Description of Work

This position provides a comprehensive range of legal services to the Financial Operations Division and staff at the Department of State Treasurer. The individual holding this position is responsible for providing ongoing advice and counsel on matters involving banking, procurement and contracts; assisting staff concerning interpretation of, and compliance with, relevant federal and state laws and regulations; and drafting, reviewing and negotiating relevant legal documents. In addition, the individual holding this position assists staff in drafting legislation, administrative rules, policies and procedures. The attorney in this position also must be able to work effectively with others, including the State Treasurer, other high\-level state officials, the General Counsel for the Department of State Treasurer, and the staff and attorneys of other state agencies with which the Department of State Treasurer frequently must work.

Knowledge Skills and Abilities/Management Preferences

40% \- Provides legal services and advice to the Financial Operations Division and staff at the Department of State Treasurer. This position interprets relevant federal and state laws and regulations. This position also provides guidance to staff on contracting, procurement requirements, and banking\-related legal issues.

40% \- Provides transactional legal services to the Financial Operations Division and staff at the Department of State Treasurer. This position provides assistance with procurement and drafting of relevant vendor contracts and legal documents. This position also reviews existing contracts and drafts amendments as necessary.

20% \- Provides statutory and regulatory interpretation, drafting and review. This position assists in drafting and interpreting statutes, rules, guidelines and criteria related to the Financial Operations Division. This position also assesses the need for relevant statutory and regulatory revisions.

Knowledge, Skills, and Abilities

  • Ability to comprehend complex legal documents and proficiency in drafting and amending contracts, and other agreements.
  • Ability to interpret federal and state laws and regulations and provide guidance on contracting, procurement, and banking\-related legal issues.
  • Proficiency in using legal research platforms like Westlaw.
  • Management Preferences

  • Strong written and verbal skills to explain complex issues to staff, vendor partners, and others.
  • Experience with transactional work concerning financial operations, contracts, and procurement.
  • Recruitment Range \- $91,249 \- $110,025

    Minimum Education and Experience

    Licensed to practice law by the North Carolina State Bar and two years of progressively responsible professional legal experience.
