For School Year 2025\-2026240\- Work Day CalendarSalary: $61,358\+ (Manager/Technical Salary Schedule) https://www.hsd2\.org/our\-district/financial\-transparencyJob Summary: This position is responsible for the administration of several Human Resources functions, including the management of compensation processes for all licensed and classified staff, ensuring compliance with laws and regulations, providing various approvals within the new hire process, and working with staff to address employment concerns/issues. The HR Specialist position is an integral part of the HR administrative team and provides leadership within the department and to District staff. Essential Duties and Responsibilities: Administers the compensation system for all licensed and classified employees in the District. Responsible for accurate payment of wages and salaries by using the HRIS system (LINQ) to calculate and schedule employee pay.
Develops and maintains a thorough working knowledge of LINQ including the functionality of data fields, underlying causes for errors, annual roll processes, etc. Exercises a high degree of independent judgement and discretion in determining the rate of pay for all licensed and classified employees in the District upon hire or change in assignment. Provides salary offers directly to hiring administrators as part of the new hire approval process. Manages compensation process for additional/unique roles, to include timesheets, extra duty stipends, coaches, tutors, and ROTC instructors.
Determines when pay needs to be suspended for unpaid Leaves of Absence. Manages pay structures within LINQ, including maintaining and updating extensive compensation\-related data tables such as salary and calendar tables. Updates salaries for all licensed and classified employees in the District on an annual basis (more often if required) to include annual pay raises, classified pay range changes and licensed professional development/education increments. For licensed staff, oversees the processing of requests for professional development/education increments by verifying all transcript reviews, confirming eligibility, calculating salary movement and notifying employees of the final outcome.
Interprets District compensation policies and regulations and communicates policies to District staff. Serves as the primary point of contact for all licensed and classified employees with questions regarding compensation. Investigates and resolves any discrepancies in payroll.Reviews the qualifications of all licensed candidates recommended for hire as part of the new hire approval process. Communicates directly with hiring administrators to troubleshoot any licensure issues prior to approving the hire.
Tracks license expiration dates and ensures licensed staff are continuously qualified for their positions according to federal, state and district guidelines. Serves as the primary point of contact for potential and existing licensed staff regarding licensure requirements and assists by facilitating communication with the Colorado Department of Education when needed.Approves requisitions to post/fill any new or vacant licensed or classified positions in the AppliTrack system. Maintains a current and accurate tracking of school/department FTE to ensure overstaffing or unauthorized hiring does not occur. Reviews any proposed modifications to the job posting to ensure that the changes do not impact the established pay range for the position.Serves as initial point of contact for licensed and classified employees who have complaints or concerns regarding staff conflict or related employment issues.
Develops an understanding of the situation and works with the employee to determine steps toward resolution in a professional and timely manner. Interprets personnel policies and provides guidance to the employee on how those policies apply to the situation at hand. Gathers additional information as needed from other parties and works to provide solutions.Coordinates and runs various HR queries/reports in LINQ upon request or by automating the execution and scheduled delivery of certain standard queries. Provides analyzation of the reported data as needed.
Develops and runs various quality control queries on a consistent basis to audit and verify the accuracy of compensation data housed in the LINQ database. Analyzes audit results to determine future course of action to proactively address potential problems, resolve existing issues and/or implement changes to processes to prevent repeat concerns.Manages the employment status and job assignment of all licensed and classified employees, to include reassignments and terminations. Manages the intake of all licensed staff transfer requests during the annual transfer process and updates employee records to complete the reassignment process in LINQ. Upon separation from employment, provides end processing documents and information to employees.
Calculates and schedules leave balance payouts when applicable.Compiles data for the HR and Special Education components of the Colorado Department of Education data submission processes. Works as a liaison between the District and charter schools to ensure that the charter school data is accurately included in the District's submissions. Solely responsible for submitting all data for this process to the Colorado Department of Education, including monitoring error reports, updating data as needed, and resubmitting data until all errors are corrected. Verifies that all data is accurate prior to final submission as this data is critical to state reporting and funding.Manages and serves as the facilitator for the annual District Oversight Team (DOT) process for all classified employees.
Researches and reviews local survey data to determine compensation market movement and to provide updates on the competitiveness of District salaries and compensation practices. Analyzes market data and identify compensation trends to recommend changes to and/or develop new compensation salary structures for classified staff.Manages and serves as the facilitator for the Educational Support Personnel Quality Focus Team (ESP QFT), a Board of Education sub\-committee that focuses on addressing a variety of issues pertinent to classified employees.Designs, implements, and directs the standardized onboarding process. Assesses and organizes onboarding training needs to apply and monitor training programs. Ensures all onboarding paperwork, contracts and data entry are completed accurately and in a timely manner.
Upon hire and thereafter, oversees documentation and record keeping for all personnel functions for all licensed and classified staff.Manages the unemployment process to minimize the District's financial liability. Proactively advises administrators on how to document employment issues to contest unemployment claims. Submits thorough responses to unemployment claims. Analyzes decisions from the Colorado Department of Labor and Employment to determine if it is financially prudent for the District to appeal unfavorable claims.
Represents the District in unemployment hearings as needed.Provides back\-up support to the Benefits and Wellness Specialist and to the HR Assistant Guest Services/Employee Attendance, acting in their absence when needed. Cross trains routinely with incumbents in those roles in order to maintain a thorough working knowledge of the District's benefits program and leave processing procedures in order to fulfill this duty. Maintains a working knowledge of SmartFind Express (also known as School Absence Manager) and how it interfaces with LINQ to manage leave accruals, absences, pay docking, etc.Remains current in HR issues and trends. Studies and researches existing and new legislation as it relates to compensation law and other HR\-related topics.
Takes a proactive approach to advising District/department leadership and recommending needed changes in processes/policies to improve effectiveness and/or remain in compliance with federal, state and local requirements. Researches available HR resources/tools to improve processes. Participates in professional development opportunities as needed.Attends and actively participates in department and district meetings as required. Sits\-in on Collaborative Decision Making Team meetings upon request in order to support the District's Agreement of Trust \& Understanding (ATU) sub\-committee in finalizing and documenting recommended changes to the ATU.Provides training to authorized "approvers" in utilization of the StratusTime timekeeping system.
Serves as the primary contact to address timekeeping questions that cannot be resolved at the site level. Advises supervising administrators on timekeeping regulations, including overtime, breaks, and falsification of time.Perform other duties as assigned.Education Training and Experience: Bachelor's degree required with a concentration in Business Administration, Finance, or Human Resources. Position requires strong computer skills.Over three years experience in Human Resources or educational setting preferred, in addition to experience in Bookkeeping, Payroll and Accounting.Position requires strong analytical, decision\-making and database/computer skills.
