About Us
The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state's public school laws for pre\-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.
Description of Work
The primary purpose of the OEL Early Learning Consultant is to build district capacity and coherence in early learning, so evidence\-based practices are implemented consistently, leading to stronger, more equitable early learning outcomes. The position supports the implementation of evidence\-informed instructional practices in the five domains of learning and development (language and literacy, cognition and general knowledge, approaches to learning, physical well\-being and motor development, and social\-emotional development), standards, assessment, and family engagement for pre\-k and kindergarten. The position supports the ongoing implementation of the Kindergarten Entry Assessment (NC ELI), pre\-k assessment, and early literacy training as required in Read to Achieve (§ 115C\-83\.5 and § 115C‑83\.4B.). The role supports state and local efforts related to pre\-k programming and transitioning students into kindergarten through interagency and cross\-agency collaboration. Responsibilities include providing support through communication, resource development, professional development, data analysis, technical assistance, and systems\-level coaching for regional and district partners. The OEL Early Learning Consultant also plays a key role in implementing the Agency’s strategic plan as it relates to early learning.
This position is Home Based/Regional and follows a regular work schedule; Monday through Friday from 8:00 a.m. – 5:00 p.m. There may be some overnight visits to local education agencies or days that require extra hours in the morning or in the evening to attend meetings or meet with school personnel. Some work will require virtual participation for information and training.
Candidate must live in the Northeast/North Central regional area (Beaufort, Bertie, Camden, Chapel Hill\-Carrboro, Chatham, Chowan, Currituck, Dare, Durham, Edgecombe, Franklin, Gates, Granville, Halifax, Harnett, Hertford, Hyde, Johnston, Lee, Martin, Nash, Northampton, Orange, Pasquotank, Perquimans, Person, Pitt, Roanoke Rapids, Tyrrell, Vance, Wake, Warren, Washington, Weldon, Wilson).
Job Responsibilities:
Program Development and Implementation (including Professional Development, Technical Assistance and Systems \- Level Coaching)
Serve on and support the work of the State Regional Support Team within their assigned SBE region.
Inform and support all documentation, monitoring, and reporting processes and procedures.
Collaborate and communicate with regional and district leadership and serve as the communication link between district staff, Regional Support Teams, and the Office of Early Learning.
Valid NC Driver’s License. Out of State Applicants must have valid Driver’s License and acquire NC Driver’s License within 60 days of hire.
Knowledge Skills and Abilities/Management Preferences
Recruitment Range: $63,927 \- $88,650
Management Preferences:
- Knowledge of federal and state laws, and policies related to Excellent Public Schools Act and Early Education within the Preschool – Grade 5 continuum.
- Knowledge of child development and evidence\-informed preschool/early learning practices within the 5 domains of learning and development (language and literacy, cognition and general knowledge, approaches toward learning, physical well‑being and motor development, and social and emotional development), including those aligned to the Science of Reading.
- Successfully coach at the district/systems level, deliver professional development, and facilitate meetings.
- Leadership ability (regional/district) supporting instructional practices, literacy development, data analytics, and/or adult learning/coaching.
- Work independently, plan, prioritize, organize, and implement effectively under stringent timelines.

Office Information:
The Office of Early Learning (OEL) is responsible for providing leadership, technical assistance, professional development and other support to local education agencies for the implementation of evidence\-informed practices in Preschool–Grade 3 programs, including the NC Kindergarten Entry Assessment. The OEL promotes the alignment of Preschool–Grade 3 program components to address the unique needs of young children and their families, with an emphasis on standards, curricula, assessment and evidence\-informed instructional practices. In addition, the OEL provides oversight for federally funded preschool programs, including Preschool Exceptional Children, Title I Preschool, and the Head Start State Collaboration Office.
Minimum Education and Experience

Master's degree in the education field to which assigned from an appropriately accredited institution and four years of specifically related experience in public education; or an equivalent combination of education and experience.
