RESIDENTIAL SERVICES COORDINATOR

Under the direction of the Assistant Executive Director, the Residential Services Coordinator is responsible for the overall management and functionality of the Residential Services Program as well as the Residential Services facility, staff, and program participants. This position oversees and directs the daily operations of the Residential Services facility, including the supervision of personnel and program participants and establishing and implementing policies and procedures to maintain safety, security, and program integrity. The Residential Services Coordinator ensures compliance with all applicable agency policies and procedures and all federal, state, and local laws and rules. This position is Not Covered (At\-Will) as defined by The Board of Commissioners of the County of Allen Employee Handbook.
ESSENTIAL FUNCTIONS:
- Serves as a member of the Allen County Community Corrections’ (ACCC) Executive Management Team representing all functions of the ACCC Residential Services facility and programs.
- Oversees and guides residential intake, ensuring compliance with established agency policies and procedures, Court Orders, and other applicable federal, state, and local laws. Manages the safety and security of the Residential Services facility and evaluates security operations on a continual basis.
- Identifies, challenges, and quickly and efficiently facilitates the flow of information and communicates to ACCC Executive Management Team and/or problem solves and troubleshoots as concerns arise.
- Ensures program participants are assigned and supervised within the Residential Services facility, by assessed risk level.
- May periodically secure and/or physically restrain violent/uncontrollable participants as situations demand
- Develops, implements, and oversees policies, procedures and practices pertaining to the Residential Services facility management and operations to ensure compliance with Indiana Association of Community Corrections Act Counties (IACCAC) Residential Guidelines and/or correctional standards for confinement facilities.
- Contributes to the development of new supervision programs, articulating eligibility criteria, the collection of all appropriate data and serves as the quality assurance officer for all Residential Services activities.
- Evaluates work processes to enable ACCC to use available resources in the most effective manner possible.
- Assists the Executive Management Team in updating and/or creating changes in policies and procedures for ACCC as a whole and upon approval, implements new and/or updated changes in the policies and procedures within the Residential Services Division.
- Assist in developing long\-term and short\-term plans and goals for strategic planning; initiate change to meet approved plans and goals and monitors progress.
- Completes thorough random quality assurance audits monthly to ensure compliance with existing policies and procedures.
- Responsible for the training, development, and staffing of all Residential Services Officers, including, but not limited to, scheduling work assignments, providing training, orientation, evaluation, corrective action, and formal discipline.
- Provides day\-to\-day leadership, direction, and support to operations staff to ensure quality interactions and communications between staff and program participants to help assist in their supervision.
- Meets with each staff member weekly or as needed to discuss matters of concern and/or for direction/approval on handling specific program participants who have individual issues outside the scope/definition of policies and procedures.
- Responsible for interviewing and hiring staff as needed. Regularly monitors performance and provides coaching to assist in continuous professional growth through the training of employees.
- Responsible for approving requests for time off and requests for accumulation of hours according to ACCC policy and ensures adequate coverage prior to approval of time and performs the duties of a Residential Services Officer as needed.
- Conducts routine staff meetings to address areas of concern, share new information, and build consistency within the facility.
- Ensures program participants are treated with respect while having the ability to influence and support behavior change through Evidence Based Practices.
- Conducts and/or facilitates meetings with program participants as needed to address complaints and concerns.
- Performs and monitors database entries, ensuring completeness and accuracy of information as required; prepares and submits reports according to ACCC deadlines or as requested.
- Maintains files and records regarding the Residential Services facility, programming, and program participant management, including inspection reports, incident reports, grievances, tracking logs, and medication logs.
- Maintains and oversees all contracts pertaining to the Residential Services facility in cooperation with the Senior Finance Manager.
- Works in conjunction with the Senior Finance Manager regarding the overall fiscal management of the Residential Services facility.
- Manages and forecasts the Residential Services Division budgetary needs with Finance and Business Coordinator.
- Serves as administrator of the food contract for the Residential Services facility; ensuring the correct number of products are ordered daily.
- Ensures all food, safety and sanitation procedures are followed for the Residential Services facility.
- Serves as Administrative Hearing officer as required and oversees the Administrative Hearing process.
- Oversees maintenance, repair and replacement of the Residential Services facility and program equipment and the Residential Services Division vehicles as needed.
- Serves as safety manager for the entire Residential Services facility.
- Manages all Residential Services contracts and vendors and leads negotiations in pursuit of new and appropriate outside vendor contracts for the agency.
- Maintains compliance with the IDOC Community Transition Program and provides reports as needed.
- Applies and monitors compliance with PREA policies.
- Attends meetings and training sessions as required.
- Performs all other duties as assigned.
- Uses principles of evidence\-based practices as a guide in interactions with program participants and in the development of department programs.
- Must model Pro\-Social behavior at times and in all places.
- Ability to obtain Crisis Intervention Training (CIT) Certification as assigned
- Ability to be successfully certified in the use of the following equipment within 3 months of employment including the Taser, Handcuff and Pepper Spray as assigned
- Ability to deal swiftly, rationally, and decisively with potentially violent individuals in precarious situations
- Knowledge of evidence\-based principles and practices.
REQUIREMENTS:
Extensive experience working in a law enforcement and/or criminal justice environment, with focus on community\-based supervision preferred. Experience working in a residential environment preferred.Bachelor’s Degree in Criminal Justice, Public Affairs or related field preferredPrevious experience with case management/supervision of criminal offenders preferredAbility to obtain Motivational Interviewing Internal Certification

DIFFICULTY OF WORK:
The Residential Services Coordinator has a moderate comprehension of and ability to make practical application of theories and principles when overseeing and directing the daily operations of the Residential Services program, facility, and program participants. Work consists of complex, varied, non\-standardized tasks when establishing and implementing policies and procedures to maintain safety, security, and program integrity.
RESPONSIBILITY:
The Residential Services Coordinator makes choices and decisions and acts on varied non\-standardized non\-routine assignments when assisting with updating all eligibility and program guidelines of Allen County Community Corrections (ACCC) and implementing them within the Residential Services Division. Work
requires analysis, adaptative thinking and considerable judgment and errors in decisions or work are not immediately apparent through supervisory review but are revealed through adverse effects on subsequent operations.
PERSONAL WORK RELATIONSHIPS:
The Residential Services Coordinator maintains frequent communication with other County employees, program participants, high level officials from various governmental and social service agencies and members of the public regarding the coordination and supervision of serious and violent felony program participants.
WORKING CONDITIONS:
The Residential Services Coordinator works predominantly in an office setting as well as a residential community corrections facility, with some walking, bending, kneeling, and monitoring equipment. Frequent mental/visual effort, attention to detail, detailed inspection and typing are to be expected. The Residential Services Coordinator maintains frequent contact with program participants who have been convicted of various misdemeanor and/or felony offenses and may be dangerous, violent and/or abusive.
SUPERVISION:
The Residential Services Coordinator is responsible for the supervision of eight (8\) supervisory staff and a minimum of thirty\-six (36\) non\-supervisory employees, including training, reviewing employee work and performance, counseling employees, and recommending disciplinary and hiring decisions.

HOURS:
