General Description ----------------------- Join a mission\-driven team dedicated “To Prevent and Protect From Harm” as our next Deputy Fire Marshal at the City of Albany. The Albany Fire department seeks to fill a two\-year limited duration federally grant funded position. Although the City is actively working towards long term funding to extend the assignment, continued funding is not guaranteed. This position is not eligible to participate in State conflagration deployments while under grant funding. The Deputy Fire Marshal is responsible for promoting community safety through code enforcement, fire investigation, and risk reduction through technical expertise and authority in interpreting and applying fire and building regulations. The role ensures compliance with City ordinances and State fire codes, supports safe development and occupancy of buildings, and contributes to citywide preparedness and resilience. Work is performed with independence and requires strong judgment, collaboration with internal departments and external agencies, and the ability to communicate complex regulatory requirements to diverse audiences. \\Applications will be reviewed as received and this recruitment may close at any time after October 20 without prior notice\\ Completion of the application process includes the following requirements. Currently, the employee\-paid premium is $74\.38 per semi\-monthly pay period for employee\-only and family coverage. 5 hours of vacation leave per semi\-monthly pay period, with progressive increases 4 hours of sick leave per semi\-monthly pay period 10 holidays per calendar year Excellent retirement benefits: + City\-paid participation in the Oregon Public Employee Retirement System (OPSRP and IAP) + City\-paid contribution of 2\.5% into pre\-tax deferred compensation plan In addition, other benefits such as education reimbursement, employee assistance program, basic life insurance, long\-term disability, and flexible spending accounts for healthcare and childcare expenses. Essential Functions/Duties \& Responsibilities -------------------------------------------------- The following duties represent the primary responsibilities of the position and are intended to describe the general nature and level of work performed. This list is not intended to be an exhaustive list of all duties, responsibilities, or assignments that may be required. Employees may be assigned additional duties that are similar, related to, or a logical assignment for the classification. Conducts fire and life safety code compliance inspections on properties and inside structures of all occupancy types identified in the Oregon Fire Code; legacy fire/building codes; City ordinances; state and local laws; and any codes, regulations, or standards referenced in those codes. Requires alteration of structures, equipment, manufacturing processes, fire protection systems, roadways, use or storage of materials, site characteristics, and construction methods to meet regulations. Visits premises of new construction and existing buildings under improvement to assist in the enforcement of Oregon Fire Code and referenced codes related to fire and life safety. Provides inspection\-related comments to the Building Official or their designee concerning provisions of the Oregon Fire Code. Contacts owners, developers, and contractors concerning fire apparatus access and water supply provisions of the Oregon Fire Code; assists in explaining code deficiencies and in providing alternative solutions that meet the intent of the Oregon Fire Code. Witnesses and supports the Building Department with acceptance tests of fire protection equipment such as fire alarm fire sprinkler, hood suppression and other similar protection features. Participates in Public Education events such as school programs, conducting safety talks to care facilities, installation of smoke and CO alarms in residences. Participates in the Fire Department’s Investigation Group and may be assigned as Group Coordinator; investigates fires to determine the area of origin and cause; and completes all necessary documentation. Gathers information at fire investigations by such techniques as interviewing victims and witnesses, as well as through analysis of physical evidence and other related factors in order to determine area of origin and cause. . Handles confidential information concerning fire\-related criminal activity in coordination with law enforcement agency criminal investigations. Testifies as a witness regarding fire prevention and fire investigations, in both civil and criminal court actions. Reviews and follows up on third\-party inspection reports on fire protection and life safety systems installed on premises and within buildings. Follows up with building and business owners concerning system impairments and code\-required system repairs; explains the impact of impairments; and obtains code compliance. Receives, answers, and acts upon concerns and complaints from the public and coworkers. Establishes and maintains records relevant to the position; maintains files and a filing system; and submits information as needed for Division and Department reports. Prepares and presents clear, concise, and effective oral and written reports to architects, contractors, developers, citizens, and property owners on City ordinances, the Oregon Fire Code, and other fire and life safety regulations. May respond to fire and other emergencies to operate within the Incident Command System as an Investigation Group Supervisor or other assigned position. Exercises independent judgment in determining actions to be taken regarding fire and life safety matters within position assignment duties. Participates in drills and training necessary to maintain skills as determined by the Fire and Life Safety Division Chief. Provides input in the formulation of Division and Department goals and objectives and for the preparation of the Fire \& Life Safety Division annual budget. May access Protected Health Information (PHI) and other patient information only to the extent that it is necessary to complete job duties. Expected to protect the privacy of all patient information in accordance with Department privacy policies, procedures, and practices as required by federal and state law, and in accordance with general principles of professionalism as a healthcare provider. Expected to report, without the threat of retaliation, any concerns regarding Department policies and procedures on patient privacy and any observed practices in violation of those policies to the designated Privacy Officer. Represents the Fire Department effectively on employee, City, county, and state committees and at meetings of commercial/residential development and fire code compliance. Represents the City of Albany by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor. Regards everyone, internal and external, as a customer and deliver the best service possible in a respectful and patient manner. Serves as a member of various City committees as assigned. Assists other staff in the performance of their duties as assigned. Fosters a cohesive work environment by building and maintaining respectful, professional relationships with colleagues, leadership, elected officials, and members of the public. Maintains regular job attendance and adherence to working hours. Operates a motor vehicle safely and legally. May provide training and orientation to newly assigned personnel. Supervision/Lead Work Exercised ----------------------------------- Reporting Relationships Reports to: Division Chief – Fire Marshal Review of Work/ Supervision Received: Receives general direction from the supervisor. Works independently within established policies, procedures, and expectations and exercises judgment in planning, prioritizing, and completing assignments. Guidance is provided on significant issues, changing priorities, or matters involving broader organizational impact. Supervision Exercised: This is a non\-supervisory position. Employees in this position do not have responsibility for supervising or directing the work of other employees. May provide assistance, information, training, or technical guidance to others related to assigned duties or areas of expertise. Qualifications \& Requirements ---------------------------------- Minimum Qualifications The qualifications described below are representative of those required to successfully perform the essential functions of this position. Equivalent combinations of education, experience, knowledge, skills, abilities, licenses, and certifications that provide the required competencies may be considered, unless otherwise required by policy, regulation, or law. Education and Experience A Deputy Fire Marshal must possess an equivalent combination of experience or training that provides the knowledge, skills, and abilities necessary to perform the essential functions of the job. Graduation from high school or possession of GED and one year’s work experience in fire prevention, fire investigation, building architecture or construction; or two years of paid structural fire suppression work; or an associate degree from an accredited college in Code Inspection, Fire Prevention/Insurance Risk, Fire Science, Fire Prevention of Building Technology, or a related field. Licenses and Certifications Possession of the following certifications is required: ICC Fire Inspector I, NFPA Fire Inspector I, OSFM Fire \& Life Safety Competency Recognition at the level of Fire Inspector I or greater or the ability to achieve recognition within a year. Youth Fire Setter Intervention Specialist certification is preferred. Ability to obtain the following certifications by the end of probationary period: ICC Fire Inspector II, NFPA Fire Inspector II, NFPA Instructor I, OSFM Fire \& Life Safety Competency Recognition at the level of Fire Inspector II, and be working towards NFPA Fire Investigator. By end of probationary period: National Incident Management System ICS\- 100, 200, 700, 800, AWR\-160\. 1\. Possession of or ability to obtain a valid Oregon driver's license and a driving record that meets the City's driving record standards. Additional Requirements Use of cigarettes is prohibited, and the use of any tobacco product is prohibited while involved in City of Albany events. Must successfully pass a thorough background investigation, medical and psychological exams, and drug screen prior to employment. The individual shall not pose a direct threat to the health or safety of the individual or others in the workplace. Knowledge, Skills, and Abilities Knowledge of:fire prevention laws, ordinances, rules and regulations; the fundamentals of fire suppression, fire prevention, and fire origin/cause investigations; building construction and building, electrical, plumbing, and mechanical systems as they relate to fire code compliance and fire investigations; fire protection systems and modern techniques and practices in fire protection; and mechanical, chemical, and related characteristics of a wide variety of flammable, explosive, and similar hazardous materials within 24 months of the date of hire. Skill in:operation and use of general tools and equipment previously listed and specialized items such as self\-contained breathing apparatus (SCBA), camera, small tools, and other specialized equipment used while conducting fire origin and cause investigations. Ability to:locate, diagnose, and define existing and potential hazardous conditions in buildings and installed processes; make recommendations leading to the enforcement of appropriate laws and ordinances with firmness, tact, and impartiality; and communicateeffectively, verbally and in writing; understand and carry out written and oral instructions; establish and maintain effective working relationships with employees, other departments, and the public even in confrontational and other difficult situations; operate computers for data entry. Working Conditions The work environment, physical demands, and equipment and technology described below are representative of those an employee encounters while performing the essential functions of this position. Work Environment In the performance of the job duties, the employee will regularly work in outside weather conditions and may work in nighttime weather, congested traffic, and unsafe road conditions. The employee will occasionally work near moving mechanical parts and explosives, and in high, precarious places. They will occasionally be exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, vibration; risk of electrocution; extreme heat or cold; and chemical, biological, radiological, nuclear, or explosive hazards. The employee may also work in atmospheres that are of an immediate danger to life and health (IDLH). The noise level in the work environment is usually quiet in the office and moderate to loud while conducting fire inspections and investigations, and loud during certain fireground activities. Remote work is not available. Physical Demands Work requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Duties require the ability to read, interpret, and analyze detailed information and documents; communicate effectively with others; and receive and respond to verbal and written communication in person, by telephone, and through electronic means. Additionally, the following physical abilities are required: Balancing: sufficient to maintain body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium. Crawling: sufficient to move about on hands and knees or hands and feet. Crouching: sufficient to bend the body downward and forward by bending leg and spine. Feeling: sufficient to perceive attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips. Fingering: sufficient to pick, pinch, type, or otherwise work, primarily with fingers rather than with the whole hand as in handling. Grasping: sufficient to apply pressure to an object with the fingers and palm. Handling: sufficient to pick, hold, or otherwise work, primarily with the whole hand. Hearing: sufficient to perceive the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound. Kneeling: sufficient to bend legs at knee to come to a rest on knee or knees. Visual Acuity: sufficient to observe violations of codes, to effectively operate standard office equipment; ability to read and write reports, correspondence, instructions, drawings, etc.; and to operate motor vehicles and/or heavy equipment, by both day and night. Walking: sufficient to move about on foot to accomplish tasks, particularly for long distances or move from one work site to another. Equipment \& Technology Uses equipment and technology necessary to perform assigned duties, including computers, mobile devices, office equipment, vehicles, specialized equipment, enterprise software, business applications, communication platforms, and other technologies appropriate to the position. Position\-specific equipment and technology may include hearing protection (including earmuffs), safety glasses, steel toed boots, gloves (nitrile, latex, leather), hardhat, knee pads, dust masks, traffic cones, safety vest, and fall\-restraint equipment when required.
