    Performs intermediate advanced human support work receiving and preparing reports of child abuse and neglect, conducting investigations and assessments, providing in\-home services to families to ensure safety of children. Prepares and maintains files and records. Preparing reports and related work as apparent or assigned. Work is performed under the limited supervision of the Social Work Supervisor III.

  • Receives and investigates referrals of suspected child abuse and neglect.
  • Determines validity of child protective service complaints.
  • Completes home studies and/or home visits on ongoing cases.
  • Serves as a community liaison for clients and advocates for services for clients within the community.
  • Assesses safety of child/adult and acts accordingly.
  • Performs family assessments and determines service needs.
  • Develops family plans with families to ensure the safety of children.
  • Educates the community on child abuse/neglect.
  • Serves on committees as assigned and attends meetings.
  • Prepares a variety of reports and other types of correspondence.
  • Prepares and maintains files and records.
  • Interprets laws, policies, and regulations to specific area of responsibility.
  • Makes appropriate referrals to clients.
  • Knowledge, Skills, and Abilities:

  • Some knowledge of department policies and procedures; some knowledge of applicable local, Federal, and state rules and regulations.
  • Comprehensive knowledge of preparing reports and other types of correspondence.
  • Comprehensive knowledge of using standard office equipment and associated software.
  • Ability to identify social problems and needs to assess the ability of individuals and families to utilize services in problem\-solving.

  • Stooping \- Bending body downward and forward by bending spine at the waist. This factor is important if it occurs to a considerable degree and requires full use of the lower extremities and back muscles
  • Kneeling \- Bending legs at knee to come to a rest on knee or knees
  • Crouching \- Bending the body downward and forward by bending legs and spine
  • Crawling \- Moving about on hands and knees or hands and feet
  • Reaching \- Extending hand(s) and arm(s) in any direction
  • Standing \- Remaining upright on the feet, particularly for sustained periods of time
  • Walking \- Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another
  • Pushing \- Using upper extremities to press against something with steady force to thrust forward, downward, or outward
  • Pulling \- Using upper extremities to exert force to draw, drag, haul or tug objects in a sustained motion
  • Lifting \- Raising objects from a lower to a higher position or moving objects horizontally from position\-to\-position. This factor is important if it occurs to a considerable degree and requires the substantial use of the upper extremities and back muscles
  • Fingering \- Picking, pinching, typing or otherwise working, primarily with fingers rather than with whole hand or arm as in handling
  • Grasping \- Applying pressure to an object with the fingers and palm
  • Feeling \- Perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of fingertips
  • Talking \- Expressing or exchanging ideas by means of the spoken word; those activities where detailed or important spoken instructions must be conveyed to other workers accurately, loudly, or quickly
  • Hearing \- Perceiving the nature of sounds at normal speaking levels with or without correction, and having the ability to receive detailed information through oral communications, and making fine discriminations in sound
  • Repetitive Motions\- Making substantial movements (motions) of the wrists, hands and/or fingers
  • Sedentary Work\- Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met
  • Employee is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts and/or operation of machines (including inspection); using measurement devices and/or assembly or fabrication of parts at distances close to the eyes

  • Minimum Education and Experience:

    Bachelor's degree with coursework in human services, or related field and moderate experience in social services, or equivalent combination of education and experience.

    License or Certification Requirements:

  • Completed Medical Aspects of Abuse/Neglect, Legal Aspects of Abuse/Neglect, Sexual Abuse, Cultural Competency; Intake/CPS Assessments/Investigations, Domestic Violence, Facilitator, and MRS training or the ability to obtain within one (1\) year of employment.
  • Valid NC Driver's License.

Note: In accordance with State mandates and the Rockingham County Emergency Operations Plan, Rockingham County Health and Human Services staff from the Divisions of Social Services, Public Health and Integrated Health are required to staff emergency shelters during times of disaster. Please be advised that every staff person is eligible to be assigned to an emergency shelter or Emergency Operations Center.

The Public Service Loan Forgiveness Program is intended to encourage individuals to enter and continue to work full\-time in public service jobs. Medical, Dental, and Vision InsuranceFor Full Time employees in a regular position, insurance is available and effective the first day of the following month after having worked for an entire month. The County currently pays 100% of the cost for regular employees working at least 30 hours per week. Dependent coverage is also available. Local Government Retirement SystemAll employees in regular full or part time position are required to contribute to the retirement system. Contributions are taken on a pre\-tax basis. The current contribution amount is 6%.
