Under the general supervision of the Administrative Supervisor, this position provides skilled administrative and legal secretarial support to the County Attorney’s Office for preparation and maintenance of criminal and civil cases of the County Attorney’s Office.

This position is located on\-site at the Government Center in Elk River, MN during regular business hours of 8:00am \- 4:30pm, Monday through Friday.

Essential Duties and Responsibilities

  • The following duties are normal for this position. These duties are not to be construed as exclusive or all\-inclusive. Other duties may be required and assigned.

    Prepare criminal/civil complaints/petitions, motions, orders, briefs, witness lists, exhibit lists, subpoenas, notices and correspondence of a legal nature within legal time limits. Gather documents and forms for Governor’s Warrants, facilitate sealing of search warrants.

    Download, save, print and open new cases and documents in a timely manner for court and charging. Retrieve and download videos, audios and photos from law enforcement agencies.

    Establish and maintain files for cases, including reviewing incoming mail, photocopying, faxing, downloading, printing and saving documents, videos, audios and photos from various law enforcement websites, opening new files, updating case management system, running driving records and court records, ordering certified copies, calculating jail credit, reviewing various databases/websites for records, review legal documents and files for completeness and accuracy including obtaining documentation from other departments for hearings and trials and preparing witness notifications and subpoenas. Anticipate workflow and case needs for assistance in case preparation. Billing for case specific types. Develop presentation materials. Redact audios and reports/documents. Prioritize projects and tasks to ensure all aspects of the case are being handled simultaneously.

    Maintain court and work calendars for assigned attorneys by documenting all notices that come in, update calendars, notify/cancel/renotify officers/witnesses for hearings and trials, contact court for scheduling/rescheduling of hearings, maintain diary dates, and pull cases for assigned attorney.

    Monitor cases referred to Diversion programs.

    Review, calculate and meet deadlines of the jail roster/law enforcement placements for the new probable cause arrests, warrants, apprehension \& detention orders, Department of Corrections warrants and writs. Coordinate with staff (assistants and attorneys) to ensure that files are opened, reports received, complaints are e\-charged and tracked, and send notice to 120\+ email receipts.

    Provide initial information to victim services at the time of the complaint/petition, prepare correspondence to victims for the victim assistance program as required by law, file No Contact and victim info forms via Electronic Filing System.

    Perform other duties upon absence of other support staff and as assigned, prepare reports (under review files, open files, pending investigation files, and more), instruct/train new employees.

    Assist victim/witness coordinator by screening phone lines and receiving information from victims/witnesses necessary to keep in contact with during court process and advise of case status. Sit in on victim/witness interviews.

    Assist with answering/responding and screening incoming phone lines for proper handling, assist the public, communicate with county employees, law enforcement agencies, general public, attorneys and other county, state, and federal offices in obtaining information.

    Minimum Qualifications

  • Associate’s Degree or Two\-years Post Secondary Education; AND

    At least one year relevant work experience; OR

    An equivalent combination of education and experience would be considered.

    Required to pass a criminal background check every five years. In the event the criminal background check results in an employee being barred from contact with an underage person, then the employee would be deemed not able to perform the essential duties of the position. If an employee cannot perform the essential duties of the position, termination of employee will be considered.

    Required to pass an on\-line security test for CJDN access and be fingerprinted.

  • Desirable knowledge and abilities that will be considered include: Knowledge of court system; drafting of legal documents; knowledge of trial procedures and rules of evidence; and knowledge of planning and presenting of court cases.
