Job Description and Duties
The Department of Managed Health Care's Office of Enforcement (OE) handles the litigation needs of the Department and represents the Department in actions to enforce the managed health care laws. The OE has an exciting opportunity for a motivated person committed to providing their best work product in support of the OE. The successful candidate will be an eDiscovery paralegal and eDiscovery application administrator and will be assigned a litigation caseload and manage, with minimum supervision, the OE's eDiscovery application, Relativity One, by inputting, searching, manipulating, running reports, and exporting large volumes of electronically stored information. This position will also be a lead for the OE's legal secretary and legal assistant classifications in their support of the attorneys regarding the OE procedures and will, in coordination with other leads and a Supervisor I (Sup I), train new hires on the Legal Services Branch procedures.
ESSENTIAL FUNCTIONS OF THIS POSITION INCLUDE, BUT ARE NOT LIMITED TO, THE FOLLOWING:
Under direction of an attorney who shall accept full responsibility for the tasks performed, and supervised by an Sup I, the incumbent will be assigned to the Division of Legal Administration’s Legal Services Branch (LSB). The incumbent will manage all aspects of discovery for OE's attorneys, assess legal issues and evaluate all documents submitted as part of discovery to determine evidentiary value and ensure each case successfully progresses through the eDiscovery process. Responsible for running requested reports from the ProLaw and eDiscovery applications as requested by an attorney during the investigation and prosecution stages of a case. The Senior Legal Analyst independently performs the full range of the most varied and complex paralegal duties which are analytical in nature, and provides consultative services to management and others. The Senior Legal Analyst performs other duties as required. As a lead paralegal, the incumbent will provide guidance to existing staff on technical tasks through discussions, emails, Microsoft Teams chats, and will be responsible for the formal training of new employees, with support and guidance from the Sup I, through the LSB's training program.

- Excellent written and verbal communication skills demonstrating the ability to accurately proof read a legal document ensuring compliance with English
- Experience with the eDiscovery application Relativity One;
- Ability to present a training curriculum in an organized and cohesive manner;
- Working knowledge of legal resources including traditional library references and software applications;
- Working knowledge of legal concepts, terminology, principles, and procedures;
- Working knowledge of Westlaw and ability to perform case law legal research;
- Excellent interpersonal, analytical, time management and organizational skills;
- Ability to type, format, file and serve legal pleadings in multiple jurisdictions;
- Ability to ensure deadlines are met, compose correspondence, provide information or assistance using good judgment and discretion;
- Ability to maintain case and administrative files and records;
- Ability to interact with diverse groups and effectively organize and manage multiple projects with competing priorities.
- Ability to reason logically and accurately analyze situations;
- Ability to prepare reports and summary sheets which set forth the statement of facts, applications of relevant law, and conclusions;
- Ability to prepare drafts and pleadings; draft litigation discovery documents such as interrogatories and motions;
- Ability to read and understand statutes, regulations, legal documents, and similar material.

Working Conditions
The DMHC has locations in Downtown Sacramento and Rancho Cordova. Both locations are located close to light\-rail with various amenities. The incumbent will work in a climate\-controlled cubicle and/or office environment with artificial lighting.
This position may be eligible for hybrid telework. The telework schedule is permitted at the operational needs of the Department and is subject to change, consistent with the State Telework Policy and the DMHC’s Telework Policy. All employees who telework are required to be California residents and maintain California residency in accordance with Government Code 14200\.
