JOB DUTIES:
Serves as County Administrator’s (CA), Assistant County Administrator's (ACA) and Deputy Assistant County Administrator’s (collectively “Administrators”) liaison with Department Heads (DH’s) to transmit decisions and directives. Responds to questions directed to Administration Office or holds requests for response from Administrators. Represents Administrators at meetings and conferences. Performs routine and non\-routine administrative tasks for Administrators. Manages auxiliary functions of Administration Office. Reviews, prior to execution by CA and/or ACA, Contracts for Public Improvement Minor Projects; Professional Service Contracts; Maintenance Agreements; and Contracts for Services valued at $50,000 or less to ensure all contractual documents are complete, Scope of Services is consistent with the plans and specifications and appropriations. Serves as liaison with the Prosecutor’s Office in obtaining legal review. Creates and maintains reporting of all contracts executed by the CA and/or ACA; prepares and submits related reports to the Board of County Commissioners. May supervise clerical or lower\-level administrative employees as assigned or directed.
Maintains current knowledge of all aspects of the BCC Office including current and proposed projects, programs, and procedures. Reviews document packages submitted for BCC action for completeness, compliance with law, regulations, and policies. Tracks to completion incoming correspondence, proposals, projects, bids, and routine and non\-routine documents submitted for evaluation by BCC and Administrators.
Analyzes and evaluates programs, procedures and policies. Conducts necessary follow\-up to brief Administrators for ongoing status of assignments and projects. Compiles information for ongoing management issues, project updates, and future agenda items. Provides technical information to Administrators to assist in decision making. Develops and implements programs and policies subject to final approval of CA or ACA. Compiles and summarizes DH Weekly and Management reports for review by BCC or Administrators. Orders and prioritizes agenda items for presentation at each session of the BCC.
Works alone or with other persons in short or long\-term team projects to resolve problems or conflicts in any area of county operations or to complete assigned projects at the direction of any county supervisor or Department Head when assigned. Works aggressively to reduce or eliminate safety/risk concerns in current position or work location. Reports safety/risk management issues to immediate supervisor.
MINIMUM QUALIFICATIONS:
Must have a high school education or GED equivalent. Must be familiar with the operations of office practices and procedures and government structure and processes. Must possess excellent communications skills. Must be able to figure fractions, decimals, and percentages. Must possess strong administrative management skills in planning, budgeting, coordinating, and executing projects. Must have the ability to communicate effectively and have strong problem\-solving skills. Must have a minimum of five years’ experience in increasingly responsible administrative or management position. Must have the ability to initiate projects with little or no supervision and see projects through to a satisfactory conclusion. Must be a self\-starter, able to work effectively. Must have experience in utilization of personal computer. Must be proficient in the use of MS Windows, MS Office computer software applications. In addition, proficiency in MS Project and MUNIS Financials is preferred. Duties are performed seated, standing, or walking at will. Job requires no more than normal physical abilities such as visual and hearing acuity. Work is performed in a standard office setting with adequate lighting, heating and ventilation. Must have and maintain a valid driver's license.
