  • The Research and Evaluation Assistant position exists to provide evaluation and analytical support to the Office of American Indian Health and Tribal Relations (OAIHTR). This position will support the evaluation of the Minnesota Department of Health's (MDH) public health grant programs serving Tribal and American Indian communities. This position will contribute to the OAIHTR's goals of maintaining strengths\-based, community\-led, and evaluation efforts that support well\-being among American Indian communities, as well as to the broader need across MDH programs that serve Tribal and urban American Indian community partners.

    Primary responsibilities will include:Working closely with the Senior Advisor of American Indian Data and Analytics to complete the following:

  • Support the evaluation of grant programs as required by Chapter 70 Article 4 Department of Health Sec. 21\. \[144\.0758] and as identified as part of OAIHTR’s strategic priorities.
  • Support data collection and management activities for OAIHTR grant programs, ensuring accuracy, consistency, and alignment with program requirements and culturally responsive practices.
  • Support evaluation activities by contributing to the development of quantitative and qualitative data tools, metrics, and documentation that strengthen program learning.
  • Collaborate with program staff and community partners to ensure data processes reflect cultural context and community priorities.
  • Maintain and organize program datasets, including tracking grant performance measures, monitoring data quality, and supporting data integrity across systems.
  • This position is part\-time and can work up to 20 hours per week. The specific hours and days of work are flexible within 8:00 a.m. \- 4:30 p.m. Monday \- Friday. This position is anticipated to last through September 1, 2026 or until the selected candidate completes their educational program, whichever occurs sooner.

    In accordance with HR/LR Policy \#1422 Telework , this position is eligible for up to 50% telework for applicants who live in Minnesota or in a bordering state within 50 miles of the assigned work location. Candidates residing outside of Minnesota or in a bordering state within 50 miles of the assigned work location at the time of application must be able to relocate to Minnesota within 30 days of their start date. The telework policy may exempt employees who live more than 50 miles from their primary work location from the 50% in\-office requirement, depending on job requirements, helping the State of Minnesota access top talent across the state.

  • ### Minimum Qualifications

    The following minimum qualifications must clearly be demonstrated on the applicant's resume/application to be considered for this position.

  • Completion of two (2\) years of post\-secondary education
  • Student Worker Eligibility: To be eligible for appointment as a Student Worker Paraprofessional Senior you must be enrolled in a post\-secondary or graduate program or plan to enroll within three months. Students may be "off" for the summer or for one semester/quarter and remain employed as a student worker, but such absences cannot exceed one semester/quarter in a year. If you are enrolled at a credit\-granting institution you must carry at least six semester/nine quarter credits. If enrolled at a non\-credit granting institution or one that only offers one credit per class, you must be taking two or more classes per semester/quarter. Any lesser credit (class) load will be treated as a semester/quarter off. Graduate students must be enrolled in at least two courses or making progress on a dissertation. You will be asked to complete an Educational Verification form prior to appointment.

    ### Preferred Qualifications

  • Knowledge of program evaluation methods, including logic model development, data collection design, outcome measurement, and evidence\-based analysis program effectiveness and inform continuous improvement.
  • Knowledge of Tribal sovereignty and Tribal data sovereignty.
  • Skill in coding and analyzing qualitative and quantitative data.
  • Strong attention to detail and accuracy, and ability to recognize missing/inaccurate/incomplete data.
  • Strong organization and time management skills.
  • ### Additional Requirements

  • Successful completion of a criminal background check and employment reference checks.
  • This employment does not require a valid driver’s license, but it does demand travel, which the candidate will be responsible for meeting.
  • Under U.S. Citizen and Immigration Services regulations, the successful candidate must be able to accept work in the U.S. by the day employment begins. This agency is unable to offer H\-1B sponsorship.
