About The Division:
Working in the State Energy Conservation Office (SECO) is not your typical government job. If you want to work with a dynamic team and gain experience on energy efficiency programs where you are involved in managing contracts from cradle to grave, this is the ideal position for you.
SECO has many programs that help public entities in Texas reduce utility costs and maximize energy efficiency. This opportunity focuses on a hands\-on approach to managing contracts and positively impacting Texans.
We are looking for someone with: (1\) great attention to detail; (2\) excellent communications skills to work with internal and external customers; (3\) eagerness to learn new skills to perform job duties; and (4\) a positive attitude to work through challenges and find solutions. SECO is a harmonious team, so we want to hire someone who values a collaborative environment. Work Hours:
8 a.m. to 5 p.m., 40\-hour work week, Monday through Friday. May occasionally work evenings, weekends, or holidays. Hours may change based on business needs. This position requires 3 days in office and 2 days remote work schedule; working arrangements may change at any time as business necessitates.
Qualifications Minimum Qualifications
Education:
Graduation from an accredited college or university with a bachelor’s degree Preferred Education:
Graduation from an accredited college or universitywith a bachelor’s degree in accounting, finance, business administration, public administration, energy management, energy resources, sustainable energy, or a related field. Experience:
- Two (2\) years of government life\-cycle program and/or contract management experience.
- Detail\-oriented and hands\-on accounting experience managing federal grants to include applications, financial and progress reporting, cash management and closeout.
- Microsoft Office Excel and Word to reconcile and create monthly, quarterly and annual reports.
- Hands\-on experience in state contract management, including contract preparation and execution, voucher review and payments, and final reporting and closeout.
- Demonstrated excellent communications skills.
- Demonstrated experience using specialized software such as NetSuite, Salesforce, USAS, and/or CAPPS.
- Post graduate education may be substituted for one (1\) year of experience in government life\-cycle program and/or contract management with up to 60 semester hours.
- Assists with managing the SECO Pantex Programs which include the Agreement in Principle (AIP) grant and the Waste Isolation Pilot Plant (WIPP) subgrant.
- Coordinates and collaborates with staff and contractors to plan and implement projects that fit within SECO’s mission and goals.
- Assists in the preparation of the annual scope of work and budget for each program, defining the milestones, deliverables, and associated budgets for submittal to the U.S. Department of Energy.
- Execute contracts and amendments with state and local governments to perform the activities prescribed in each of the programs. Performs contract management, including preparation of the scope of work and budget for each contract, monitoring the progress of each contractor and their activities, and providing adjustments as needed to assure the contractor and the programs’ success.
- Assists with reporting to state and federal authorities as required by law and the existing agreements. Prepares for submittal monthly invoices and cash reconciliation reports, quarterly federal financial reports, and quarterly technical progress reports as required by each of the programs.
- Reviews all Pantex Program vendor invoices and quarterly progress reports for accuracy and completeness, monitors budgets and cash balances, requests federal draws as needed, and coordinates with the DOE to secure funding.
- Assists with the preparation and coordinating for execution the Agreement in Principle between the State of Texas and the DOE, the Agreement in Principle grant agreement with the DOE, and the Waste Isolation Pilot Plant subgrant with the Southern States Energy Board every five years. Assists with the management of the annual awards, tracks budgets and expenditures, and prepares the final closeout documents for each grant and subgrant.
- Analyzes and monitors the performance of a variety of technical, training, planning, and administrative activities for assigned programs.
- Assists with facilitating meetings and consults with the DOE and its contractors, state agencies, and local governments involved in the programs to resolve problems, identify training and resource needs, and achieve program goals which include the protection of public health, safety and the environment as it relates to the Pantex Plant and the transportation, storage and disposal of the DOE’s radioactive materials.
- Consults with and maintains networks with various federal and state agencies, local governments, regional and national groups, stakeholder groups, and associations.
- Keeps abreast of external trends and events affecting SECO programs and may represent the State of Texas in meetings related to the Pantex Plant and the transportation, storage, and disposal of radioactive materials.
- Assists with developing program evaluation policies, procedures, and standards in accordance with program objectives and goals.
- May conduct outreach activities for SECO by promoting and expanding stakeholder awareness and involvement.

Certified Texas Contract Manager (CTCM) or must obtain the Certified Texas Contract Manager certification within 6 months.
