  • Harris County Public Library (HCPL) \- History:

    The Harris County Public Library (HCPL) system, established in 1921, began as a collection of small libraries located in stores, post offices, and private homes.     GENERAL SUMMARY

    The IT Project Manager leads and manages all aspects of the Harris County Public Library’s Digital Access Initiative, a grant\-funded project focused on expanding high\-speed fiber connectivity and enhancing digital resources at designated sites. The role oversees all phases of project planning, budgeting, coordination, and implementation, from defining scope and deliverables to managing resources, timelines, and reporting while ensuring alignment with grant objectives. The position communicates with internal and external stakeholders, provides project status updates, and manages timelines and budgets. Supports the IT Director in monitoring technology and network performance, managing operational support functions, and overseeing related budgets and contracts.

    This is a grant\-funded position with an expected end date on or before December 31, 2026, contingent upon continued grant funding and project completion.

    Duties and Responsibilities:

  • Lead and manage all phases of the Digital Access Initiative, including project planning, execution,
  • monitoring, and closure

  • Define project scope, goals, deliverables, timelines, and resource requirements in alignment with grant objectives and County standards
  • Develop, maintain, and track detailed project plans, schedules, budgets, and milestones to ensure
  • timely and successful delivery

  • Coordinate cross\-divisional project teams, ensuring alignment of technical and business objectives
  • Identify project risks and implement strategies to mitigate potential issues
  • Manage vendor activities by tracking deliverables, coordinating with management during planning and development, and ensuring long\-term project compliance.
  • Facilitate regular project meetings to communicate project updates, performance, progress, analytics, issues, and milestones
  • Ensure compliance with project management standards, IT governance policies, and documentation

  • Collaborate with IT staff, vendors, and contractors to ensure technical specifications and quality

    Education \& Experience:

  • Bachelor's degree in any field from an accredited college or university
  • Three (3\) years of experience in community development project management in a local government setting
  • OR

  • Associate's degree in any field or 60 hours of secondary education credits from an accredited college or university
  • Five (5\) years of experience in community development project management in a local government setting
  • OR

  • High school diploma or equivalent from an accredited institution within the U.S.
  • Ten (10\) years of experience in community development project management in a local government setting
  • WITH

  • One or more professional certification(s) such as Agile, Scrum Master, PMP, or equivalent
  • Reliable transportation for travel to various library branches, County facilities, or other work\-related locations
  • Candidates must complete a clerical skills test and achieve a minimum typing speed of 35 WPM with at least 80% accuracy
  • Knowledge, Skills, and Abilities:

  • Excellent verbal and written communication skills, with the ability to present information clearly and

  • Solid knowledge of IT systems, infrastructure, and technology implementation processes

    Position Type and Typical Hours of Work:

  • This is a full\-time, regular position typically scheduled Monday through Friday, 8:00 a.m. to 5:00 p.m. The
  • position operates in a hybrid work environment, combining in\-office and remote work as approved. Some

    flexibility in scheduling may be required to meet project or operational needs. Occasional extended hours

    and weekend work may be necessary.

    Work Environment:

  • Driving: Must be able to travel between library branches, satellite sites, and vendor locations as required.
  • Office Equipment: Daily use of a computer, keyboard, copier, scanner, printer, calculator, phone
  • (desk and cell). Daily use of software programs including Microsoft Office Suite, Outlook, Word,

    Excel and GPS.

  • Physical Activities: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of
  • force frequently, and/or up to 10 pounds of force constantly to move objects.

  • Vision and Hearing: Must have visual acuity to see and read paper and electronic documents.
  • Must be able to answer telephones, communicate conversation, and respond to verbal inquiries.
  • Exposure to Environmental Conditions: The position generally works in an office setting with
  • overhead lighting and long periods of screen time.
