Hamilton County follows the Federal Work\-place Drug Testing Guidelines. Section 8\.1(b) of the Federal Work\-place Drug Testing Guidelines requires that the gender of the observer match the donor's gender and the gender of the monitor matches the donor's gender unless the monitor is a medical professional as described in Section 8\.12\.
Under general supervision, performs a variety of administrative and casework duties in support of the Recovery Court Program, including monitoring non\-compliant behaviors and supervising compliance with conditions of the program, testify in court. ESSENTIAL FUNCTIONS: Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, physical requirements, knowledge, skills, abilities, and other characteristics. This is a Fair Labor Standards Act Defined Exempt Position \- Exempt positions are excluded from minimum wage, overtime regulations, and other rights and protections afforded nonexempt workers. The employee in this position is paid a salary rather than an hourly wage for this position. FLSA does not limit the amount of work time an employer may require or expect from any exempt employee, on any schedule. Hamilton County Government expects an employee in this position to complete the work assigned regardless the number of hours involved in completing the tasks assigned.
Tasks
Supervises and oversees a caseload of clients referred to the Recovery Court Program; compiles information, conductsassessments, and develops comprehensive reports identifying elements of the charge, education, work experience, and other impacting information. Monitors and tracks Recovery Court participants to make certain that they are meeting the terms and conditions set in the court order and the programs goals and objectives. Conducts bi\-weekly or monthly case management sessions to monitor progress.
Maintains, updates, and manages files, records and other paperwork associated with individual files and the entire caseload; develops, updates, and maintains statistical and related records and reports; assess compliance with court or administratively\-ordered alternatives. Identifies and proposes modifications to set parameters as appropriate; prepares and submits court documents, forms, and other items necessary for court records and information. Performs other related duties as assigned
Attends and participates in Recovery Court dockets, monitors case staffing and related activities. Arranges for necessary accommodations to be provided during the hearings for participants with special needs.
Serves as a technical information source for Recovery Court Program management and staff; maintains current knowledge of issues and trends in alternative sentencing; provides consultation and coordination to County staff, law enforcement, the courts; external agencies and/or parties; ensures compliance with reporting and regulatory requirements.
Conducts and monitors drug and alcohol screening, home visits and verifies compliance throughout client’s program.
Performs other duties as assigned.

Knowledge of applicable State of Tennessee statutes, rules, administrative orders, policies and procedures, applicable Federal rules, and requirements.

Knowledge of chemical dependency diagnosis and treatment; including twelve step programs.

Minimum Qualifications
A Bachelor’s Degree in Social Services, Public or Community Health, Family and Consumer Science, Criminal Justice, Public Administration, or a related field plus one (1\) year of direct work experience in case management in a probation, law enforcement, or substance use treatment position. A valid driver's license is required. OR
An Associate’s Degree in Social Services, Public or Community Health, Family and Consumer Science, Criminal Justice, Public Administration, or a related field plus three (3\) years of direct work experience in case management in a probation, law enforcement, or substance use treatment position. A valid driver's license is required. OR
The equivalent of a high school diploma and five (5\) years of direct work experience in case management in a probation, law enforcement, or substance use treatment position. A valid driver's license is required. ADDITIONAL REQUIREMENTS:
Must attend all Recovery Court Training and obtain any certifications required.
Prior to operating a County\-owned vehicle, all employees are required to complete the HC Defensive Driving course and/or an Emergency Vehicle Operations Course (EVOC) provided at the department level. PREFERRED QUALIFICATIONS:
Certification as a Peer Recovery Specialist (CPRS) is preferred but not required for this position. PHYSICAL REQUIREMENTS:
Work requires managing multiple tasks in a fast\-paced environment including extensive computer data entry and processing; bending, stooping, walking and/or standing for extended periods of time, and carrying of equipment and supplies weighing up to 30 pounds. Work may also involve the potential for physical harm in dealing with defendants and potential exposure to infectious diseases. ADDITIONAL INFORMATION:
