The Hamilton County Health \& Social Services Division has a responsibility to respond quickly and efficiently when public health emergencies occur. All Hamilton County Health \& Social Services Division employees are responsible for ensuring their contact information is current and they are accessible should a public health emergency arise. The Hamilton County Health \& Social Services Division maintains a call down system to store contact information and mobilize staff in the event of an emergency. During a public health emergency, all staff are required to respond should a call to mobilize be made. During a public health emergency, work hours for any and all Hamilton County Health \& Social Services Division employees are subject to modification to meet the needs of the community.

    Under general supervision, performs a variety of services associated with the recruitment, screening, training, evaluation, organization and establishment of a volunteer program to augment existing health department staff. Also responsible for developing relationships with both internal and external partners including other county departments, community leaders, residents, and stakeholders to implement community capacity building strategies in accordance with the grant scope of work and departmental goals and objectives.

  • Identifies and solicits volunteer involvement of individuals and/or groups; attends meetings, sessions, seminars, and other gatherings to explain both the Public Health Emergency Preparedness Program and the Volunteer Program; responds to questions and inquiries regarding duties, responsibilities and expectations of volunteers; develops and presents program materials; accepts, reviews screens, and assigns volunteers; issues identification; provides ongoing communication and support; conducts required certification and background processes;maintains call\-down procedures and volunteer information; and may manage the staging area during an event. Maintains and manages volunteer records, databases, and communication systems to ensure accuracy and readiness for activation in support of the Public Health Emergency Preparedness Program

    Analyzes, reviews and evaluates program operations; recommends and implements improvements; develops and presents reports outlining activities of the program; represents the program in public arenas and in departmental meetings; identifies staffing, equipment, and supply needs.

    Provides and coordinates training for volunteers and health department staff in support of Public Health Emergency Preparedness Program activities; assigns and tracks required trainings to ensure compliance; and maintains accurate training records. Works cooperatively with the Tennessee Department of Health and regional partners to develop and maintain program plans, policies, and procedures; coordinates required reporting and documentation for both volunteer and Public Health Emergency Preparedness Program activities

    Assists in the development and maintenance of public health emergency response plans; supports operational readiness of volunteer and staff resources within these plans.

    Develops, maintains, and tests plans for the Medical Reserve Corps volunteer program. Coordinates volunteer and staff participation in drills, exercises, and real\-world responses; and supports exercise execution including staffing and operational activities.

    Supports Public Health Emergency Preparedness Program outreach, community engagement, and large\-scale events; develops and maintains relationships with community partners and stakeholders.

    Assists in coordinating and managing program supplies, equipment, and materials, including volunteer resources and Public Health Emergency Preparedness Program training assets; supports inventory tracking and readiness for deployment.

    Coordinates administrative and logistical support for training programs and operational activities, including scheduling, communications, and related program needs. Acts as a liaison with internal and external partners to support Public Health Emergency Preparedness Program operations, including technical, communications, and specialized coordination as needed.

    Participates in the development and execution of emergency response drills. Identifies, develops and/or provides trainings for health department staff and the community regarding public health emergency preparedness.

    Assists in the development and implementation of new projects, programs and departmental strategies. May be assigned to lead projects during special events.

    May work a varied, non\-traditional schedule that includes evenings, weekends and/or holidays.

    Performs other duties as assigned.

    Knowledge, Skills, Abilities, and Other Characteristics

  • Knowledge of applicable State of Tennessee statutes, rules, administrative orders, operational policies and procedures and Federal rules and requirements.

    Knowledge of Hamilton County policies and procedures.

    Knowledge of the principles of record keeping, file, record and database management.

    Skill in developing, presenting and providing comprehensive informational materials designed to solicit, inform and provide volunteers.

    Skill in public speaking and making scheduled and unscheduled oral and written presentations.

    Skill in reading, understanding, interpreting and applying a variety of complex, often conflicting policies, procedures, rules and regulations.

    Skill in compiling, providing and presenting educational materials for the professional or adult learner.

    Skill in establishing and maintaining effective working relations with volunteers, staff, doctors, nurses, medical professionals, civic groups, law enforcement representatives, emergency medical services professionals, the news media, corporate executive, general public and others as necessary.

    Skill in operating a personal computer utilizing a variety of software applications.

    Skill effectively communicating in both oral and written form.

    Skill in working independently upon defined goals and objectives.

    Ability to maintain confidentiality of information.

    Minimum Qualifications

  • A Bachelor’s Degree in a health services field, Human Services Management, or Human Resource Management and two (2\) years of direct work experience involving public health, emergency management, emergency response, health care, volunteer or organizational management, or a closely related field. OR

    A high school diploma or the equivalent and six (6\) years of direct work experience involving public health, emergency management, emergency response, health care, volunteer or organizational management, or a closely related field. ADDITIONAL REQUIREMENTS:

    Prior to operating a County\-owned vehicle, all employees are required to complete the HC Defensive Driving course and/or an Emergency Vehicle Operations Course (EVOC) provided at the department level.

    This position is deemed essential/situational during inclement weather situations and must report to or remain at work, even when administrative closings are announced, as determined by the Department Head. PREFERRED QUALIFICATIONS:

    Experience or education in volunteer coordination, emergency management and/or Public Health preferred. PHYSICAL REQUIREMENTS:

    Work involves the potential for long periods of sitting, standing and waiting. Work involves attending meetings, participation in emergency drills and exercises and other activities at various hours of the day, in the evening and/or on weekends and holidays. Potential for exposure to inclement weather during emergency situations or exercises/drills exists. Lifting and carrying of equipment and supplies up to 50 lbs., particularly during emergencies and exercises/drills, or when accessing inventory. Periodic climbing of ladders when accessing inventory and supplies. Driver’s license required. ADDITIONAL INFORMATION:

    Medical coverage is offered through Cigna to fulltime employees. The County pays a generous portion of the medical premium. Two options are available to choose from: LCP (Local Cost Plus) and OAP (Open Access Plus).

  • The LCP has a smaller network that includes most providers and hospitals, with the exception of Parkridge facilities/providers.
  • The OAP is a national network of facilities/providers that includes most providers/hospitals, including Parkridge.
  • Dental coverage is a voluntary benefit available to fulltime employees. Three coverage options are offered: Cigna High Plan, Cigna Low Plan, and Sun Life DHMO.

  • The Cigna High Dental Plan covers orthodontia for children up to age 18\. A national network of dental providers is available to choose from and this plan offers out of network coverage.
  • The Cigna Low Dental Plan does not cover orthodontia. A national network of dental providers is available to choose from and this plan offers out of network coverage.

    Hamilton County Government Retirement for Fulltime Employees:

    Pension – Legacy Plan (hired prior to 10/1/2015\), in which the employer contributes 14\.70%.

    Pension – Hybrid Plan (hired on or after 10/1/2015\), in which the employee contributes 5% and the employer contributes 4%.

    401K – Employer contributes 5% and the employee can contribute the amount of their choice.

    457b – Employees have the option to contribute to this plan if they choose.

    Hamilton County provides eight (8\) weeks of paid maternity leave and two (2\) weeks of paid paternity leave following the birth of a child or placement of a child with an employee in connection with adoption (age 13 or younger) or foster care.

    Paid Time Off:

    Hamilton County Government provides generous paid time off (PTO) to fulltime employees from the start of employment.

  • Years 1 – 5: an employee will accrue 5\.85 hours of leave, per pay period.
  • Years 5 – 10: an employee will accrue 6\.77 hours of leave, per pay period.
  • Years 11–15: an employee will accrue 8\.31hours of leave, per pay period.
  • Year 15 and each year thereafter, an employee will accrue 8\.93 hours of leave, per pay period.

At each anniversary, an employee can roll over up to 80 hours of unused PTO into their leave bank. (Up to 800 hours for employees hired on or after 1/1/2013\).
