Requirements
One year of experience as a Deputy Administrator at an equivalent level, or Five years of progressively responsible professional experience in the field of Social Services, which includes two years of supervisory experience and two years of budget and general management experience; and a bachelor's degree which includes or is supplemented by 12 semester hours credit in sociology, social welfare, psychology, gerontology or other related social science; or any equivalent combination of experience and training which includes 12 semester hours credit in sociology, social welfare, psychology, gerontology, or other related social science. A master's degree in Social Work or the Social Sciences (i.e., sociology, psychology, social welfare, or gerontology) may be substituted for one year of the general experience.

DIRECTOR, AREA AGENCY ON AGING Revised: May 6, 2020
Position Description Exempt
OVERALL OBJECTIVE OF JOB
To plan, direct, coordinate and administer programs and services of Area Agency on Aging in accordance with all applicable federal, state and local laws and regulations.
ESSENTIAL FUNCTIONS OF JOB
1\. Oversees the overall operation of the AAA, including Senior Activity Centers, care management, protective services, in\-home services and administrative services.
2\. Establishes Agency programs, policies and procedures in compliance with applicable federal, state and county regulations.
3\. Oversee the Merit Hire system for the AAA department.
4\. Develops annual budget and program initiatives to meet local needs; reviews monthly fiscal reports and billings from contractors.
5\. Develops annual and quadrennial programmatic plans as required by Commissioners and the Pennsylvania Department of Aging.
6\. Reviews and approves all Agency purchases and expenses.
7\. Ensures the performance and compliance of contractors meets expectations by licensure, contracted and state mandates and requirements.
8\. Directs the licensure of Domiciliary Care Homes in Franklin County and ensures ongoing monitoring of compliance of the licensee and safety of the residents.
9\. Implements current and new programs and services to meet the needs of those who are eligible for aging services.
10\. Ensures client services are carried out in the most efficient and effective manner.
11\. Reviews final contracts and the procurement process.
12\. Supervises staff and resolves conflicts and handles related personnel matters, including performance evaluations, disciplinary actions and personnel improvement plans.
13\. Develops Agency publications, i.e., newsletters, brochures, advertisements, etc.
14\. Networks with other County departments and community agencies to develop joint projects to better serve the needs of senior citizens.
15\. Performs public speaking engagements regarding Agency programs as necessary.
16\. Meets and reviews programs/progress of Agency with the Human Services Administrator and County Commissioners.
17\. Reviews client files, communicates with legislators, vendors, officials, agencies and oversees general working operations of the Agency to ensure all policies, procedures and programs are effective and properly carried out.
18\. Interacts daily with PA Department of Aging, Commissioners, Human Services Administrator, Advisory Council, outside agencies, staff and others to ensure essential job duties are being carried out.
OTHER DUTIES OF JOB
1\. Exemplifies leadership and sound decision making capabilities.
2\. Attends meetings, training, seminars, etc. as required.
3\. Conducts staff meetings on regular basis to review Agency progress.
4\. Advises staff on complex issues/cases.
5\. Clearly communicates and expresses the mission, vision, and values for the Franklin County Aging department.
6\. Performs other job\-related duties as required.
SUPERVISION RECEIVED
Receives guidance, mentorship, and supervision from the Human Services Administrator in regard to daily work duties.
SUPERVISION GIVEN
Supervises professional, paraprofessional and clerical staff of approximately forty.
Operational oversight of volunteers who work within various programs within Aging.
WORKING CONDITIONS
1\. Works indoors in adequate work space, lighting, temperatures and ventilation.
2\. Normal indoor exposure to noise and stress, but subject to frequent disruptions.
3\. Normal indoor exposure to dust/dirt.
4\. Periodically works beyond normal work hours or works on as\-needed basis.
5\. Travels periodically for speaking engagements and meetings, and to other agencies or other locations to carry out essential functions of job.
PHYSICAL/MENTAL REQUIREMENTS
1\. Must possess ability to record, convey and present information, explain procedures and follow instructions.
2\. Must be able to sit for long periods throughout the workday, with intermittent periods of standing, walking, bending, twisting, and reaching as necessary to carry out job duties.
3\. Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs; torso as necessary to carry out job duties.
4\. Sedentary work, with occasional lifting/carrying of objects with weights of ten pounds.
5\. Must be able to cope with the physical and mental stress of the position.
6\. Must be able to pay close attention to details and concentrate on work.
