WHO WE ARE: Construction Trades Workforce Initiative (CTWI) is the nonprofit partner of four Building Trades Councils in the Greater San Francisco Bay Area and the Baltimore–DC Metro Area. Founded in 2018, CTWI advances economic and social justice for underrepresented populations seeking entry into family\-sustaining union construction careers by strengthening workforce programs, policies, and partnerships. We bridge organized labor and community stakeholders through coalition building, pre\-apprenticeship development, and quality jobs policy initiatives, all aligned to build a diverse, local, and skilled construction workforce. CTWI operates a multi\-region portfolio across California and the Washington, D.C. metro area, managing approximately $5 million in annual revenue from federal, state, local, and philanthropic sources with a team of 15 staff across both coasts.

WHY THIS ROLE, WHY NOW: CTWI is at an inflection point. Since 2018, we have grown from a small Bay Area nonprofit into a bicoastal organization managing federal and state grants, operating a 16\-site MC3 provider network across the SF\-East Bay, and running direct programs in Baltimore and Washington, D.C. This growth has created the need for dedicated senior executive leadership on the West Coast. This newly created role reflects a strategic investment in regional leadership to match the scale and complexity of CTWI’s California portfolio. The West Coast Regional Director will step into a moment of strong momentum, with established labor partnerships, an expanding program footprint, an engaged Board, and a 2026–2028 strategic plan ready for execution.

POSITION OVERVIEW: CTWI seeks a seasoned executive to serve as West Coast Regional Director, the senior\-most staff overseeing all West Coast operations. Reporting to the Deputy Director and Executive Director, this role functions as the chief executive of California programs, partnerships, and staff, leading a 10\-person team while supporting organization\-wide strategy. This position holds full responsibility for strategic direction, fiscal health, program quality, and external relationships across the West Coast and serves as CTWI’s primary representative to Building Trades Councils, JATCs, unions, school districts, state agencies, funders, and community stakeholders. The ideal candidate brings strong strategic vision, operational discipline, financial expertise, and relationship\-building skills, with the ability to grow programs, develop staff, steward resources, and represent CTWI publicly. The role requires regular Bay Area travel and occasional statewide and national travel, including some evenings and weekends for meetings and events.

KEY RESPONSIBILITIES: Strategic Leadership \& Organizational Visioning: Lead execution of CTWI’s 2026–2028 strategic plan on the West Coast, drive key initiatives, align cross\-regional strategy, contribute to Board engagement, and model organizational values. Partnership Development \& Stakeholder Engagement: Build and maintain relationships with labor, workforce, education, and government partners; coordinate with Building Trades Councils; represent CTWI at convenings; and expand partnerships with funders and stakeholders. People \& Culture Leadership: Manage and mentor a 10\-person unionized team, oversee HR functions, support professional development, and foster a collaborative, high\-performing culture aligned with Teamsters Local 853\. Fiscal Management, Budgeting \& Compliance: Lead budget development, oversee financial reporting and monthly accounting, support audits and tax processes, and ensure compliance with all funding requirements. Program Oversight \& Data Leadership: Provide executive oversight of all West Coast programs, guide program strategy and scaling, ensure data integrity (Salesforce), and maintain grant compliance and reporting. Communications \& Brand Leadership: Shape CTWI messaging, oversee communications strategy, represent CTWI publicly, and develop thought leadership content. Business Development \& Fundraising: Lead West Coast fundraising strategy, build funder relationships, identify new funding opportunities, and support organization\-wide resource development.

QUALIFICATIONS: Required: Bachelor’s degree (advanced degree preferred); minimum 7 years of senior leadership experience in nonprofit, labor, workforce, education, or related fields; experience managing multi\-program organizations; proven success in fundraising and revenue generation; strong financial management skills; excellent communication abilities; and a demonstrated commitment to equity and organized labor. Preferred: Experience in construction trades or apprenticeship systems; familiarity with California workforce policy and Project Labor Agreements; experience in unionized environments; background in nonprofit leadership or HR/financial management; proficiency with Salesforce or similar systems; and experience with digital communications strategy.

COMPENSATION \& BENEFITS: Salary range of $130,000–$150,000 depending on experience. Full\-time, exempt position with comprehensive health, retirement (401k and pension), and wellness benefits through Teamsters Local 853\.
