Responsible work in directing the administrative functions of the Public Safety Branch, including directing the development and implementation of all financial and management functions, and the development, installation, and maintenance of specialized accounting systems for various types of projects.

- Mid\-management/Professional grade, and management personnel may receive 40 hours of admin leave per calendar year.
Prepares and analyzes department budgets; including short and long\-term forecasts and plans, facilitates the expenditures of funds, monitors multiple fund activity; develops, coordinates, and approves requisitions, invoices purchase card transactions and capital outlay activity. Monitors and analyzes enterprise funds financial position, conducts extensive metric reporting and forecasts future financing, capital and other needs. Assists in the creation of enterprise funds rate structures and sufficiency analysis, conducts studies and rate changes when necessary. Conducts continuing analysis of department revenues, encumbrances, and expenditures in compliance with applicable laws, policies and generally accepted accounting practices. Responsible for planning, implementing and overseeing the use of database systems for department, which maintains transaction detail utilized to support summary entries in the County's Financial System, as well as support budget preparation. Responsible for overseeing the County's Purchasing Card Administration, including setting up and deleting cardholders, monitoring limits, daily and monthly spend amounts, and coordinating with the Purchasing Department to ensure the cardholders are following the purchasing ordinance.
Knowledge, Skills and Abilities
Minimum Requirements
PHYSICAL SKILLS: Ability to communicate effectively using verbal, written, and visual communication.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's Degree in Business Administration, Public Administration, Accounting, or a related field, and five (5\) years' of experience in a position that involved activities such as financial planning and management, contract administration, systems analysis, and budget preparation OR a Master's Degree and three (3\) years' of experience.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license.

Effective July 1, 2011, FRS members must contribute 3% of their salary as retirement contributions, on a pre\-tax basis (the salary is reduced by the amount of the employee contribution before determining the federal income tax deduction).
