At the State of Connecticut, Department of Developmental Services (DDS) \- South Region Quality Improvement Division \- we are looking for one (1\) qualified individual to fill a full\-time 1st shift job opportunity to join our team as a Developmental Services (DS) Resource Compliance Coordinator. This role will be located in our Norwich office.

  • Your role as a DS Resource Compliance Coordinator with DDS

    This role will provide support to the Quality Improvement Division, you will play a crucial role in maintaining the highest standards of care and compliance within our Private Division. Your main responsibilities will include

  • Supporting the DDS Rent Subsidy program.
  • Conducting on\-site inspections and reviews of DDS waivered services for individuals with intellectual disabilities.
  • Reviewing and submitting plans of correction to ensure compliance with licensing and quality service standards.
  • Coordinating quality service reviews and providing oversight of licensing reviews and plans of correction for one or more CLA/CRS programs.
  • Processing records used in the application process and evaluating them for compliance with statutes and regulations.
  • Entering and retrieving data efficiently and scanning documents as required.
  • Applying Microsoft Office tools, including Outlook, Word, and Excel, for developing reports and managing information.
  • Identifying signs of potential abuse and neglect and adhering to DDS abuse and neglect reporting requirements and investigations.

  • Schedule \- 8:00 a.m. \- 4:00 p.m., Monday through Friday.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

  • In the Department of Developmental Services this class is accountable for conducting quality review, licensing and contractual adherence training and inspection visits at Community Living Arrangements, Supportive Living, Day Services, Community Companion Homes and other facilities operated by private providers to ensure quality of care to consumers.

    EXAMPLES OF DUTIES

  • ----------------------
  • Performs activities to ensure private providers, the resource, adhere to the terms and conditions of the contract and state licensing requirements, entered into with the Department as it relates to quality of consumer care;
  • Prepares for an announced or unannounced on\-site inspection by reviewing any previous licensing citations, neglect and abuse and other critical incidents;
  • Utilizes a survey questionnaire for a structured inspection;
  • Tours the facility to inspect for fire code compliance, safety precautions and compliance, cleanliness, appropriate individual bedroom set\-up, bathrooms, adequate storage areas and inspects the first aid supplies and OSHA kit;
  • Reviews the fire drill book for an evacuation plan, Level of Need and Individual Plans, emergency relocation plans and other required safety documents;
  • Observes consumers and interviews one resident to assess if the individual has well\-being and happiness;
  • Reviews the interviewed resident's program plans for individualized programs, social interaction, medical plans and determines if the program is appropriate;
  • Provides program recommendations as needed;
  • Reviews the individual's medical file for doctor's orders, prescribed medications taken as directed and medical visits are provided;
  • Reviews individual personal finance record and ensures cash on hand is accounted;
  • Interviews select staff to test their knowledge of policy, procedures and the specifics of the individual's program;
  • Provides on\-site instruction for pre\-licensees and post licensees, improvement initiatives or corrective action;
  • Takes appropriate action if an immediate jeopardy is identified;
  • Gives feedback to the facility manager during the quality review, documents findings on the survey questionnaire and completes the report and enters it into the quality review database;
  • May assist with the removal and placement of individuals due to neglect and abuse;

    MINIMUM QUALIFICATIONS \- GENERAL EXPERIENCE

  • Four (4\) years of experience in the care, monitoring and individual life planning or directly providing support services to individuals with an intellectual disability.

  • An Associate’s degree or sixty (60\) credit hours of college education may substitute for (1\) year of the General Experience.
  • A Bachelor’s Degree may substitute for two (2\) years of the General Experience.
  • PREFERRED QUALIFICATIONS

  • Experience utilizing Microsoft Office Suite, including Outlook, Word, Excel, Teams and SharePoint, or other similar software platforms
  • Experience tracking and analyzing data for the purpose of quality assurance evaluation
  • Experience conducting interviews to evaluate an individual’s experience with services and supports
  • Experience using structured audit tools to conduct quality review assessments that evaluate adherence to Federal and CT State statutes, regulations, policies, procedures, and best practices
  • Experience in performing onsite inspections of physical plant safety and fire code compliance
  • Experience working independently while managing competing priorities with varying deadlines
  • Experience reviewing and monitoring quality improvement plans
