POSITION SUMMARY
The Coordinator of Early Childhood Alliance of Framingham (ECAF) Program will provide comprehensive support for children, families, educators and community either directly or through referrals, in order to support stabilization and promote school readiness, healthy development, and emotional well\-being of children ages birth through 5 years. This position has oversight of the nationally recognized ParentChild\+ home visitation program whose primary mission is to honor the parent as the child’s first and most important teacher. The approach is done by offering early literacy and school readiness family education and support through Early Learning Specialists who act as coaches/facilitators for exciting learning and reinforcing the importance of nurturing the parent\-child relationship right from the start. CERTIFICATES, LICENSES, REGISTRATIONS
- Valid Massachusetts Class D Driver’s License or another means of transportation
- Oversee implementation and administration of the Framingham Coordinated Family and Community Engagement Grant, including the nationally recognized ParentChild\+ Home Program.
- Maintain ongoing communication with state agencies and national program partners to ensure alignment with grant requirements and program standards.
- Prepare and submit monthly, quarterly, and end\-of\-year reports, ensuring accurate tracking and progress toward established benchmarks.
- Lead development and submission of grant proposals, including renewal and competitive funding opportunities.
- Manage all fiscal operations of the program and grants, including budget tracking, purchasing, invoicing, payroll coordination, and financial reporting.
- Identify and pursue opportunities to leverage grant funding to generate in\-kind contributions and other funds to support the program.
- Lead outreach efforts to engage families, including those at risk or hard\-to\-reach providers and informal caregivers.
- Develop and implement inclusive, culturally and linguistically responsive outreach strategies and materials.
- Conduct family intakes and ongoing assessments for all families new to the program, including ParentChild\+ Home Program.
- Screen new and existing families for potential risk factors.
- Design, coordinate, and facilitate family\-centered programs, workshops, and community events.
- Promote and support opportunities for parent leadership, inclusive of volunteer group facilitation, Volunteer Team activities, and Council membership.
- Maintain knowledge of community resources to support children and families across a range of needs.
- Provide referrals and care coordination, including follow\-up to ensure successful connections.
- Support families in navigating systems such as early education, health care, and social services
- Provide information and support to families transitioning between and among home, early intervention, early education, and care settings, and Framingham Public Schools.
- Provide developmental screening support and share guidance, resources, and follow\-up as appropriate.
- Convene and facilitate an early childhood governing Leadership Council of interestholders, including parents.
- Collaborate and coordinate service delivery with community partners/alliances.
- Conduct a community needs assessment and family survey to ensure that program resources are utilized most efficiently to meet the needs of the community.
- Participate in local and statewide initiatives to support early childhood systems development and best practices.
- Maintain a space at the Framingham Public Library and design ECAF child\-family programs.
- Strengthen connections among local early education leaders through outreach and collaboration.
- Share information on training, professional development, and quality support services to the early education and care and out\-of\-school time provider community in Framingham.
- Support implementation of training initiatives and alignment of program practices across the early education system, including ParentChild\+ training initiatives.
- Align program curriculum planning and socio\-emotional and behavioral (SEB) support efforts in collaboration with the Director of Early Education.

- The performance of this job will be evaluated as per the Framingham School Committee Contract.
- Hire, train, supervise, and evaluate all departmental staff (ECAF \& ParentChild\+)
- This position is classified as Exempt (Salaried).
- Covered under the Framingham School Committee Contract.
- Work Year: 200 days (Ten Months)
- The District reserves the right to transfer personnel as needed.
TRAINING AND EXPERIENCE
Framingham Public Schools seeks candidates whose background, teaching, or service has prepared them to contribute to our commitment to diversity, inclusion, and belonging in all aspects of education.
* Educational Requirement: A Bachelor's or Master’s Degree from an accredited college or university in Education, Social Work, Non\-Profit Management, or a related field preferred.
* Professional Experience: Background and experience in early education, family support, community building, management and program planning preferred.
* Language Proficiency: Bilingual proficiency in Spanish and/or Portuguese is strongly preferred.

* Technology Proficiency: Proficiency in using technology and enterprise software; ability to operate a computer and utilize systems relevant to district operations (e.g., Google Workspace, HR/Finance platforms, or Student Information Systems).
* Compliance \& Confidentiality: Commitment to performing all duties in compliance with state and federal laws, Framingham Public Schools policies, and collective bargaining agreements. Ability to maintain strict confidentiality of sensitive personnel, legal, financial, and student information.
* Grant \& Fiscal Management: Proven experience managing complex grant cycles, including preparing competitive proposals, tracking expenditures, managing payroll/invoicing and compliance reporting to state agencies.
* Early Childhood Expertise: Strong knowledge of early childhood development, family systems, and early education best practices.
* Family Outreach \& Case Management: Ability to engage diverse and at\-risk populations, conduct intakes and screenings, and provide appropriate referrals and support services.
* Community Leadership \& Collaboration: Proven ability to lead and facilitate cross\-sector partnerships, convene stakeholders, and support community\-based initiatives
* Program Design \& Facilitation: Experience developing and delivering family\-centered programs, workshops, and educational activities.
* Resource Navigation: Knowledge of community resources and ability to guide families in accessing services and supports.

PHYSICAL WORKING CONDITIONS

* Mobility, Navigation \& Travel: Must move about and traverse throughout the central office building. Requires the ability to travel to and navigate effectively throughout various school buildings and district grounds for meetings, site visits, or emergency responses.

* Community Travel \& Site Navigation: Requires frequent travel across the district and local community to facilitate programs, meet with partners, and maintain spaces at off\-site locations (e.g., Framingham Public Library or partner agencies).
* Dynamic Interaction (Early Childhood): Occasional need to reach, sit, stoop, kneel, crouch, or sit on the floor to interact safely and appropriately with young children and their caregivers during program events, playgroups, or intake sessions.
* Event \& Materials Handling: Ability to frequently lift, carry, set up, and break down materials for community events. This includes safely lifting up to 30 lbs of supplies (e.g., boxes of books, educational toys, publisher resource guides, and event signage).
