Madison County, Virginia Application Instructions for Emergency Communications Training Coordinator/Shift Supervisor Madison County is accepting applications for the position of Full\-time Emergency Communications Training Coordinator/Shift Supervisor to work in the Sheriff’s Office/Joint 911 Dispatch Center. Emergency Communications is a 24 hour/365 a year operation. Information on Madison County, the position and the application procedures can be found at https://www.madisonco.virginia.gov/. The hiring rate will depend upon the qualifications of the individual selected but is anticipated to be in the $51,920\.00 \- $63,914\.00/yr. range. Emergency Communications Training Coordinator \& Shift Supervisor Department: Location: Job Type: FLSA Status: Pay Grade: Emergency Communications 107 Church St. Full\-Time Non\-Exempt PS5 General Definition of Work: Performs supervisory, administrative, instructional, and technical work within the Emergency Communications Center. Serves as the Agency’s Training Coordinator and provides supervisory leadership within the Emergency Communications Center. Responsible for planning, developing, coordinating, implementing, and evaluating Agency training programs and may supervise personnel and operations during an assigned shift or as operationally necessary. Oversees new\-hire training, continuing education, remedial training, training records, the Communications Training Officer program, quality assurance and quality improvement activities, and maintenance of the Agency’s APCO training program accreditation. Work is performed under the supervision of the Director and Assistant Director of Emergency Communications. Essential Functions: Supervises Emergency Communications personnel and daily operations during an assigned shift or as operationally necessary. Ensures adequate shift coverage; organizes, prioritizes, and assigns work. Provides leadership, guidance, coaching, and technical assistance to employees. Ensures compliance with applicable laws, regulations, standards, policies, procedures, and Agency directives. Handles escalated operational issues, employee concerns, complaints, unusual incidents, and other situations requiring supervisory intervention. Provides supervisory oversight and operational coordination during critical incidents, major events, system disruptions, and other unusual or high\-risk situations. Reviews and completes reports, records, documentation, and other work products associated with shift operations for accuracy and completeness. Develops and maintains the Agency training program, curriculum, lesson plans, training materials, and evaluation tools. Coordinates classroom, online, practical, and on\-the\-job training for new and existing employees. Coordinates training\-related new employee orientation and onboarding activities. Madison County, Virginia Assigns and supports Communications Training Officers and monitors trainee progress. Reviews training documentation and identifies areas requiring additional or remedial instruction. Conducts or coordinates trainee progress meetings and makes recommendations regarding advancement through training. Maintains training, certification, and continuing education records. Provides functional oversight of the Agency training, CTO, quality assurance/quality improvement, and training accreditation programs and coordinates related activities with Shift Supervisors and Agency management. Maintains the Agency’s APCO training program accreditation, including required documentation, compliance tracking, program reviews, and preparation for reaccreditation. Conducts periodic reviews of training policies, records, curriculum, and documentation to ensure compliance with Agency requirements and applicable accreditation standards. Identifies Agency training needs based on operational changes, performance trends, policy changes, technology, accreditation requirements, and applicable standards. Coordinates required continuing education and professional development. Evaluates training effectiveness and updates programs as needed. Administers and coordinates the Agency’s quality assurance and quality improvement program in conjunction with the Agency’s third\-party QA provider. Reviews QA findings, identifies individual and Agency\-wide performance trends, and develops or coordinates coaching, remediation, or training in response to identified needs. Maintains QA documentation and tracks follow\-up actions, recurring trends, and training outcomes. Works with Shift Supervisors and management to address performance concerns identified through the QA process. Provides instruction and coaching to employees within the scope of Agency authority. Initiates or coordinates established procedures for equipment failures, system outages, backup operations, and continuity of communications when serving in a supervisory capacity. Maintains confidentiality and understands training and supervisory liability issues. Performs Emergency Communications Dispatcher duties as operationally necessary. May assume command of the Center in the absence of the Director and Assistant Director when designated as the on\-duty or acting supervisor. Maintains a flexible schedule and may be required to work varying shifts, weekends, holidays, overtime, or adjusted hours based on operational and staffing needs. Performs related work as assigned. K nowledge, Skills and Abilities: Thorough knowledge of emergency communications operations, systems, policies, procedures, and applicable regulations; knowledge of supervisory practices, employee coaching, adult learning principles, training development, instructional methods, performance evaluation, documentation, APCO accreditation standards, and quality assurance and quality improvement principles; ability to supervise and direct personnel; ability to develop and deliver training; ability to assess performance and training needs; ability to maintain accreditation and QA documentation and compliance; ability to identify individual and Agency\-wide performance trends; ability to communicate effectively and maintain accurate records; ability to establish effective working relationships with employees, trainees, CTOs, management, public safety partners, and the public. Madison County, Virginia Education and Experience: High school diploma or GED required. Minimum of three years of experience in emergency communications required. Current Communications Training Officer certification required. Previous supervisory, instructional, coaching, mentoring, curriculum development, or training program administration experience preferred. Previous experience with APCO training program accreditation, accreditation maintenance, or reaccreditation preferred. P hysical Requirements: This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, reaching with hands and arms and pushing or pulling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operating motor vehicles or equipment and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic). Special Requirements: Maintain certifications required for Emergency Communications Dispatcher duties. Maintain Communications Training Officer certification. Obtain Virginia DCJS General Instructor certification within one year of appointment. Complete an Agency\-approved leadership training course within six months of appointment. Complete continuing education applicable to both Training Coordinator and supervisory functions.
