  • Lincoln County Health and Human Services is looking for someone to act as the Public Health (PH) section manager for Maternal Child Family Health (MCFH) overseeing programs such as: Babies First, CaCoon, Nurse Family Partnership, Parents as Teachers, and Women, Infants, and Children (WIC). This person will utilize professional Public Health nursing skills in management, allocation of resources, and delivery of supervised programs. They will also promote efficient, effective, safe, and compassionate nursing care based on current standards of practice while also providing clinical and administrative leadership and expertise by developing a collegial relationship among nursing personnel and other healthcare disciplines and staff across the organization as well as in the community. $94,948\.00 \- $127,602\.00 annually\ Lincoln County follows Oregon Pay Equity laws in reviewing education and experience for wage offer.

    Essential Functions/Major Responsibilities

  • Community Health Nurse Manager will follow the six standards of nursing practice in the conduct of their duties and functions:

  • Assessment – Develop, maintain, and evaluate client and staff data collection systems and processes to support the practice of nursing and of client care.
  • Diagnosis and Priorities – Develop, maintain, and evaluate an environment that empowers and supports the professional nurse and staff in analysis of assessment data and decisions to determine relevant problems and diagnoses.
  • Outcomes identification – Promote desired, client\-centered, professional, program and organizational outcomes. Assure that care is delivered with health literate and culturally competent ways that can be understood by the population being served.
  • Planning – Develop and promote systems and program planning that incorporates continuous quality improvement.
  • Implementation – Develop, maintain, and evaluate program systems that support implementation of plans and delivery of care across the continuum. Assure policies and procedures adhere to program and practice guidelines.
  • Evaluation – Evaluate the plan and its progress in relation to the attainment of outcomes. Promote implementation of processes that empower staff in decision making.
  • The MCFH Nurse Program Manager will assume additional job responsibilities:

  • Assure adherence to Oregon laws and statutes for MCFH, including Targeted Case Management (TCM) requirements. Meet state annual plan, triennial review and state data requirements including maintaining fidelity to the Nurse Family Partnership (NFP), Babies First, CaCoon, Parents as Teachers (PAT), and WIC program requirements.
  • Attend home visits with nursing staff and case managers to monitor fidelity to programs.
  • Prepare and monitor annual budgets and workplans. Monitor caseloads and billing to ensure collection of annual projected revenue.
  • Participate on local and state committees and work groups as appropriate. Serve on state specific CLHO sub\-committee to the Conference of Local Health Officials (CLHO).
  • Member of PH Leadership and Department Supervisors Team.
  • Promote desirable community health action through collaboration with coordinated care organizations, health care providers, hospitals, public and private schools and pre\-schools, other professions, and local community groups, including faith\-based organizations.
  • Participate in all aspects of public health preparedness including classes, drills, Incident Command Training.
  • Oversee the Lincoln County Maternal Child Family Health Community Advisory Board.
  • Participate in activities that will enhance professional knowledge and skill; assume individual responsibility for pursuing independent continuing educational activities and engage in quality improvement activities.
  • Utilize reflective supervision to evaluate and improve practice for staff and take part in self\-care activities.
  • Lead, convene, and participate in team meetings, trainings, and activities to further the health of the community.
  • Other functions:

  • Participate in Public Health Modernization and Public Health Re\-accreditation work including and not limited to strategy, documentation, and plan development as well as performance management and QI activities.
  • Participate in 24/7 on\-call rotation for communicable disease.
  • Interact with and convene community partners and resources as necessary to assure population needs are being met.
  • Participate in community events to advocate for and promote section programs.

  • EDUCATION

    Bachelors in nursing. EXPERIENCE

    Six years plus in Public Health Nursing, Maternal \& Child health. LICENSES

    Oregon Driver's License required within 30 days of hire.

    Current unencumbered license to practice as a Registered Nurse in the State of Oregon at the time of hire. Desirable Qualifications: Master’s degree in nursing or in Public Health. Knowledge of/Ability to:

  • Considerable knowledge of the ten essential elements of PH and Population Based Public Health Services.
  • In depth knowledge of Maternal Child Family Health (MCFH) and home visiting programs and services including infant/child development, parent/child attachment, maternal infant health, infant mental health, dynamics of child abuse and neglect, and prevention services.
  • Services to culturally diverse communities.
  • Experience with participant services that embrace the concepts of family centered and strength\-based service provision.
  • Administrative principles, program planning, implementation, evaluation, and budget.
  • Community development and organization techniques.
  • Demonstrate good organization, communication, and leadership skills.

Lincoln County offers a comprehensive benefit package including vacation, holiday, and sick leave as well as medical, dental, vision which is paid at 90% by the County and 10% by the employee. Other fully paid benefits include life, AD\&D, long\-term disability insurance. Other optional insurances are available. A 401K retirement plan is also provided. The County's current contribution rate is 11%.

Regular and Trial Service employees working between 20 and 39 hours per week on a regular basis are eligible for pro\-rated employee benefits.
