Case Manager Community Corrections Program
Position Summary
The incumbent serves as a Case Manager for male and female participants assigned to Community Corrections programs. This position is responsible for coordinating, supervising, and monitoring participants’ progress in meeting court\-ordered requirements, individualized case plans, and treatment plans.
The Case Manager applies evidence\-based practices and core correctional principles to support participant accountability, behavioral change, and rehabilitation. Responsibilities include utilizing motivational interviewing techniques, structured interventions, role\-playing scenarios to strengthen problem\-solving skills, and implementing cognitive\-behavioral programming designed to reduce recidivism and promote successful reintegration into the community.
Essential Duties and Responsibilities
Intake and Assessment
- Conduct intake interviews in accordance with legal guidelines, policies, and procedures of the Community Corrections program.
- Administering an Indiana Risk Assessment (IRAS) to assess participants’ skills, criminal history, attitudes, and other relevant risks and need factors to determine appropriate program placement. This will also require monitoring of behavior and identifying the appropriate need to reassess the risk level.
- Explain program rules, expectations, and fee structures to participants.
- Obtain and evaluate information regarding medical, psychological, and social factors impacting the participant’s circumstances and readiness for change.
- Develop and monitor individualized case plans and treatment plans.
- Assist participants in accessing community resources such as financial assistance, substance abuse treatment, mental health services, employment services, educational opportunities (including GED), and other support services.
- Coordinate participant attendance at required meetings and programs including AA/NA, cognitive behavioral programming, and other rehabilitative services.
- Apply supportive services, with accountability to modify behavior.
- Conduct regular case management meetings with program participants and ensure you are addressing criminogenic risks/needs.
- Appearing and testifying in court proceedings as deemed necessary.
- Monitor participant schedules to ensure compliance
- Monitoring court\-ordered requirements.
- Review and verify daily itineraries, arrange for employment and unannounced field checks, and document participant activities.
- Provide encouragement and structured guidance to assist participants in modifying attitudes and behaviors.
- Monitor participant progress in substance abuse treatment and other rehabilitative programs.
- Conduct alcohol screenings and urine drug screens as required.
- Collaborate with medical professionals, treatment providers, social service agencies, and other stakeholders to evaluate the quality and effectiveness of services provided.
- Maintain communication with the local judiciary, prosecuting attorneys, probation departments, courts, treatment facilities, and community service providers to monitor participant compliance with court orders.
- Work with employment agencies and community partners to assist participants in obtaining and maintaining employment.
- Maintain accurate and confidential participant case files, including logs of contact, progress reports, program status updates, and disciplinary actions.
- Ensure collection of required participant fees by applying wage assignments and applying pay agreements for those who complete the program with a balance.
- Prepare reports and documentation as required by program policy and court procedures.
- Maintaining data entry and ensuring the agency case management operating system is consistently updated and monitored for accuracy.
- Ensuring that program participants schedules are being completed timely, to not negatively affect progress, and the movement has been verified.
- Maintaining Electronic monitoring operating systems, ensuring data entry is being accomplished and consistently updated and monitored for accuracy.
- Ensure you are receiving the appropriate verifications i.e., employment, treatment/program attendance, pay stubs, etc.
- Regularly conduct quality assurance checks on your work to identify deficiencies and make necessary adjustments for improvement.
- Calculate, and continuously monitor program participants outdates, and other timelines that may be court ordered.
- Facilitate and teach cognitive behavioral programming and other evidence\-based interventions.
- Utilize motivational interviewing and core correctional practices to promote behavioral change and accountability.
- Implement structured interventions such as journaling, role\-playing exercises, behavioral analysis, and goal setting to enhance problem\-solving skills.
- Maintain flexibility and to work, day and/or evening hours as required.
- Perform other related duties as assigned.
- Bachelor’s degree in criminal justice preferred, or equivalent education, training, and/or professional experience in criminal justice, public administration, social services, or a related field.
- Prior experience in case management or community supervision is preferred.
- Working knowledge of Community Corrections policies, procedures, and operational guidelines.
- Knowledge of the legal and criminal justice processes within Madison County.
- Working knowledge of interpreting court dockets, legal paperwork and court orders.
- Understanding of evidence\-based correctional practices and behavioral intervention strategies.
- Knowledge of community resources and treatment services are available to program participants.
- Ability to prepare accurate reports and maintain detailed case documentation.
- Strong communication skills with the ability to interact effectively with staff, participants, courts, and community partners.
- Ability to maintain strict confidentiality of sensitive information.
- Proficiency in the use of office equipment and technology including computers, data systems, and communication devices.
- Ability to operate departmental equipment such as breathalyzers, GPS devices, and other monitoring tools.

The incumbent performs professional case management duties in accordance with legal requirements and program policies. The position requires sound judgment when evaluating participant circumstances, addressing noncompliance, and identifying appropriate interventions. Work frequently involves analyzing complex and unique situations requiring thoughtful consideration and problem\-solving. The case manager must have the capability of utilizing verbal deescalation skills, by means of conversation/negotiation and applying appropriate discretion.
Responsibility
The Case Manager is responsible for coordinating and monitoring participant activities to ensure compliance with court orders and program requirements. While routine duties are performed independently, unusual or sensitive situations are discussed with supervisory staff. Work is reviewed for accuracy, effectiveness, and adherence to applicable laws and policies.
Personal Work Relationships
The incumbent maintains frequent contact with Community Corrections staff, program participants, Madison County court personnel, detention facility staff, treatment providers, social service agencies, community organizations, and members of the public. These interactions support referral coordination, participant monitoring, compliance verification, and problem resolution.
The Case Manager reports directly to the assigned Coordinator. The chain of command is the assigned Coordinator, Assistant Director, and the Executive Director.
Physical Effort and Work Environment
Work is performed within a community corrections facility environment where exposure to potentially volatile individuals and communicable diseases may occur. While the position typically does not require sustained physical exertion, the incumbent may be required to respond to emergency situations, including assisting with the physical restraint of participants when necessary.
