- program reviews/audits and reviews and audits of small scale provider agencies. Work also involves

- Functional Statement: This management position is responsible for administering the financial operations for the Department of Human Services (DHS), Office of Mental Health/Intellectual Disabilities (MH/ID). Work involves budget development; maintenance of a complex fiscal and accounting structure; the review and monitoring of agency revenue, budget, and expenditures; the review and monitoring of fiscal/accounting operations of contracted provider agencies; conducting internal program reviews/audits; reviewing audits of contracted provider agencies; fiscal/budget forecasting; and the development of indirect cost allocation.

- This position directs the total fiscal operations of the Erie County Office of MH/ID. Program areas include Mental Health (MH), Intellectual Disabilities (ID), Early Intervention (EI), Human Services Development Fund (HSDF), Homeless Assistance Program (HAP), along with various pass\-through grants. The position serves in a management, supervisory, and accounting capacity for the fiscal operations of the Office of MH/ID, and reports directly to the Manager of DHS Accounting.
- Manages and directs the functions of the Office of MH/ID fiscal unit. Completes Federal/State/local fiscal reporting, revenue collection, payroll reporting, cash receipts and investment transactions, purchasing, contracts, accounts payable, fixed asset recording, budgets, and audits.
- Reviews and approves all expenses and expenditures. Monitors and accounts for all revenue earned, billed, and received. Classifies all transactions by account number. Prepares and approves all general ledger entries. Prepares monthly financial statements and reviews for accuracy before distribution to the County Finance Office, County Controller, and Director of DHS.
- Prepares the annual line\-item budget of over $35 million on a fiscal and calendar year. Participates in meetings at all levels in development of the fiscal year and annual County budget. Prepares worksheets and analysis as needed. Reviews monthly financial statements for budget variances. Prepares requests for budgetary transfers or budget amendments as required.
- Prepares all State reports for the MH/ID fund including reports for the Medicaid Administrative Claim (MAC), the MH program, the EI program, the Human Services Block Grant (HSBG), and the Roster of Personnel. Prepares supplemental schedules as supporting documentation.
- Monitors and reports grant revenue and expenditures for various pass\-through grants including the Medical Assistance Transportation Program (MATP) grant, the Department of Housing and Urban Development (HUD) Continuum of Care (CoC) grant, the Department of Community and Economic Development (DCED) Emergency Solutions Grant (ESG), the Pennsylvania Housing Affordability and Rehabilitation Enhancement (PHARE) grant, and the Home4Good grant.
- Prepares audit workpapers, internal controls narrative, and supporting schedules for the annual County audit, and the Federal Award Schedule for the County Single Audit. Cooperates with external auditors to ensure accurate presentation of financial information in the County Annual Financial Report and Single Audit Report. Implements process changes identified by audits as needed.
- Participates in the review, development, and initiation of contracts with service providers.
- Maintains knowledge of current and applicable regulations and accounting pronouncements. Develops and implements methods of budgetary and internal controls as needed or required.
- Performs other work as directed by the DHS Director and the Manager of DHS Accounting.

- Knowledge of the principles of public fiscal administration, accounting procedures, basic capabilities of
- electronic and data processing as it relates to fiscal operations, social welfare program planning/operations
- and modern office management methods. Should possess the abilities to identify and analyze trends to provide
- fiscal and budgetary forecasts, plan, assign, review and supervise staff consisting of technical, professional
- and/or clerical workers, express ideas effectively orally and in written form, and establish and maintain effective
- working relationships with county, state or federal officials as well as public or private administrators,
- associates, subordinates and representatives of provider agencies.

- Minimum of 1 year as a County Fiscal Officer 1 or 2 years Accounting or Budgetary Experience with 6 College Credits in Accounting or 4 years Accounting or Budgetary Experience and a Business related Associate's Degree, including 6 College Credits in Accounting

- Within specific areas of responsibility, considerable independence and initiative are expected in achieving objectives within established regulations, policies and procedures. Work is reviewed by supervisor through conferences and evaluation of reports. Supervision provided by the Manager of DHS Accounting.

- Required to provide and are subject to Pennsylvania criminal and child abuse clearances as well as an FBI fingerprint clearance.
