General Definition Of Work

The Director of Behavioral Health \& Wellness leads a division\-wide Multi\-Tiered System of Supports (MTSS) to improve student behavior, attendance, school climate, mental health, and health services by aligning supports and eliminating barriers to learning.

The Director is directly responsible for achieving measurable improvements in:

* Student Behavior: Reduction in discipline referrals, suspensions, and repeat incidents through effective Tier 1, Tier 2, and Tier 3 interventions

* Attendance: Reduction in chronic absenteeism and increased daily attendance through a tiered intervention system

* School Climate: Improvement in student, staff, and family perception data

* Mental Health Impact: Demonstrated improvement in student functioning, including behavior, engagement, and attendance

* Student Health Services: Increased readiness to learn and reduction of health\-related barriers

* Due Process \& Discipline Systems: Timely, consistent, and compliant hearing outcomes that support student re\-engagement

* MTSS Fidelity \& Implementation: Coordination and oversight of the MTSS framework systemwide, including alignment with academic supports in partnership with the Director of Curriculum and Instruction

Essential Functions

1\. MTSS Leadership \& System Execution

    • Design, implement, and continuously improve a division\-wide MTSS framework for behavior, attendance, and wellness
    • Establish clear expectations for Tier 1, Tier 2, and Tier 3 systems across all schools
    • Define entry/exit criteria, progress monitoring, and intervention protocols
    • Monitor implementation fidelity and ensure consistent execution across schools
    • 2\. Integrated System Leadership

    • Lead a unified system of supports organized around three core pillars:
    • +
    • Pillar I: Behavioral Health \& Support

      + - Mental health systems, crisis response, discipline, hearings, and due process

    • Root cause analysis through FBA/BIP
    • Legally sound discipline practices
    • Structured re\-engagement for students returning from suspension or placement

+ Pillar II: School Health \& Wellness

+ - Nursing services, chronic care management, and health compliance

    • Homebound instruction to ensure continuity of learning
    • Medicaid systems to sustain and expand services

+ Pillar III: Student Services \& Wraparound Supports:

+ Attendance and engagement systems

+ Targeted supports for vulnerable populations (e.g., foster care, homelessness)

+ Family engagement and community partnerships (i.e., Communities in Schools)

  • Ensure all three pillars operate as a coordinated MTSS\-driven system, not separate functions.
  • 3\. Data\-Driven Performance Management

  • Develop and maintain a real\-time MTSS dashboard including:
  • + Attendance
  • + Discipline and behavioral incidents

    + Tier 2 and Tier 3 student tracking

    + Health\-related barriers impacting learning

  • Lead regular MTSS performance reviews with principals, focused on:
  • + Student outcomes
  • + Intervention effectiveness

    + Adjustments to Tier 2/3 supports

  • Identify high\-need schools and deploy targeted support and intervention
  • 4\. Attendance \& Engagement (MTSS\-Aligned)

  • Ensure attendance systems operate within the MTSS framework with clearly defined Tier 1, Tier 2, and Tier 3 supports
  • Oversee truancy processes, home visits, and cross\-agency coordination to support student re\-engagement
  • Identify and remove non\-academic barriers that prevent students from accessing instruction
  • Ensure vulnerable student populations, including students in foster care and those experiencing homelessness, receive targeted supports and services
  • In partnership with the Chief of Schools, support and ensure principals successfully implement intervention strategies and achieve targeted outcomes.
  • 5\. Mental Health \& Behavioral Health Services

  • Ensure consistent, MTSS\-aligned behavior systems across all schools
  • Monitor discipline trends, disproportionality, and repeat incidents
  • Oversee Tier 2 and Tier 3 interventions, including the school\-based Alternative Suspension Program (ASP)
  • Monitor effectiveness based on behavior, attendance, and engagement outcomes
  • Coordinate community mental health partnerships
  • Ensure interventions result in improved student outcomes
  • 6\. School Health \& Nursing Services

  • Integrate health services into MTSS to address barriers to learning
  • Oversee nursing services, compliance, and clinic operations
  • Use health data to inform Tier 2 and Tier 3 interventions
  • Maximize Medicaid reimbursement and operational efficiency
  • Hearing \& Due Process Oversight

  • Ensure discipline hearings are timely, consistent, and compliant
  • Supervise the Hearing Officer function
  • Align outcomes with student re\-engagement and MTSS intervention pathways
  • Capacity Building \& Principal Accountability

  • Build principal capacity to lead MTSS for behavior, attendance, and wellness.
  • + Ensure each school has:
  • + A functioning MTSS team

    + Regular Tier 2/3 data meetings

    + Clear intervention tracking systems

  • In partnership with the Chief of Schools, support and ensure principals successfully implement systems and achieve targeted outcomes.
  • Build principal capacity to problem solve complex behavioral concerns with coaching conversations.
  • Family \& Community Engagement

  • Strengthen family engagement, particularly for Tier 2 and Tier 3 supports
  • Develop partnerships to provide wraparound services
  • Ensure families can access and understand available supports
  • Additional Responsibilities

  • Education and Experience

    Required

  • Master’s degree in Educational Leadership, Counseling, Social Work, Psychology, Public Health, or related field
  • Valid Virginia administrative licensure (or eligibility)
  • Minimum of 3 years of leadership experience
  • Demonstrated success implementing MTSS and improving student outcomes
  • Preferred

  • School\-level and/or Division\-level leadership experience
  • Expertise in trauma\-informed practices, and attendance systems
  • Experience managing grants and funding streams (e.g., Medicaid, Title funds)

Physical Conditions and Work Contacts

Work is typically performed throughout the school division. Lifting up to 40 pounds and other limited physical activities are required. Daily contact may include students, teachers, parents and administrators.

Terms of Employment

12 months (260 days); at least 8 hours per day

Evaluation

Performance evaluation will be conducted annually by the Chief Academic Officer on the effectiveness by which the employee has carried out the above responsibilities.
