  • ### Working/Functional Title

    Mgr of OCR Operational and Organizational Effectiveness

    ### Position Summary

    Reporting to the Office for Civil Rights and Title IX Education and Compliance (OCR) Chief of Staff, the Manager of OCR Operational and Organizational Effectiveness serves as the lead for the office’s operational functions. Serving as OCR’s Human Resources Officer (HRO) and Fiscal Officer (FO), the Manager provides leadership in fiscal stewardship, human resources administration, and organizational operations to fulfill OCR’s strategic commitment to operational excellence. The Manager supervises an Executive Secretary II responsible for reconciliation, monitoring, and financial transactions, and works with administrative staff across all branches to build a cohesive office\-wide administrative support network. This position additionally serves as OCR’s primary building and facilities liaison—coordinating office space, facility work orders, managing technology inventory, and communication with related campus partners.

    Primary Accountabilities

    Operational Team Leadership

    The Manager will provide direct supervision and indirect leadership of OCR’s administrative support teams to further the office’s focus on operational excellence. Duties include, but are not limited to:

  • Provide direct supervision, coaching, and performance planning for the Executive Secretary II who is responsible for reconciliation, monitoring, and financial transactions.
  • Coordinates with administrative support staff across OCR to build cohesion, expand consistency, and enhance effectiveness in operational functions.
  • Leads cross\-functional work groups around operational improvement initiatives.
  • Human Resources Operations

    The Manager will work collaboratively across OCR to support the establishment of strategic human resource operations and then serve as the primary manager of OCR’s human resource functions. Duties include, but are not limited to:

  • Ensures OCR’s HR practices comply with university policies, collective bargaining agreements, and relevant laws; identifies and mitigates HR\-related risks.
  • Provides human resources support in the strategic management of the unit and advises unit administrators on relevant policies and procedures;
  • Develops, implements and monitors varied human resources management approaches to attain organizational goals;
  • Collaborates with hiring managers in the development of recruitment and onboarding plans for each role including developing screening criteria, advising on inclusive search practices, and ensuring documentation consistency and workflow compliance;
  • Establishes, administers and coordinates the consistent and flexible hiring processes and the monitors the processing of all personnel actions for the unit; and
  • Monitors and supports performance appraisals for department employees including participating in the development of strategies to support staff and supervisors in responding to performance concerns;
  • Acts as a resource to and provides guidance to support the resolution of issues or concerns with executive management, staff, student employees and department administrators in the administration of HR programs and functions;
  • Gathers, analyzes, and disseminates information to OCR staff regarding policy, process, or procedure shifts related to human resources;
  • Ensures that the unit is in compliance with MSU policies and procedures and collective bargaining agreements and maintains appropriate documentation;
  • Acts as the primary liaison to MSU Human Resources for policy updates, case consultation, and analytics;
  • Gathers and analyzes data regarding OCR’s human resources functions and provides regular reports to OCR leadership;
  • Develops HR dashboards and routine reports for leadership to support data‑informed decision‑making.
  • Fiscal Operations

    The Manager will work collaboratively across OCR to support the establishment of strategic, efficient, and effective fiscal practices and then serve as the primary manager of financial operations to ensure fiscal stewardship. Duties include, but are not limited to:

  • Provides proactive fiscal forecasting and scenario planning to support strategic initiatives;
  • Develops, implements and monitors varied fiscal management approaches to attain organizational goals and effective stewardship of OCR’s budget;
  • Implements and monitors internal controls to ensure accuracy, compliance, and timely reconciliation;
  • In collaboration with the Chief of Staff, manage the annual budget development process across OCR branches;
  • Ensures that the unit is in compliance with MSU fiscal policies and procedures and maintains appropriate documentation;
  • Reviews and approves MAU finance transactions;
  • Reviews and approves travel requests and reimbursements for OCR;
  • Builds strong partnerships with the Controller’s Office, Office of Financial Planning and Budget, and Procurement to ensure compliance, efficiency, and service excellence; and
  • Communicates fiscal policy changes to OCR staff and develops user\-friendly guidance documents and job aids.
  • Organizational Development

    The Manager will, in collaboration with OCR leadership and supervisors, support OCR’s long\-term sustainability through professional learning, targeted growth, and other related activities. Duties include, but are not limited to:

  • Co\-leads organizational development initiatives, advising on structure, roles, efficiencies, and culture‑building;
  • Coordinates organization assessment activities, analyzes data, and writes reports summarizing findings;
  • Administers surveys and other assessment methodologies to better understand the climate and culture of OCR and identify opportunities for growth;
  • Makes recommendations to executive leadership for continuous improvement, culture\-building, and excellence through innovative approaches for OCR including, but not limited,
  • supporting the development and implementation of career growth/promotion opportunities within the office;

  • Identifies professional learning needs for OCR staff and develops, conducts, and or coordinates programs;
  • Tracks and monitors completion of trainings required for OCR staff by Title IX or other relevant statute or as designated by OCR leadership; and
  • Oversees OCR’s professional learning fund, evaluates requests, and tracks participation and outcomes.
  • General Operations and Management

    The Manager will serve as the liaison across OCR and relevant university offices for the assignment and maintenance of OCR’s office space, facilities, and technology. Duties include, but are not limited to:

  • Develops and manages a space allocation framework to ensure efficient use of OCR‑managed offices, conference rooms, and shared spaces;
  • Serves as OCR’s primary point of contact for all IPF work orders, space audits, facility‑related safety issues, and long‑term planning;
  • Communicates with OCR staff about space and facility updates including sharing notification from university units leading facility management; and
  • Maintains an inventory of office\-wide technology and proactively plans for needs.
  • Other Duties as assigned

    ### Minimum Requirements

  • Knowledge equivalent to that which normally would be acquired by completing a four\-year college degree program in Human Resources, Business Administration, Public Administration or related field;
  • Five to eight years of related and progressively more responsible or expansive work experience in administrative, HR, or fiscal operations experience in a complex organization;
  • Knowledge of HR processes, including hiring, onboarding, performance management and employee relations;
  • Experience managing budgets, forecasting and processing financial transactions;
  • Experience in a supervisory role and leading staff;
  • Experience with word processing, database, spreadsheet, presentation software and/or desktop publishing, web page software;
  • Experience with data analysis and dashboard/report development;
  • Demonstrated ability to handle confidential materials and situations with sensitivity and discretion;
  • Demonstrated ability to work alongside colleagues at all levels, respectfully and inclusively to foster a positive environment that promotes employee engagement and recognizes their contributions;
  • or an equivalent combination of education and experience.
  • ### Desired Qualifications

  • Advanced proficiency with MSU systems (e.g., SAP/ES, EBS, KFS, HireRight, PageUp) — or ability to learn quickly.
  • Experience in higher education administration, particularly at a large research university.
  • Experience designing internal controls or operational workflows.
  • Background in organizational development, training, or process improvement (Lean, Six Sigma, etc.).
  • Experience serving as a facility or building coordinator.
  • Extraordinary personal and professional ethics and integrity.
  • Ability to model a commitment to personal growth and development, and to nurturing the talents of others through strong mentoring, coaching, and team building.
