  • *Hamilton County Emergency Medical Services (EMS) has a responsibility to respond quickly and efficiently in the event of a crisis, disaster, or other public emergency. Hamilton County EMS maintains a call system to store contact information and mobilize staff in the event of an emergency. All Hamilton County EMS employees are responsible for ensuring their contact information is current and they are accessible should an emergency need arise. During a public emergency, all staff are required to respond should a call to mobilize be made. Please note, during a public emergency, work hours for any and all Hamilton County EMS employees are subject to modification to meet the needs of the community.*

    Under general supervision, performs a variety of administrative and case management duties in support of the EMS Overdose Prevention Team (OPT). Additionally, this position manages a small caseload of Medication\-Assisted Treatment (MAT) and recovery participants, providing ongoing case management services and appropriate supervision.

  • Establishes contact with new program patients/clients; coordinating referrals and applications for both short\- and long\-term addiction treatment programs; verifying eligibility; conducting assessments; and managing the intake process.

    Provides first point of contact for those applying to the Recovery Court program and coordinates eligibility clearance and assessments. Corresponds with attorneys and judges and is responsible for entering participants into the Recovery Court program. Maintains communication with family members and designated others if necessary.

    Performs general clerical duties; maintaining a referral spreadsheet tracking referral through intake process, completing intake information in database, and maintains correspondence with OPT staff and supervision, as well as appropriate treatment center staff.

    Attends specialized trainings on assessments, best practices, peer support, and addiction treatment standards. Participates in community outreach events; educating the community about the OPT and the available MAT programs. Participates in outreach efforts for eligible participants.

    Manages and oversees a caseload of clients referred to the Overdose Prevention Team and MAT programs; compiles information, develops comprehensive reports identifying elements of the patients/clients level of addiction and individual needs. Monitors and tracks program participants to make certain that they are meeting the terms and conditions of their MAT pathway and the programs goals and objectives. Conducts bi\-weekly or monthly case management sessions to monitor progress.

    Verifies and addresses through linking with applicable resources any special concerns or needs of program participants including, but not limited to, transportation issues, child care issues, scheduling difficulties, etc.

    Attends and participates in any assigned meetings, briefings, or seminars as required for this position.

    Must be able to assist out in the field when required in support of the OPT crews, in home patient/client evaluation if required, etc.

  • Knowledge of applicable State of Tennessee statutes, rules, administrative orders, policies and procedures, applicable Federal rules, and requirements.

    Knowledge of Hamilton County Policies and Procedures.

    Knowledge of the basic principles and practices of case management.

    Knowledge of the basic principles of record keeping, case and records management.

    Knowledge of chemical dependency diagnosis and treatment; including twelve step programs.

    Knowledge of programs and resources available for substance use treatment.

    Knowledge of the habits and actions of individuals diagnosed with substance use disorder.

    Knowledge of the available system and community resources.

    Skill in reading, understanding, interpreting, and applying Tennessee statues, rules, administrative orders, policies and procedures, applicable Federal rules and requirements and Hamilton County Policies and Procedures.

    Skill in conducting interviews, gathering data, and developing and presenting a variety ofreports, including the maintenance of confidential information.

    Skill in analyzing problems presented and to develop and carry out effective courses of action, and the ability to conduct analyses of persons, places, or things.

    Skill in communicating effectively, both orally and in writing.

    Skill in developing and maintaining effective working relationships with clients, subordinates, peers, superiors, other professional agencies, and the public.

    Skill in engaging clients who may respond negatively to outreach efforts.

    Skill in establishing and maintaining effective working relationships with vulnerable and incapacitated persons, other professional agencies, and the public.

    Skill and ability to tactfully communicate with clients in order to establish rapport and gain their confidence, cooperation, and best effort.

    Skill and ability to understand the problems faced by families from all cultural backgrounds and economic levels.

    Skill in establishing rapport with individuals diagnosed with substance use disorder.

    Skill in operating a personal computer utilizing a variety of software applications.

    Minimum Qualifications

  • A Master’s degree in Social Services, Public or Community Health, or Public Administration. A valid driver's license is required.

    OR

    A Bachelor’s degree in Social Services, Public or Community Health, or Public Administration with minimum of two (2\) years of direct work experience in the substance use disorder or a closely related field, at least one (1\) year of which must be in case management. A valid driver's license is required.

    OR

    An Associate’s degree in Social Services, Public or Community Health, or Public Administration, with minimum of four (4\) years of direct work experience in the substance use disorder or a closely related field, at least one (1\) year of which must be in case management. A valid driver's license is required.

    OR

    The equivalent of a high school diploma and six (6\) years of direct work experience in case in the substance use disorder or a closely related field, at least one (1\) year of which must be in case management. A valid driver's license is required.

    ADDITIONAL REQUIREMENTS:

    This position requires some additional EMS training to include CPR, Bleeding Control, Basic First Aid, and other training as assigned.

    This position is deemed essential/situational during inclement weather situations and must report to or remain at work, even when administrative closings are announced, as determined by the Department Head.

    Prior to operating a County\-owned vehicle, all employees are required to complete the HC Defensive Driving course and/or or an Emergency Vehicle Operations Course (EVOC) provided at the department level.

    SAFETY SENSITIVE:

    This position has been identified as “safety sensitive” under the definition of 49 CFR Part 40\-Department of Transportation Workplace Drug and Alcohol Policy. This position will be subject to drug and alcohol testing for the following: 1\) post offer pre\-employment 2\) when there is reasonable cause 3\) after an on\-the\-job accident or contributing to an accident 4\) on a random basis 5\) prior to return to duty after suspension and/or 6\) as follow\-up. This is additional and also subject to the Rules and Regulations of The Employee Handbook.

    PREFERRED QUALIFICATIONS:

    Possess a current Addiction Counseling Professional (ACP), Crisis Intervention Specialist (CCISM), or Certified Peer Recovery Specialist (CPRS) credentialing.

    PHYSICAL REQUIREMENTS:

    Work requires managing multiple tasks in a fast\-paced environment including extensive computer data entry and processing; bending, stooping, walking and/or standing for extended periods of time, and carrying of equipment and supplies weighing up to 30 pounds. Work may also involve the potential for physical harm in dealing with unpredictable substance abuse clients, and potential exposure to infectious diseases.

    Medical coverage is offered through Cigna to fulltime employees. The County pays a generous portion of the medical premium. Two options are available to choose from: LCP (Local Cost Plus) and OAP (Open Access Plus).

  • The LCP has a smaller network that includes most providers and hospitals, with the exception of Parkridge facilities/providers.
  • The OAP is a national network of facilities/providers that includes most providers/hospitals, including Parkridge.
  • Dental coverage is a voluntary benefit available to fulltime employees. Three coverage options are offered: Cigna High Plan, Cigna Low Plan, and Sun Life DHMO.

  • The Cigna High Dental Plan covers orthodontia for children up to age 18\. A national network of dental providers is available to choose from and this plan offers out of network coverage.

    Hamilton County Government Retirement for Fulltime Employees:

    401K – Employer contributes 5% and the employee can contribute the amount of their choice.

    Hamilton County provides eight (8\) weeks of paid maternity leave and two (2\) weeks of paid paternity leave following the birth of a child or placement of a child with an employee in connection with adoption (age 13 or younger) or foster care.

    Paid Time Off:

    Hamilton County Government provides generous paid time off (PTO) to fulltime employees from the start of employment.

  • Years 1 – 5: an employee will accrue 5\.85 hours of leave, per pay period.
  • Years 5 – 10: an employee will accrue 6\.77 hours of leave, per pay period.
  • Years 11–15: an employee will accrue 8\.31hours of leave, per pay period.
  • Year 15 and each year thereafter, an employee will accrue 8\.93 hours of leave, per pay period.

At each anniversary, an employee can roll over up to 80 hours of unused PTO into their leave bank. (Up to 800 hours for employees hired on or after 1/1/2013\).
