The duties that the incumbent of the vacancy will be expected to perform. Duties Description Under the general direction of the Program Director, the HCR Specialist Trainee 1 (Project Manager) will support OCR by completing the routine daily activities of the Access to Home, RESTORE and Mobile \& Manufactured Home Replacement Programs and other related programs ensuring compliance with agency and state rules and regulations. Understand and articulate program rules and regulations. Assist in providing and directing technical assistance to program grantees Assist with review of all Program\-related applications and reports and assist with other grant administration correspondence. Assist with review and processing of all program\-related payment requests and contracts. Track and monitor project portfolio through funding, development, and compliance phases. Draft memos, correspondence, reports, manuals, presentations or other documents written material as needed. Attend, participate, conduct presentations and/or assist with preparation for meetings, conferences, webinars and workshops. Provide database record keeping and reporting support using SHARS, SharePoint, Excel. Carry out routine office activities such as answering phone calls, copying, filing, data entry, handling incoming and outgoing e\-mail, and mail, and other tasks as needed Occasional travel required The minimum qualifications required for this vacancy. Minimum Qualifications QUALIFICATIONS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non\-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non\-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. NON\-COMPETITIVE MINIMUM QUALIFICATIONS: Six years of experience analyzing data related to the development and implementation of policies associated with the various housing programs; providing guidance to the public including builders, sponsors, community organizations, local officials, landlords and tenants; or performing inspections or monitoring housing projects. An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience. COMPETITIVE MINIMUM QUALIFICATIONS: Must be reachable on the New York State Civil Service eligible list. 70\.1 TRANSFER QUALIFICATIONS: One year of permanent or contingent permanent service in an eligible title for transfer determined to be similar by Civil Service. For transfers, a list of approved titles is available through Civil Service GOT\-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/.
