  • This is a responsible, professional administrative position charged with directing the activities of the City's Water \& Sewer Utility. This position reports to an Assistant City Manager and serves as a member of the Senior Management Team.

  • Problem\-Solving: Interacts closely with all levels of employees within the Department and service function (i.e. Utility Services Function) to resolve problems in the workplace and maintain a high level of morale and motivation. Makes recommendations and works with other departments to maintain consistency in City programs, policies and procedures.

    Budget: Prepares, reviews, and administers Department's yearly and long\-range operational budget plans to ensure optimum efficiency and the effective use of revenues. Periodically reviews Water \& Sewer Bonds and rate structure vs. budgetary needs to make appropriate recommendations to the Assistant City Manager / Utilities.

    Legal Issues: Interfaces with pertinent Federal, State, Regional, County and Local regulatory agencies to ensure full City compliance with all appropriate regulations and permit requirements regarding the treatment and delivery of drinking water, fire protection requirements and the treatment and final disposal of wastewater.

    Goals, Objectives and Strategies: Develops Department's short and long\-term goals, objectives and strategies to meet future demand on the Water \& Sewer system due to growth, changes in environmental laws, the training and development needs of staff and the maintenance of the Water \& Sewer systems infrastructure. Coordinates and participates in the design and construction of Water \& Sewer utility works, interfacing with other departments and consultant engineers, as necessary.

    City Policies, Rules and Procedures: Ensures all City policies, rules, programs and procedures are properly followed and administered within the Department. Assist other departments as necessary, in the periodic review and update of City policy, rules, and procedures.

    Management Duties: Develops Department's goals/objectives. Creates management strategy, identifies employee training needs and implements City policy and procedures. Interprets and prepares statistical, technical and facility reports in order to identify short and long\-term plans for operation and maintenance of the system, maintaining optimum employee morale and motivation and provide work atmosphere to encourage ongoing innovation and high productivity in the workplace.

    Perform any other related duties as required or assigned.

    EDUCATION AND EXPERIENCE

    Bachelor's degree from an accredited college or university in Engineering, Environmental or Business Administration.

    Minimum of ten (10\) years experience in the operation and maintenance of water and wastewater systems or treatment facilities.

    Minimum of six (6\) years experience in the supervision and administration of water and wastewater treatment systems.

    An equivalent combination of training, education, and experience may be considered.

    REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS

    Must possess a valid Florida Driver's License with an acceptable driving record

    PREFERRED CERTIFICATES, LICENSES, REGISTRATIONS

    Florida Professional Engineer (PE) license preferred

Knowledge of the practices, methods, techniques and equipment used in the operation, maintenance and construction of water and wastewater treatment facilities and water distribution and sewer collection systems.

Deferred Compensation Plan

Deferred compensation is available to all full\-time employees at the time of employment. This benefit allows the employee to defer income without paying taxes until money is withdrawn. Current plan is administered through MissionSquare.

Direct Deposit

Direct deposit automatically deposits your net pay each pay period to your checking or savings account at your own financial institution. Direct deposit is a condition of employment for a person hired by the City.

Each pay period the employee receives an earnings statement showing gross pay, taxes, other deductions, accruals and net pay. Enrollment forms are available at Human Resources or Payroll.

Discounts are available to all non\-temporary employees at the time of employment.

Employee Assistance Program (EAP)

The Employee Assistance Program is available to all full\-time employees and members of your household as an employer paid benefit. Retirement Plan

All full\-time employees hired after 10/01/2013, apart from Sworn Police Officers and Firefighters, are enrolled in the 401a Defined Contribution Retirement Plan with MissionSquare. All contributions to the 401a Defined contribution plan are pre\-tax and earnings grow tax\-deferred. The City contributes 8% and employees contribute 3%. City contributions are 100% vested after one year of employment. You will be enrolled automatically and should take time to review your investment options at your earliest convenience.

Training Programs

The City is committed to provide training programs for all departments and all positions. Risk Management conducts classes in Defensive Driving, Safety, and Insurance. With rare exceptions, classes are offered during working hours, and are open to all eligible employees.

Tuition Reimbursement

All regular, full\-time employees are eligible to participate in the tuition reimbursement program.
