Department Information -------------------------- This position is open to current Colorado residents only. Located within the Colorado Department of Human Services (CDHS), the Civil and Forensic Mental Health (CFMH) is comprised of the two state inpatient acute\-care psychiatric hospitals, Forensic Services, Mental Health Transitional Living Homes, Adolescent Psychiatric Residential Treatment Facility (PRTF), as well as all of the critical units that enable the work of the hospitals and other Divisions, which include: financial services, information management, Medicare/Medicaid and HIPAA compliance, hospital safety and security, and the CMHIP police. The program this position works within Outpatient Services and will support individuals in the program who will be transferred from the department’s designated treatment locations from county jails in the State of Colorado, as well as from the Colorado Mental Health Institute in Pueblo (CMHHIP), the Colorado Mental Health Institute in Ft. Logan (CMHHIFL), to private hospital locations for inpatient Civil Commitment. Description of Job ---------------------- This position is remote. The work location will be your home address, with on\-location work and travel for in\-person meetings primarily in the Denver\-metro area. Please Note: These working arrangements are subject to change.What You'll Be Doing: Program Management and Program Monitoring Responsible for the oversight and direction of the Civil Admissions team and related contracts. The manager is responsible for managing and monitoring Civil certification bed expansion and related admissions to serve Coloradans in need of inpatient civil certifications. Responsible for hiring the allocated positions to implement the program in accordance with the budget and timelines detailed. Makes decisions about staff hiring, contractor engagement, corrective actions, strategic planning for the program, budget allocation and distribution, and ongoing funding requests. Works closely with the regulators from the Behavioral Health Administration and legislative branch to support the smooth transition of certifications to contracted beds, and to remain in compliance with law and rule during the transfer and admissions processes. Authority to issue a corrective action plan and monitor the program’s compliance and progress in responding to the corrective action plan. Reviews and evaluates current programming and policies related to civil certifications and ensures efficiency, effectiveness, and compliance. Authorizes daily operations and decisions, ensuring they are effective and efficient. Requires the ability to make judgments based on data in overseeing and managing related contracts, establish and maintain relationships with contracting entities, and oversee the small team they directly manage. Establishes processes for auditing and other processes needed for the implementation and management of the program. Regularly reports program implementation, audits, and outcome data to the Deputy Director of OCFMH and responds to requests for information from various state government agencies. Direct Supervision: Oversees the work of 3\.0 FTE, including an Admission Coordinator, who is responsible for primary coordination with contracted private hospitals to refer civil patients and coordinating placement efforts with FST or the two state hospitals. Includes the direct supervision of 1\.5 FTE admission psychologists, who will support admissions to these inpatient settings and increase OCFMH capacity for this expansion, and a .5 FTE program assistant. Minimum Qualifications, Substitutions, Conditions of Employment \& Appeal Rights ------------------------------------------------------------------------------------ Experience Only: Nine (9\) years of relevant experience in behavioral health, social work, or human services. Or Education and Experience: A combination of related education and/or relevant experience in an occupation related to the work assigned equal to nine (9\) years, which includes the following areas of competency: Master's degree or higher in counseling, social work, clinical psychology, human services, or related field. Management Staff supervision Crisis Management Program Monitoring and performing program audits Policy creation and updates Strategic planning Data and program outcome tracking Collaboration with other teams and leadership Ensuring service quality and the needs of clients/patients are met Special Qualifications: Licensed professional counselor, social worker, marriage and family therapist, licensed psychologist, or addictions counselor (LPC, LCSW, LMFT, LP or LAC) in behavioral health, social work, or human services. Preferred Qualifications: Experience in jail\-based services Experience with care coordination Experience in civil certifications and placements Experience with individuals with serious mental illness Forensic psychology experience. 3\+ years of leadership experience in a healthcare or behavioral health setting. Behavioral health systems knowledge Familiarity with BHA licensure requirements and processes Self directed Resourceful Strong critical and analytical thinking skills Ability to shift focus and juggle multiple priorities Performance management and experience with identifying and working to attain key performance indicators/metrics. Risk management or mitigation Demonstrated skill and experience in leading and supporting collaborative teams and teamwork Exemplary verbal and written communication skills Superior critical and analytical thinking skills Ability to shift focus and juggle multiple priorities Conditions of Employment: Fullbackground check and reference check required This position requires State of Colorado residency at the time of application (unless otherwise identified in the posting), and residency within the state throughout the duration of employment in this position.
