Job Description

Under the general supervision of the Executive Director, the Fiscal Director is responsible for managing, overseeing and performing various accounting, reporting and data collection activities for multiple partner non\-profit organizations. Areas of responsibility include, but may not be limited to, accounts receivable; accounts payable; payroll; expense allocation; compilation, analysis and reporting of financial and programmatic data for management reports and decision\-making purposes; management of monthly and annual accounting period closings; participation in annual audit preparation as assigned; preparation of policies and procedures for management review; oversight of organization data collection systems; and training and supervision of staff and volunteers as assigned.

Essential Duties and Responsibilities

  • Maintain a professional image, attitude and attire. Work cooperatively with other staff, management and volunteers. Maintain appropriate professional relationships with clients.
  • Supervise, train and provide support for the Fiscal Manager and Account Clerk positions; insure that all assigned duties of those positions are completed according to organization policy and procedures; Office of Management and Budget Uniform Guidance; generally accepted accounting principles; and all other applicable rules, regulations and guidance.
  • Oversee the financial functions related to tenant eligibility certifications and re\-certifications for HUD\-subsidized housing. Verify the accuracy of entries made by other staff. Prepare and submit monthly tenant and subsidy payment request reports to HUD. Process requests for reimbursement from replacement reserve funds for Executive Director review and approval.
  • Approve routine invoice payments and deposit reconciliations within authorized limits.
  • Oversee the maintenance of all expenditure, revenue, payroll and other financial documentation as required. Insure that all documentation is scanned and attached to transactions within the accounting software, uploaded to shared drives and filed as required by organization policy and contractual obligations.
  • Assist with the development and maintenance of spreadsheets, program databases, software and other tools required for functions not accomplished through the organization accounting software.
  • Prepare periodic financial reports for presentation to funders, the Board of Directors, Board Committees, and the public as assigned.
  • Develop, complete and/or maintain employee personnel records as appropriate, including but not limited to, new hire documentation, employee orientation, periodic raises, benefits enrollment, direct deposit enrollment, employee training logs, records of employee policy distribution, and other employment records as necessary.
  • Complete employment\-related reports, including responses to communications from state and federal taxing and employment agencies.
  • Prepare purchase orders and carry out routine supply orders with management approval.
  • Oversee the maintenance of organization equipment inventory as required by organization policy.
  • Assist the Executive Director with funding contract management, including preparation of pre\- approval budgets and certifications; processing of contract amendments per funder requirements; entry of budget amounts into organization\-level tracking systems; periodic expenditure reporting; preparation of budget modification requests; reconciliation of discrepancies; and preparation of closeout documents.
  • Prepare financial records and supplemental reports for annual outside audit and periodic program monitoring as assigned.
  • Assist with the development and maintenance of organization policies and procedures.
  • Perform other related duties as assigned.
  • Knowledge, Skills and Abilities

  • Ability to speak, understand, read and write English fluently.
  • Excellent verbal and written communication skills and interpersonal skills. The ability to maintain professional working relationships with a variety of different personalities, including the ability to maintain positive relationships with clients within acceptable professional boundaries.
  • Knowledge of basic bookkeeping and accounting principles required; experience in financial recordkeeping for governmentally funded organizations preferable; ability to learn complex recordkeeping systems required.
  • Proficient computer skills with a knowledge of accounting software, Internet\-based e\-mail, and Microsoft Office software required; ability to learn program\-specific software required.
  • Excellent organizational skills and attention to detail, ability to multi\-task and ability to meet deadlines required.
  • Ability to read and understand written materials at a college level; ability to understand and follow both written and verbal direction in an independent manner.
  • Ability to effectively handle difficult and sensitive issues and maintain confidentiality.
  • Physical Abilities

  • Good physical health sufficient to complete all of the essential duties and responsibilities of the position with or without reasonable accommodation. Ability to maintain proper physical hygiene; to sit for extended periods; to effectively hear and to speak clearly when communicating either in\-person or on the telephone; to write and type with sufficient manual dexterity to complete data entry tasks; and to see written materials and computer screens used for data entry and other clerical tasks.

  • Working Conditions

  • Work is performed indoors in an office setting and may be performed remotely.
  • Minimum Requirements

  • Any combination of work experience and education that demonstrates the skills and abilities to perform the essential duties of the position is required. Minimum of two years’ experience performing the duties of a bookkeeper, account clerk, or other position responsible for fiscal management required. Coursework in accounting or closely related field desirable.
