JOB SUMMARY:
The Assistant Superintendent of Federal Programs provides executive leadership and oversight for the Division of Federal Programs, including Child Nutrition, Special Education, ESEA, and Improvement \& Support. This role ensures the effective administration, compliance, and strategic alignment of federal programs with state priorities through policy development, fiscal management, and program implementation. The position serves as a key advisor to the State Superintendent and represents WVDE in legislative, policy, and stakeholder engagement efforts. Through strategic planning, data\-driven decision\-making, and cross\-agency collaboration, the Assistant Superintendent works to maximize federal resources and improve outcomes for students across West Virginia.DUTIES AND RESPONSIBILITIES+ Serves as the chief administrator for the Division of Federal Programs, including oversight of the Offices of Child Nutrition, Special Education, ESEA, and Improvement \& Support.
+ Represents the State Superintendent of Schools in collaboration with advisory councils, professional associations, government agencies, legislative committees, higher education entities, workforce partners, and other assigned organizations.
+ Directs and evaluates the division's workload, projects, and strategic initiatives, providing recommendations to the State Superintendent to enhance organizational effectiveness, efficiency, and service delivery.
+ Leads the development of policies, proposals, and financial plans for the Division, ensuring accuracy, alignment with state and federal priorities, and timely submission to the West Virginia Board of Education and the West Virginia Legislature.
+ Serves as the authorized representative for the West Virginia Department of Education (WVDE) for federal grants, including but not limited to USDA Child Nutrition, ESEA Title programs, IDEA, and federal emergency relief funds.
+ Oversee the administration of all federal grant programs in compliance with the General Education Provisions Act (GEPA), Education Department General Administrative Regulations (EDGAR), 2 CFR Part 200 (Uniform Grant Guidance), and applicable program\-specific requirements.
+ Provides executive oversight of monitoring, auditing, reporting, and corrective action processes for all grant programs administered by the Division, ensuring program integrity and compliance.
+ Leads the development and implementation of a strategic plan for the Division of Federal Programs, ensuring alignment with WVBE priorities and statewide education goals.
+ Provides leadership and guidance on legislative and policy matters related to federal programs, including analysis of legislation, development of briefing materials, and coordination of responses to inquiries.
+ Oversee the use of data and performance metrics to evaluate program effectiveness, drive continuous improvement, and ensure positive outcomes for students.
+ Collaborates with the State Superintendent, Associate Superintendents, and Assistant Superintendents to strategically leverage federal resources in support of statewide education priorities, within allowable guidelines.
+ Performs other duties as assigned by the West Virginia Board of Education and the State Superintendent of Schools.
EDUCATION AND EXPERIENCE:+ Master's degree in education, public administration, or related field.?
+ At least five years of supervisory experience.?
+ At least five years of experience administering federal grants (preferred experience in grants listed in Duties and Responsibilities section). ?
+ Demonstrated success in school and/or district improvement initiatives.?
+ Demonstrated proficiency in governmental budgeting and expenditure control, federal and state school law, and WVBE Policy.
PHYSICAL REQUIREMENTS:
This position is classified as sedentary work, involving prolonged sitting (6\-8 hours daily) at a desk or computer workstation. Occasional demands include standing or walking short distances within the office and lifting/carrying up to 10 pounds. This role requires close visual acuity for reading documents and computer screens, clear speaking/hearing for communication, and repetitive wrist/hand motions. + The staff member understands this is a full\-time, on\-site position based in Charleston, WV. Remote work options are not available for this position.
+ The staff member understands that work assignments may change or be added, as priorities emerge with the West Virginia Department of Education (WVDE).
EMPLOYMENT RELATIONSHIP:
Department of Education staff are employed upon recommendation of the State Superintendent of Schools and are state employees. No representative or employee of the state is authorized to enter into any employment contract or other agreement. Department staff work under the direction of the State Superintendent of Schools for the general supervision of the free schools in the state and implementing the policies of the board and other necessary tasks as determined by the State Superintendent of Schools or his/her designee. Each employee is "at\-will" and subject to termination by the State Superintendent of Schools at any time, with or without notice, cause or compensation.
The employment relationship between the State Superintendent of Schools and the employee may be terminated by either party. Reasons for termination by the State Superintendent of Schools include, but are not limited to, immorality, incompetency, cruelty, insubordination, intemperance, willful neglect of duty, unsatisfactory performance, the conviction of a felony or a guilty plea or a plea of no contest to a felony charge, misuse of funds or property, violations of law or policies of the state board, lack of need, or a lack or loss of funding.
