Position Title: Coordinated Entry Administrator

Reports to: PPCoC Program Director

Salary Range: $62,000\-$72,000 (depending on experience)

Location: 518 N. Nevada Avenue

Division: PPCoC

Classification: Full\-Time, Exempt

The Pikes Peak Continuum of Care (PPCoC) is a regional planning body that coordinates housing and services for people experiencing homelessness, with the goal of promoting a community\-wide commitment to preventing and ending homelessness. Beginning in July 2026, Pikes Peak United Way (PPUW) will assume the lead role in the PPCoC in partnership with the City of Colorado Springs, strengthening system coordination, strategic alignment, and community impact.

POSITION SUMMARY

  • The Coordinated Entry Administrator plays a lead role in managing and strengthening the Coordinated Entry System (CES) for the Pikes Peak Continuum of Care (PPCoC).
  • This position is responsible for oversight of system access, intake, assessment, prioritization, referral coordination, and housing navigation processes to ensure equitable and timely connections to housing resources for individuals and families experiencing homelessness.
  • The Coordinated Entry Administrator ensures compliance with HUD Coordinated Entry requirements and written standards.
  • This position collaborates closely with housing providers, shelters, victim service providers, outreach teams, healthcare systems, local government, schools, and community partners to ensure coordinated and data\-informed system operations.
  • ESSENTIAL FUNCTIONS

  • Oversee daily operations of the Coordinated Entry System (CES) to ensure alignment with HUD Coordinated Entry, written standards, and PPCoC policies. Interpret and enforce CES written standards, policies and procedures.
  • Manage and improve coordinated access, intake, assessment, prioritization, referral, and housing navigation processes across the homelessness response system.
  • Ensure equitable access to housing resources for all populations experiencing homelessness.
  • Facilitate case conferencing and housing matching meetings to support timely and effective housing placements.
  • Monitor referral processes and housing outcomes to improve system efficiency, accountability, and performance.
  • Provide training, onboarding, technical assistance, and support to CES participating agencies and community partners.
  • Analyze system performance, housing outcomes, and disparities using HMIS and CES data to support continuous quality improvement.
  • Collaborate with HMIS staff and providers to maintain accurate and timely by\-name lists and coordinated referral workflows.
  • Identify and bridge barriers impacting access to housing resources for vulnerable populations including youth, veterans, survivors of domestic violence, families, seniors, and individuals with disabilities.
  • Support development, implementation, and revision of CES policies, procedures, workflows, and evaluation processes.
  • Assist with HUD NOFO activities, grant reporting, monitoring preparation, and compliance documentation as assigned.
  • Maintain confidentiality and ensure compliance with HMIS privacy, data security, and information\-sharing standards.
  • Cultivate and maintain strong relationships with landlords and housing providers, shelters, victim service agencies, and community resource organizations.
  • Perform additional duties as assigned.
  • JOB QUALIFICATIONS:

  • Bachelor’s degree in social work, public administration, nonprofit management, human services, public health, or related field; or equivalent combination of education and experience.
  • 1\-2 years of experience in homelessness services, housing programs, coordinated entry, case management, systems coordination, or related community\-based services.
  • Working knowledge of HUD Coordinated Entry requirements and Continuum of Care systems.
  • Experience using HMIS or similar database systems for data entry, reporting, and performance monitoring.
  • Demonstrated ability to facilitate meetings, coordinate diverse stakeholders, and support collaborative decision\-making processes.
  • Excellent organizational, communication, facilitation, and problem\-solving skills.
  • Ability to interpret policies, procedures, and performance metrics and communicate clearly with community partners.
  • Experience providing training and technical assistance preferred.
  • Advanced proficiency in Microsoft Office Suite including Word, Excel, PowerPoint, and virtual meeting platforms.
  • Ability to manage multiple priorities, meet deadlines, and work effectively in a fast\-paced and collaborative environment.
  • Demonstrated professionalism, discretion, emotional intelligence, and conflict resolution skills.
  • Familiarity with local homelessness response systems and community resources preferred.
  • Ability to thrive in a dynamic, strategic, fast\-paced environment with focus and adaptability; vigorous drive, enthusiasm, and a sense of humor to contribute to a positive work environment.
  • Must be able to verify identity and eligibility to work in the United States in accordance with federal law.

    ENVIRONMENTAL FACTORS:

  • Business office environment; professional attire expected.
  • Position requires prolonged sitting and/or standing, regular computer and telephone use, and occasional lifting up to 50 pounds.

  • Position requires responsible access to confidential and protected client information.
  • Reliable transportation, valid driver’s license, and verifiable automobile insurance are required.
  • Occasional evening and weekend hours may be required.
