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

    Experience:

    One year of increasingly responsible experience equivalent to a Fire Battalion Chief.

    Training:

    Equivalent to a Bachelor’s degree from an accredited college or university with major course work in fire science, public administration, business administration, or a related field.

    License or Certificate:

    Possession of, or the ability to obtain, a valid California driver's license.

    Physical and Mental Requirements

and talking, in person and on the phone. Emotional/Psychological: frequent decision\-making and concentration; frequent public and/or coworker contact; occasional working alone. Environmental: frequent exposure to noise.

WORKING CONDITIONS

Conditions will vary depending on assignment. Work may be performed in a typical temperature controlled office environment subject to typical office noise and environment. Some positions may be assigned to remote locations. Positions may require occasional overtime or weekend work and travel is rare.
