ABOUT THE POSITION

  • The County of Riverside Department of Waste Resources is seeking to fill one Gate Services Assistant vacancy to support operations at landfill locations throughout Riverside County, including Corona, Moreno Valley, Beaumont, and Oasis.

    Under general supervision, the Gate Services Assistant assesses and collects user fees at landfill sites; enforces rules, regulations, and policies regarding landfill operations; keeps records of waste collected and revenue received; performs other related duties as required.

Competitive candidates will possess experience in: high volume customer service positions, cash\-handling/balancing cash drawers, process payments via credit/debit terminal and knowledge of MS Office Suite.     This position follows a 9/80 schedule with hours varying throughout the week, including weekends, holidays, early mornings and some nights.

    IMPORTANT:This position will require travel to all landfill locations. For example, every few days the selected candidate will report to a new location (Moreno Valley, Beaumont, Corona or Oasis)based on the needs of the department.

    The Gate Services Assistant is the entry level classification in the Gate Services Assistant series and reports to an appropriate supervisory level position. This class is characterized by providing support services in the use and operation of landfill sites within the Gate Fee Program. Incumbents, while in a training capacity, work under close supervision and once trained, work with minimal supervision at various County landfill sites weighing vehicles, explaining rules and procedures to customers and haulers, classifying refuse material and recyclable, determining appropriate fees, and collecting those fees from customers.

    The Gate Services Assistant is distinguished from the Senior Gate Services Assistant in that the latter is the advanced journey and lead level class in the series. The Gate Services Assistant is not a natural progression underfill for the class of Senior Gate Services Assistant. Advancement to the next level is achieved through the County's standard recruitment process.

    The Department of Waste Resources serves the County's solid waste disposal needs by providing for efficient and effective landfilling of County non\-hazardous waste, protecting the environment, and promoting recycling in order to ensure a safe and healthy community for current and future generations.

    EXAMPLES OF ESSENTIAL DUTIES

  • Screen customers to determine the proper classification of waste materials and recyclables according to established regulations and policies; provide directions for dumping locations by customer and/or waste type.
  • Prohibit dumping of unacceptable waste and refer haulers to appropriate sites where possible; using platform scales, weigh vehicles in order to assess appropriate fees, and determine the tare weight of vehicles if necessary.
  • Calculate and collect appropriate fees; assess and determine fees based on the classification of waste material and the weight or volume of each load; collect fees by cash, credit card or Department account transaction; issue receipts and record the amount and type of refuse for each transaction.
  • Prepare daily reports of revenue and receipts; maintain scale and scale house in safe and operable condition at all times; may prepare and deliver daily bank deposits.
  • Provide customer service; answer inquiries and provide general information to the public concerning operating hours, site locations and directions; explain landfill rules, safety protocols and dumping instructions.
  • Troubleshoot computer equipment issues; relay problems to appropriate staff, and subsequently process customers manually.
  • Open and close site daily and assist with traffic control; control traffic when area is congested; notify supervisor of stalled vehicles; ensure the site is clear of visitors at closing.
  • Keep track of business supplies and inventory; submit requests for supplies as needed.
  • May operate and perform checks on diesel generator.
  • May exercise right to refuse entry to customers not conforming to regulations.
  • MINIMUM QUALIFICATIONS

  • OPTION I

    Education: Graduation from high school, possession of a Certificate of Proficiency issued by the California State Board of Education or attainment of a satisfactory score on a G.E.D. examination.

    Experience: Six months of customer service experience with primary responsibility for cash handling and interfacing with the public.

    OPTION II

    Education: Graduation from high school, possession of a Certificate of Proficiency issued by the California State Board of Education or attainment of a satisfactory score on a G.E.D. examination.

    Experience: Six months of performing clerical work directly related to landfill operations.

    ALL OPTIONS

    Knowledge of: Simple recordkeeping procedures and basic arithmetic.

    Ability to: Read, understand, and apply regulations pertaining to the use and operation of County landfill sites; categorize objects consistently according to verbal descriptions; perform arithmetic computations quickly and accurately; keep accurate, complete records according to prescribed procedures; explain and enforce regulations, policies and procedures in a tactful and courteous manner; accept responsibility and work independently; communicate effectively with others in investigating complaints and resolving disputes regarding landfill site operation.

    Working Conditions:

  • Maximum amount of time spent working at various landfills (most are in remote locations) in a fee collection booth.
  • Will sit and/or stand at CRT entering customer/hauler information.
  • Must utilize portable restroom facilities.
  • May direct traffic (customers and/or haulers) outside of booth.
  • Tools, Aids, Equipment and Materials: Considerable amount of time using a CRT; adding machine.
  • Other Requirements:

    License: Possession of a valid California Driver’s License is required at the time of application, the incumbent will be traveling to and from different landfill locations as needed to support departmental operations.
