We are seeking a Senior Operations Research Analyst with extensive expertise with the Office of the Assistant Secretary of War for Nuclear Deterrence, Chemical, and Biological Defense Policy and Programs/Nuclear Matters (OASW(ND\-CBD/NM)) within the Washington DC area to join our team.
This position will support the Office of International Nuclear Programs and Nuclear Forensics, Resiliency, and Survivability, providing expert analysis on international nuclear cooperation, nuclear forensics capabilities, and survivability assessments. Responsibilities
- Support U.S.\-UK 1958 Mutual Defense Agreement and U.S.\-France 1963 MDA exchanges, developing materials and facilitating meetings with foreign dignitaries and federal agencies.
- Provide technical assessments on Electromagnetic Pulse (EMP) vulnerabilities and recommend policy and management oversight measures to support Executive Order 13865 implementation.
- Support DoD National Technical Nuclear Forensics (NTNF) program oversight, developing program plans, budget proposals, and coordinating steering committee and working group meetings.
- Coordinate CBRN Survivability Oversight Group\-Nuclear (CSOG\-N) functions, compile and analyze the annual Mission Critical Report (MCR), and maintain CBRN Survivability policy.
- Review and analyze Combat Weapons of Mass Destruction (CWMD) capability portfolio, develop briefings on CWMD investments, and support the Global Nuclear Detection Architecture Strategic Plan.
- Support national requirements for post\-detonation technical nuclear forensics and coordinate DoD TNF exercise development.
- Participate in site visits within and outside the U.S., attend interagency technical and program planning meetings, and support international treaty execution.
- 5 years of related experience
- US citizen
- Active Top Secret clearance. Must be able to obtain and maintain a TS/SCI clearance.
- Strong analytical and research capabilities
- Experience working in an Office of the Secretary of Defense (OSD)/Joint Staff/Interagency environment.
- International nuclear cooperation programs expertise.
- Nuclear forensics knowledge and experience.
- Nuclear survivability and resiliency expertise.
- Knowledge of DoD capabilities to Combat Weapons of Mass Destruction (C\-WMD).
- Experience with international policy and treaty analysis.
- Advanced degree (Master's or PhD) in International Relations, Nuclear Engineering, Physics, or related field.
- Foreign language proficiency (particularly Russian, Chinese, or other strategic languages).
- Experience working with interagency partners and international organizations.
Required Qualifications:
Bachelor's degree (or 4 additional years of experience considered equivalent in cases where an individual does not possess the required degree).

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract\-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on\-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
Posted Salary Range: USD $75,000\.00 \- USD $117,225\.00 /Yr.
