Child Welfare Licensing Counselor (CWLC)

Compensation: Per Licensed Home (rate negotiated per agreement)
Position Summary:
The Child Welfare Licensing Counselor (CWLC) is responsible for assessing and licensing foster caregivers in accordance with Florida Statutes, Florida Administrative Code, and the policies of Citrus Family Care Network. This is a flexible, independent contractor role ideal for experienced professionals seeking autonomy while contributing to quality foster care placement.
Key Responsibilities
- Screening \& Licensing
- Conduct orientation and initial screening of potential foster parents.
- Complete home studies, background checks, and required documentation.
- Facilitate licensing of new homes and re\-licensure of existing homes in compliance with Florida licensing standards (Chapter 65C\-13 \& 65C\-33, F.A.C.).
- Provide technical support and guidance to ensure licensing compliance.
- Documentation \& Compliance
- Maintain detailed, timely records in accordance with state and agency policy.
- Ensure all required documentation (home studies, checklists, forms) is submitted accurately and on time.
- Collaboration \& Reporting
- Work closely with internal staff, licensing supervisors, and state/lead agencies.
- Participate in staff meetings and audits as requested.
- Active Florida CWLC license (required)
- Bachelor’s degree in social work, psychology, or related field (preferred) or
- Prior experience in foster care licensing or child welfare (1\+ year preferred)
- Valid Florida driver’s license, reliable transportation, and ability to conduct home visits
- Strong organizational and communication skills
- Ability to work independently, manage own schedule, and meet deadlines
- Flexible schedule based on availability and agency needs
- Remote administrative work with in\-person home visits
- Contractor role; not eligible for agency benefits
- Paid per licensed home (new and/or renewal), rate to be negotiated
- Additional pay possible for training delivery, re\-licensure visits, or support services
