Job Responsibilities

- Directs and administers student records services and new program development.
- Develops, recommends and implements records and registration policies and procedures.
- Hires, trains, coaches, counsels and evaluates professional staff and temporary employees.
- Assists associate and assistant registrars with problem\-solving.
- Manages budget totaling approximately $500,000\.
- Develops strategic plans for department.
- Maintains current knowledge of best practices and innovations in the areas of student records management and the use of information technology in records and registration procedures.
- Manages and maintains integrity of official student records database, including system security, course registration, confirmation of degrees, collection of grades and transfer credit maintenance.
- Oversees clearing for graduation and commencement activities and processing of paperwork for veterans.
- Certifies academic eligibility for student athletes consistent with the policies and bylaws of the NCAA, Big South Conference and Winthrop University.
- Determines South Carolina residency status for returning undergraduate and all graduate students.
- Serves as counsel and secretary to the Academic Council and as a member of other university\-wide committees, including the Academic Leadership Team.
- Works closely with administrative offices, including Academic Affairs, Financial Aid, Student Financial Services, academic student services and undergraduate/graduate admissions.
- Manages the production of the undergraduate catalog and other Records and Registration materials.
- Oversees maintenance of the Records and Registration website.
- Directs the course/lab fee process.
- Interprets and administers university academic policies for faculty, staff and students.

- Master’s degree.
- Three years of experience in records and registration at a college or university.
- Supervisory experience.
- Thorough understanding of the regulations and best practices associated with managing an academic student records and registration department.
- Working knowledge of the information systems and technology related to the delivery of enrollment management services and processes.
- Effective oral and written communication skills.
- Sufficient technical skills required to master software needed to perform job duties at a high level.
- Proven ability to lead and manage professional and support staff.
- Ability to analyze and interpret data and compose written narrative reports.
- Ability to engage in strategic planning.
- Exceptional organizational skills and the ability to meet deadlines while working on a number of concurrent projects/activities.
- Effective interpersonal skills and the ability to establish and maintain effective working relationships with faculty, staff, students, parents and the general public.

- At least five years of experience at the associate registrar or registrar level.
- At least two years of experience leading and managing professional and support staff.
- Budget management experience.
- Experience with Ellucian Banner or similar software.

Reporting to the Assistant Provost for Academic Operations and Curriculum, the Registrar directs the planning, implementation and evaluation of all operations and related activities for the Office of Records and Registration. Incumbent supports the human, financial and technical resources needed to manage operations at the highest level of efficiency, effectiveness and quality.
