The City of Vista takes great pride in being a fiscally responsible public agency and has implemented accounting processes and financial reporting procedures to monitor expenses, encumbrances, grant funds, and project budgets, and accurately document various types of financial transactions. The Finance Department is searching for professional candidates who are detail\-oriented and organized, with a positive attitude and helpful disposition. Excellent customer service, communication skills, problem\-solving skills, and the ability to utilize sound judgement and confidentiality. The position requires a high\-level of initiative with exceptional customer service in order to gather and verify information, interact with employees and other customers, and adhere to control processes developed to ensure quality.
This role will also be responsible for providing frontline customer service to the public at the business counter. This role includes accepting payments and answering inquiries related to sewer billing, citations, permits, business licenses, and other city services as needed. The ideal candidate will possess excellent communication skills, a strong attention to detail, and the ability to handle multiple tasks efficiently in a fast\-paced environment. They will ensure that all transactions are processed accurately and in accordance with city policies, while maintaining a professional and courteous demeanor at all times.

Examples of Essential Functions
This position requires a high\-level of initiative and excellent customer service in order to gather and verify information, interact with the public and other employees, and adhere to control processes developed to ensure quality. Performs high\-volume accounting clerical work, which will include data\-entry, processing sewer utility billings, accounts receivable, business licenses, and cash receipts. Provides associated research, account record keeping, account reconciliation, collections preparation of journal entries, and processing accounting transactions. This position creates and maintains a variety of spreadsheets and databases, works with computerized accounting systems, and provides significant customer assistance over the phone and in person. Work activity frequently involves high\-volume distribution of mailings and electronic scanning of documents with frequent interruptions from telephone calls, emails, and employees; will perform accounts payable and other clerical assignments as necessary.

Any combination of education and experience, which demonstrates an ability to perform the duties of the position.
EDUCATION/EXPERIENCE
A typical qualifying background includes education equivalent to completion of the twelfth grade, including or supplemented by specialized training in cashiering, account record keeping, bookkeeping, or a closely related field, including three (3\) years of recent demonstrated experience providing excellent customer service and support for a variety of high\-volume transactions.

SICK LEAVE
Full time employees receive 96 hours per year.
HOLIDAYS
Full time employees working the 9/80 flex schedule receive 99 hours of holiday leave per fiscal year to cover scheduled holidays as wells as one floating holiday

The City's Tuition Reimbursement Plan can assist employees in paying the cost of books and tuition for pre\-approved classes which relate to their job.
RETIREMENT
Depending on eligibility, based on CalPERS criteria, new employees will be provided the 3% @ 60 Plan or newly established 2% @ 62 Plan. Employees currently contribute the entire employee contribution amount of 8%.
The City does not participate in Social Security, but employees must be enrolled in the Medicare portion.
