Are you a currently enrolled law student or a graduate student in a tax LL.M. program looking to gain meaningful litigation experience and engage in real\-world tax law practice? The Tax Appeals Assistance Program (TAAP) offers a unique opportunity to take on a full lawyering role, build your professional resume, and develop critical advocacy skills in a supportive environment.
The Tax Appeals Assistance Program (TAAP), housed in the Taxpayers’ Rights Advocate’s Office at the Franchise Tax Board (FTB), assists qualified taxpayers with their OTA appeals cases, appealing FTB actions.
Under close supervision of the TAAP Analyst and Tax Counsel IV TAAP Supervising Attorney and in a learner capacity, the incumbent will assist in handling more complicated Office of Tax Appeals (OTA) appeals cases\- assisting and representing your own TAAP clients with their individual income and franchise appeals before the OTA; assist to communicate with TAAP clients, gather evidence, conduct legal research and analysis, prepare and draft advice letters and/or appellant briefs and assist with arguing administrative appeals before the OTA. The incumbent will also assist in working on transition cases requiring student coverage during TAAP semester breaks. The incumbent’s responsibilities may include assisting the TAAP supervising attorney oversee TAAP students/interns during the semester, which may include attending and participating in TAAP class meetings, which take place Thursday and Friday morning via Teams web conferencing, participating in peer review of briefs, case discussions, and participation in mock oral hearings, in an effort to foster learning and growth of TAAP students. The incumbent may also assist in other aspects of TAAP operations, including client intake and student recruitment efforts.

Working Conditions
- This position is eligible for limited remote working within California based on departmental guidelines and operational need. FTB has a minimum in\-office requirement of two days per week for all positions including those that are eligible for telework. This is subject to change.

- Experience in the practice of income or franchise tax law

- Graduate or law school coursework in state income and/or federal income tax law
