- Review existing and proposed local, state, and federal legislation/regulations for impact on the department program activities; consult with department personnel; develop recommendations; and prepare proposed changes.
- Perform departmental quality assurance duties by reviewing casework and analyzing time studies and production analyses; extract, review, and analyze data to prepare reports consisting of specific program/caseload data to monitor progress toward goals, including progress of Quality Improvement Plan.
- Review monthly revenue claims and verifies costs being claimed.
- Plan, organize, and create documents related to the activities or operations of the assigned department or program.
- Participate in and oversee the development and administration of departmental budget.
- Develop and present annual and mid\-cycle operating and capital budgets
- Prepare journal entries and charge other departments for services provided by divisions.
- Balance expenditures and revenues and identify funding gaps.

- Draft and reviews terms and conditions of agreements; negotiate and execute contracts.
- Administer contracts, ensuring compliance with all legal and contractual requirements.

- Contact vendors to obtain product information; and resolve issues with contract terms and deliverables.

- Participate in employee relations activities; provide advice and counsel to department directors, managers, supervisors, and employees in the interpretation of human resources policies, procedures, contracts application.
- Conduct and coordinate investigations of allegations of misconduct, harassment, or unlawful discrimination; write or edit various notices and related correspondence for labor attorney review and approval, including notices of due process, notices of findings, letters of discipline, and separation agreements.

Administrative Analyst I: Equivalent to a bachelor’s degree from an accredited four\-year college or university with major coursework in business administration, human resources management, accounting, public administration, economics, or a closely related field;
OR
One (1\) year of professional experience performing administrative, budget, human resources, or administrative management functions, preferably in a public agency.
Paraprofessional administrative experience, comparable to the County’s classes of Administrative Technician, Fiscal Technician, Human Resources Technician, or an equivalent class that would provide the knowledge and abilities listed may be substituted for the required education on a year\-for\-year basis up to a maximum of two (2\) years.
Administrative Analyst II: Equivalent to a bachelor’s degree from an accredited four\-year college or university with major coursework in business administration, human resources management, accounting, public administration, or a closely related field; AND
Three (3\) years of professional experience performing administrative, budget, human resources, or administrative management functions, preferably in a public agency;
OR
One year (1\) year of experience at a level equivalent to County’s class of Administrative Analyst I.
When assigned to a specific functional area as noted above, previous knowledge and experience in such area is desirable.

RECRUITMENT PROCESS
The Human Resources Department will screen all applications to identify qualified candidates. After screening, qualified candidates will be referred to the next step and notified of all further procedures applicable to their status in the recruitment process.
A written exam (pass/fail and ranking) will be utilized to determine an applicant's ranking and placement on the eligibility list. The examination has been tentatively scheduled for 5/1/2026. If it is determined that you meet the minimum qualifications and are therefore eligible to participate, you will be notified by email at least one week prior to the examination.
If you have taken this examination from greater than six (6\) months but within twelve (12\) months prior to the scheduled date of the examination, you may elect to transfer that examination score or sit for the examination again; you must contact Human Resources prior to the scheduled exam date to request that your previous score be transferred.

HHSA Facilities Ideal Candidate Statement

HHSA Facilities Position Overview
The Facilities Administrative Analyst plays a central role in HHSA's facility operations, ensuring that Agency worksites are safe, functional, and aligned with organizational needs. This position
assists with facility moves, space planning, office redesigns, and furniture procurement, while coordinating building needs and evaluations with internal programs, County departments, and
external partners.
The Analyst conducts a variety of analytical and operational studies regarding departmental and programmatic activities, evaluates alternatives, makes recommendations, and assists with
implementation of procedural, administrative, and/or operational changes after approval. They coordinate building security protocols in partnership with law enforcement and security vendors,
support access control systems and emergency response planning, respond to after\-hours security alarm calls at HHSA buildings as assigned, and assist in coordinating maintenance, janitorial services, HVAC functions, and other critical facility operations. Additional responsibilities include ensuring compliance with safety standards, ADA requirements, and regulatory guidelines. The Analyst assists with inventory and tracking of equipment and furniture, coordinates equipment purchases and deployments, provides technical assistance to others on administrative and analytical matters, conducts ergonomic evaluations, and has the ability to assess workspaces, identify concerns, and provide clear, practical recommendations. Strong communication and a positive, solution\-focused approach are essential.
Auditor\-Controller Ideal Candidate Statement
The ideal candidate will bring strong analytical skills and a solid foundation in governmental finance. This individual should have experience reviewing and approving financial transactions and preparing or analyzing journal entries. The candidate would also have experience reconciling bank accounts, trust funds, or other similar financial records. This candidate would be required to have the skills necessary to interpret government codes, County policies, and regulatory requirements as they relate to financial operations. Said candidate would also be able to apply such governmental regulatory requirements when writing correspondence, drafting guides, or developing procedures. They will approach their work with attention to detail, sound judgment, and a commitment to supporting the Auditor\-Controller’s role in safeguarding public resources.
Chief Administrative Office \- CDFA Ideal Candidate Statement**The ideal candidate for the CDFA Analyst position is detail\-oriented with a foundation in accounting or finance. They demonstrate solid analytical skills, a commitment to accuracy, and the ability to interpret financial data to support sound decision\-making. This candidate is comfortable working with Excel and financial software, can learn new systems quickly, and approaches complex tasks with curiosity and persistence.
