GENERAL DESCRIPTION:

Under the direction of the State Parks Regional Director, this position performs complex (journey\-level) project management work including the oversight of all aspects of maintenance, repair and safety management functions of all Region 6 State Parks. Performs project management functions including program budget management, highly advanced consultative services and technical assistance work. Work involves planning and implementing major agency programs including major repair, safety, alternative workforce, utilities systems management, fleet management, facilities management and equipment management. Responsible for effective coordination with appropriate park staff, Austin\-based program staff and personnel from other divisions, other agencies and local entities on matters affecting assigned responsibilities. Plans, assigns and supervises the work of others. Conducts inspections of vehicles, equipment and facilities as required. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.

Qualifications MINIMUM QUALIFICATIONS:

Education:

Graduation from an accredited college or university with a Bachelor's degree.

Experience:

Five years’ experience in recreation related management or management of a facilities support program.

Five years’ experience in facility maintenance, utility systems maintenance, structural maintenance or construction field.

Experience in providing guidance or supervising the work of others.

NOTE: Experience may have occurred concurrently.

Licensure:

Must possess or be able to obtain, within 30 days of employment, a valid class “C” Texas driver’s license.

NOTE: Retention of position contingent upon obtaining and maintaining required license.

ACCEPTABLE SUBSTITUTIONS:

Education:

Texas Parks and Wildlife Department (TPWD) employees hired prior to January 1, 1998, with no break in service and with a minimum of sixty semester hours earned may substitute two years of TPWD experience in park management, supervision or operations for the required degree.

Facilities Management Administrator (FMA) Certification or Systems Management Administrator (SMA) Certification may substitute for the required degree.

Ten years’ experience in direct supervision of facility maintenance, utilities systems maintenance, structural maintenance or construction field may substitute for the required degree.

PREFERRED QUALIFICATIONS:

Education:

Graduation from an accredited college or university with a Bachelor’s degree in Park Administration, Recreation and Parks, Wildlife/Fisheries Science, Natural and/or Cultural Resource Management, Forestry, Biology, Anthropology, Archeology or History.

Experience:

Purchasing experience in areas such as construction, maintenance and repair services, equipment/vehicles and commodities.

Licensure:

Current Class “C” Water Operator (or higher) and Class “D” (or higher) Wastewater Operator licenses issued by the Texas Commission on Environmental Quality (TCEQ).

Current Project Manager/Project Management Professional Certification.

Current Facilities Management Administrator Certification.

Current Systems Maintenance Administrator Certification.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of requirements to ensure compliance with rules/regulations/laws relative to public drinking water systems, wastewater treatment systems, solid waste collection/disposal.

Knowledge of safety training and pesticide/herbicide training.

Knowledge of general park operations management.

Knowledge of natural and cultural resources management.

Knowledge of all hazards incident management for operations and logistics.

Knowledge of State purchasing and contracting for commodities, services and construction.

Skill in effective verbal and written communication.

Skill in using MS Word, Excel and Outlook.

Skill in project management of multi\-discipline programming.

Skill in establishing and maintaining effective work relationships with co\-workers and work\-related contacts.

Skill in developing goals and objectives.

Skill in planning, assigning and/or supervising the work of others.

Skill in maintenance and repair techniques for facilities, grounds, utility systems and equipment.

Ability to develop and maintain beneficial working relationships with local entities, elected officials, other agencies and other divisions and to effectively accomplish regional goals.

Ability to plan, execute, review and close out preventative maintenance, repair and construction projects for park facilities, grounds, utility systems and equipment.

Ability to purchase supplies, materials, services and equipment per departmental and state regulations including writing scopes of work and administering contracts.

Ability to conduct inspections.

Ability to develop and manage budget.

Ability to read blueprints/plans/specifications.

Ability to manage time and duties effectively without direct supervision.

Ability to organize and monitor multiple projects involving numerous remote parks' staff, equipment and tasks.

Ability to perform manual labor including lifting supplies and materials up to 50 lbs.

Ability to conduct work activities in accordance with TPWD safety program.

WORKING CONDITIONS:

Required to work hours other than 8:00 a.m. to 5:00 p.m., with days off other than Saturdays, Sundays and holidays.

Required to work overtime as necessary.

Required to perform work outdoors, occasionally in adverse weather conditions.

Required to perform manual labor including lifting supplies and materials up to 50 lbs.

Must conform to TPWD dress and grooming standards, work rules and safety procedures.

Required to travel 40% including overnight stays.

Required to operate a state vehicle.

Non\-smoking work environment in all State buildings and vehicles.
