CODE ENFORCEMENT / RENTAL PROGRAM ASSISTANT
SUMMARY:
This position supports the Code Enforcement Inspector role for the City in an administrative capacity as well as manages the City’s Rental Registration and Foreclosure Program. Applicants will need to effectively and clearly communicate to a full range of people inside and outside the organization, be able to work cooperatively and effectively with others, and capable of remaining calm and professional under pressure

Starting Salary: $48,783\.30 (Local 150 Collective Bargaining Agreement \- Clerk Wage Schedule)
ESSENTIAL DUTIES AND RESPONSIBILITIES: Essential duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them if the work is similar, related or logical to the position.
- Assists Code Enforcement Inspector with notifying property owners of code violations and establishing a compliance period for noncomplying issues.
- Issues notices of violation and citations as directed by the Code Enforcement Officer.
- Documents inspection results and violations through data entry.
- Performs property research to gather background information for enforcement and rental registration purposes when necessary.
- Works with the Code Enforcement Inspector to provide general code information to public by developing code enforcement informational documents to distribute via water bills, the City’s website and social media accounts.
- Organizes and schedules adjudication hearings when required.
- Coordinates mailings, inspection scheduling and filing of reports for rental program.
- Coordinates the City’s rental registration and foreclosure program via invoicing, data entry of registrations, identifying new rentals in the community and coordinates with the Code Enforcement Inspector if rental home inspections are required.
- Works with landlords to develop positive relationships on behalf of the City.
- Periodically, albeit infrequently, assists other administrative positions in the Community and Economic Development (CED) department during high volume periods while a colleague is out of the office or unavailable.
- Perform other miscellaneous clerical tasks/duties, as assigned
- Education equivalent to a high school diploma and/or 1\-3\+ years of experience doing similar work.
- Possession of a valid driver’s license.
- Proficiency with current computer software systems, including email, calendar programs, job specific software, and customer service systems preferred or within the first six months of employment.
- In\-service training in computer science, records management, telecommunications; or any equivalent combination of experience and training, preferred.
- The general requirements and materials that relate to building, electrical, plumbing, or mechanical codes.
- The general requirements for legal enforcement of City of Lockport Code of Ordinances.
- Requires the frequent use of a personal computer, including word processing, spreadsheet and GIS applications; mobile phone and tablet along with associated apps; telephone, copy/fax/scan machine, mobile radio.
