Job Summary:
The Program Assistant will assist the SHINE (Serving Health Insurance Needs of Elders) Program Manager primarily with the SMP (Senior Medicare Patrol) Program. Additionally, the Program Assistant will provide support to the MIPPA and SHINE Program as needed and for cross\-training purposes. SHINE, SMP \& MIPPA are Federally funded programs and provide free, unbiased counseling to Medicare Beneficiaries, access to financial assistance programs, and guidance regarding suspected fraud, abuse, or error pertinent to Medicare claims.
Primary Duties and Responsibilities:
- Assist with the growth of the SMP Department by assisting with the recruitment of SMP volunteers and preparing and submitting press releases.
- Assist with SMP cases or referrals with research, client contact, and referrals to the Office of the Inspector General (OIG) as appropriate.
- Responds to caller referrals and inquiries related to the SHINE and the Senior Medicare Patrol (SMP) program.
- Collects and maintains accurate demographic information of caller requests using the STARS \& SIRS computer databases.
- Completes and inputs SHINE \& SMP Beneficiary Contact using appropriate databases.
- Helps with transporting and disseminating SMP information materials to sites and events if needed. Assist volunteers with materials as needed.
- Manages complex interactions with beneficiaries who are reporting specific instances of healthcare fraud, errors, and abuse; may act on behalf of a beneficiary to correct an error or refer suspected fraud and abuse to the appropriate authorities.
- Assists with requests from the SHINE volunteers.
- Participates in monthly trainer conference calls conducted by DOEA training staff.
- Coordinates with supervisor providing information and feedback to the DOEA training staff on the creation, review, and revision of training classes.
- Attends SMP Trax training and refresher sessions.
- Provide as\-needed coverage of the reception desk.
- Utilize internal software to address SHINE/SMP/MIPPA inquiries/voicemails, transcribe, follow up and distribute as appropriate.
- Assist with the maintenance of the Medicaid MIPPA database ensuring clients are contacted at the appropriate time for re\-certification of MIPPA programs.
- Provides clerical duties related to the mailing of HIPAA information, scanning, copying, and file retention \& liaise with other internal departments for purposes of data report building \& reconciliation.
- Maintain inventory of SHINE, SMP, MIPPA program supplies, outreach materials, and volunteer recognition items.
- Assist with maintenance of inventory of SHINE computer equipment and distribution to volunteers as well as liaison to the LAN Administrator regarding equipment malfunctions.
- Communicate professionally and timely with volunteers, clients, staff, and community partners.
- Assists the SHINE Program Manager with SMP Monthly Reports for DOEA submission as well as creating supporting documentation reports for virtual outreach events.
- Assist in the coordination and set up of all training and volunteer recognition events and SHINE Training events.
- Supports the AAAPP Administrative Assistants with front desk responsibilities including but not limited to agency phone coverage, scheduling, etc.
- Other duties/projects as assigned by the SHINE Program Manager.
- Assist as a moderator for Virtual SHINE Outreach Events.
- Create Zoom events and maintain the Word document each month.
- Create and maintain the Outreach Calendar Outlook to ensure presenters are invited and registered before events.
- Prepare and maintain registration and attendance reports for all virtual events.
- Email participants any additional documents and the required survey following virtual events.
- Maintain the Excel Calendar for in\-person events.
- Prepare and maintain sign\-in sheets for all in\-person events.
- Reconcile the SHINE website to ensure Outreach Events and Counseling Sites are current.
- Reconcile the Agency website to ensure Outreach Events are current.
- Excellent organizational skills and ability to work independently with attention to detail.
- Demonstrated written and verbal communication skills and interpersonal skills.
- Ability to communicate effectively with volunteers.
- Experience with databases for purposes of analysis and report queries.
- Proficiency with Microsoft Word, Excel, PowerPoint, scanning, copying, e\-mail, and virtual presentation software, i.e., Microsoft Teams, Zoom, etc.
- Able to lift materials and equipment (25lbs or less).
- Ability to multi\-task in a fast\-paced environment

Education:
Prefer two years of college experience with administrative support services. Experience working with volunteers and/or working in a non\-profit/human service/social services organization is a plus.
Special Requirements: Must pass DOEA Level II criminal background screening; must sign Medicaid Attestation Payroll Form per Department of Elder Affairs/AAAPP requirements. Must sign SMMCLTC Program – Prohibited Activities. Have use of reliable transportation for business use in Pasco and Pinellas
