Performs complex consultative services and technical assistance work. Work involves monitoring and evaluating operations and programs to ensure conformity with contracts, laws, policies, procedures, rules, and regulations; and providing guidance to others. Works under general supervision with limited latitude for the use of initiative and independent judgment.

II. Essential Functions

A. Provides consultative services to mitigate risk by monitoring, reviewing, and evaluating operations at correctional and community facilities.

B. Monitors contract facilities by observing operations and activities to identify and mitigate risk; conducts on\-site visits and examines records; and responds to emergencies and serious incidents to include escapes, disturbances, and natural disasters.

C. Compiles, organizes, and analyzes data to include financial data; and prepares contract reviews identifying areas of non\-compliance timely and accurately.

D. Investigates allegations of non\-compliance to include examining financial records and calculating financial impacts; and provides written and oral reports to other staff, departments, officials, agencies, and organizations.

E. Observes inmates and contracted staff in various technical areas to include maintenance, laundry, food service, and programmatic operations to report deficiencies.

F. Plans, organizes, and prioritizes multiple projects and tasks to meet established deadlines.

G. Performs criminal information searches and retrieval using Texas Department of Public Safety criminal history system access.

  • III. Minimum Qualifications

    A. Education, Experience, and Training

    1\. Graduation from an accredited senior high school or equivalent, or GED.

    2\. Four years full\-time, wage\-earning case processing, customer service, clerical, administrative support, technical program support, or operational support experience. Fifteen semester hours from a college or university accredited by an organization recognized by the Council for Higher Education accreditation (CHEA) or by the United States Department of Education (USDE) may be substituted for each six months of experience.

    3\. Bachelor’s degree from a college or university accredited by an organization recognized by the CHEA or by the USDE preferred.

    4\. Experience in the use of Microsoft Office Suite or equivalent to include word processing, spreadsheet, database, or presentation software programs preferred.

    5\. Parole officer experience preferred.

    6\. Technical review of program evaluation experience preferred.

    7\. Teaching, training, or staff development experience preferred. 8\. Must have a valid state driver license.

    9\. Must have or be able to obtain a Certified Texas Contract Manager (CTCM) certification within twelve months from the date of employment.

    Must maintain valid certification for continued employment in position.

    Selected applicants without required license(s) must sign a Credential Contingency Agreement that will remain in effect only until the initially established expiration date. Failure to comply with this contingency statement will result in separation from employment. Credential Contingency Agreements will not be extended or renewed as a result of an employee’s separation from employment or acceptance of another position.

  • Must have or be able to obtain a certificate of course completion for the Texas Law Enforcement Telecommunications System (TLETS) policy and procedures training from the Texas Department of Public Safety within six months of employment date.

Must meet and maintain TLETS access eligibility for continued employment in position.

B. Knowledge and Skills

1\. Knowledge of the principles and practices of public administration and management.

2\. Knowledge of the principles and practices of risk management and mitigation techniques.

3\. Knowledge of applicable state and federal laws, rules, regulations, and statues.

4\. Knowledge of the overall operation of correctional and community facilities.

5\. Knowledge of agency and departmental organization structure, contracts, policies, procedures, rules, and regulations.

6\. Skill to communicate ideas and instructions clearly and concisely, both verbally and written.

7\. Skill to coordinate with other staff, departments, officials, agencies, and organizations.

8\. Skill to review technical data and prepare detailed technical reports accurately and timely.

9\. Skill in administrative problem\-solving techniques.

10\. Skill to interpret and apply rules, regulations, policies, and procedures.

11\. Skill to monitor program compliance with contracts and establishes policies, procedures, rules, regulations, and guidelines.

12\. Skill in the use of computers and in the use of Microsoft Office Suite or equivalent to include word processing, spreadsheet, database, or presentation software programs.

IV. Additional Requirements with or without Reasonable Accommodation

A. Ability to walk, stand, sit, kneel, push, stoop, reach above the shoulder, grasp, pull, bend repeatedly, climb stairs, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry under 15 lbs., perceive depth, operate a motor vehicle, and operate motor equipment.

B. Conditions include working inside, working around machines with moving parts and moving objects, radiant and electrical energy, working closely with others, working alone, working protracted or irregular hours, and traveling by car, van, bus, and airplane.

C. Equipment (machines, tools, devices) used in performing only the essential functions include computer and related equipment, calculator, copier, fax machine, telephone, weapons, restraining devices, dolly, and automobile.
